    Multifactor Interactions and the Air Traffic Controller: The Interaction of Situation Awareness and Workload in Association with Automation

    Air traffic controllers (ATCOs) must maintain a consistently high level of human performance in order to maintain flight safety and efficiency. In current control environments, performance-influencing factors such as workload, fatigue and situation awareness (SA) can co-occur, and interact, to affect performance. However, multifactor influences and the association with performance are under-researched. This study utilized a high fidelity human in the loop enroute air traffic control simulation to investigate the relationship between workload, situation awareness and ATCO performance. The study aimed to replicate and extend Edwards, Sharples, Wilson and Kirwan's (2012) previous study and confirm multifactor interactions with a participant sample of ex-controllers. The study also aimed to extend Edwards et al.'s previous research by comparing multifactor relationships across 4 automation conditions. Results suggest that workload and SA may interact to produce a cumulative impact on controller performance, although the effect of the interaction on performance may be dependent on the context and amount of automation present. Findings have implications for human-automation teaming in air traffic control, and the potential prediction and support of ATCO performance

    National plan to enhance aviation safety through human factors improvements

    The purpose of this section of the plan is to establish a development and implementation strategy plan for improving safety and efficiency in the Air Traffic Control (ATC) system. These improvements will be achieved through the proper applications of human factors considerations to the present and future systems. The program will have four basic goals: (1) prepare for the future system through proper hiring and training; (2) develop a controller work station team concept (managing human errors); (3) understand and address the human factors implications of negative system results; and (4) define the proper division of responsibilities and interactions between the human and the machine in ATC systems. This plan addresses six program elements which together address the overall purpose. The six program elements are: (1) determine principles of human-centered automation that will enhance aviation safety and the efficiency of the air traffic controller; (2) provide new and/or enhanced methods and techniques to measure, assess, and improve human performance in the ATC environment; (3) determine system needs and methods for information transfer between and within controller teams and between controller teams and the cockpit; (4) determine how new controller work station technology can optimally be applied and integrated to enhance safety and efficiency; (5) assess training needs and develop improved techniques and strategies for selection, training, and evaluation of controllers; and (6) develop standards, methods, and procedures for the certification and validation of human engineering in the design, testing, and implementation of any hardware or software system element which affects information flow to or from the human

    Assessing Cognitive Processing and Human Factors Challenges in NextGen Air Traffic Control Tower Team Operations

    Previous research of Terminal Radar Control Facilities and Standard Terminal Automation Replacement Systems interactions by the authors examined how combined NextGen digitized technology affects air traffic controller functions. Applying their updated SHELL model, human factors implications on the Tower Team before and after implementing NextGen technology were examined, focusing on cognitive loading and automated functions affecting each team member. A survey examined where cognitive difficulties occur when controllers are responsible for multiple screen views, remote airfields or helipads, and digitized cameras and blind spots. Scanning challenges were identified where local traffic, ground operations, and data converge onto one screen, and when attention is diverted to distant screens. Also studied were automatic aircraft handoffs and potential for missed handoffs, and, assessing changes from voice communication to text messaging for human error. Findings indicated a necessity for controllers to manage balanced tasking, vigilance pacing, and resource management

    From fly-by-wire to drive-by-wire: Safety implications of automation in vehicles

    The purpose of this paper is to critically review the current trend in automobile engineering toward automation of many of the functions previously performed by the driver. Working on the assumption that automation in aviation represents the basic model for driver automation, the costs and benefits of automation in aviation are explored as a means of establishing where automation of drivers' tasks are likely to yield benefits. It is concluded that there are areas where automation can provide benefits to the driver, but there are other areas where this is unlikely to be the case. Automation per se does not guarantee success, and therefore it becomes vital to involve Human Factors into design to identify where automation of driver functions can be allocated with a beneficial outcome for driving performance

    Workload modeling using time windows and utilization in an air traffic control task

    In this paper, we show how to assess human workload for continuous tasks and describe how operator performance is affected by variations in break-work intervals and by different utilizations. A study was conducted examining the effects of different break-work intervals and utilization as a factor in a mental workload model. We investigated the impact of operator performance on operational error while performing continuous event-driven air traffic control tasks with multiple aircraft. To this end we have developed a simple air traffic control (ATC) model aimed at distributing breaks to form different configurations with the same utilization. The presented approach extends prior concepts of workload and utilization, which are based on a simple average utilization, and considers the specific patterns of break-work intervals.     Situational awareness and safety

    This paper considers the applicability of situation awareness concepts to safety in the control of complex systems. Much of the research to date has been conducted in aviation, which has obvious safety implications. It is argued that the concepts could be extended to other safety critical domains. The paper presents three theories of situational awareness: the three-level model, the interactive sub-systems approach, and the perceptual cycle. The difference between these theories is the extent to which they emphasise process or product as indicative of situational awareness. Some data from other studies are discussed to consider the negative effects of losing situational awareness, as this has serious safety implications. Finally, the application of situational awareness to system design, and training are presented

    Flight deck automation: Promises and realities

    Issues of flight deck automation are multifaceted and complex. The rapid introduction of advanced computer-based technology onto the flight deck of transport category aircraft has had considerable impact both on aircraft operations and on the flight crew. As part of NASA's responsibility to facilitate an active exchange of ideas and information among members of the aviation community, a NASA/FAA/Industry workshop devoted to flight deck automation, organized by the Aerospace Human Factors Research Division of NASA Ames Research Center. Participants were invited from industry and from government organizations responsible for design, certification, operation, and accident investigation of transport category, automated aircraft. The goal of the workshop was to clarify the implications of automation, both positive and negative. Workshop panels and working groups identified issues regarding the design, training, and procedural aspects of flight deck automation, as well as the crew's ability to interact and perform effectively with the new technology. The proceedings include the invited papers and the panel and working group reports, as well as the summary and conclusions of the conference

    Identifying how automation can lose its intended benefit along the development process : a research plan

However it can fail to deliver the target benefit as intended by those managers and designers advocating the introduction of the tool. In safety critical domains this problem is of significance not only because the unexpected effects of automation might prevent its widespread usage but also because they might turn out to be a contributor to incident and accidents. Research on failures of automation to deliver the intended benefit has focused mainly on human automation interaction. This paper presents a PhD research plan that aims at characterizing decisions for those involved in development process of automation for safety critical domains, taken under productive pressure, to identify where and when the initial intention the automation is supposed to deliver can be lost along the development process. We tentatively call such decisions as drift and the final objective is to develop principles that will allow to identify and compensate for possible sources of drift in the development of new automation. The research is based on case studies and is currently entering Year 2

    Air Traffic Management Safety Challenges

    The primary goal of the Air Traffic Management (ATM) system is to control accident risk. ATM safety has improved over the decades for many reasons, from better equipment to additional safety defences. But ATM safety targets, improving on current performance, are now extremely demanding. Safety analysts and aviation decision-makers have to make safety assessments based on statistically incomplete evidence. If future risks cannot be estimated with precision, then how is safety to be assured with traffic growth and operational/technical changes? What are the design implications for the USA’s ‘Next Generation Air Transportation System’ (NextGen) and Europe’s Single European Sky ATM Research Programme (SESAR)? ATM accident precursors arise from (eg) pilot/controller workload, miscommunication, and lack of upto- date information. Can these accident precursors confidently be ‘designed out’ by (eg) better system knowledge across ATM participants, automatic safety checks, and machine rather than voice communication? Future potentially hazardous situations could be as ‘messy’ in system terms as the Überlingen mid-air collision. Are ATM safety regulation policies fit for purpose: is it more and more difficult to innovate, to introduce new technologies and novel operational concepts? Must regulators be more active, eg more inspections and monitoring of real operational and organisational practices

    The psychology of driving automation: A discussion with Professor Don Norman

    Introducing automation into automobiles had inevitable consequences for the driver and driving. Systems that automate longitudinal and lateral vehicle control may reduce the workload of the driver. This raises questions of what the driver is able to do with this 'spare' attentional capacity. Research in our laboratory suggests that there is unlikely to be any spare capacity because the attentional resources are not 'fixed'. Rather, the resources are inextricably linked to task demand. This paper presents some of the arguments for considering the psychological aspects of the driver when designing automation into automobiles. The arguments are presented in a conversation format, based on discussions with Professor Don Norman. Extracts from relevant papers to support the arguments are presented
