Though the five target areas vary in size, density, geographic area, demographic characteristics and economic resources, each exhibits chronic patterns of economic distress related to the decline of manufacturing, construction and other key industries

    Analyzing the Effects of Transit Network Change on Agency Performance and Riders in a Decentralized, Small-to-Mid-sized US Metropolitan Area: A Case Study of Tallahassee, Florida, MTI Report 12-04

    On July 11, 2011, StarMetro, the local public transit agency in Tallahassee, Florida, restructured its entire bus network from a downtown-focused radial system to a decentralized, grid-like system that local officials and agency leaders believed would better serve the dispersed local pattern of population and employment. The new, decentralized network is based on radial routes serving the major arterial roads and new crosstown routes linking the outer parts of the city, where population and employment is growing. Local officials and agency staff hoped the change would increase transit’s attractiveness and usefulness to the community. One year after the service restructuring, overall performance results are similar to those experienced in other cities that have implemented major service changes. Overall ridership and productivity are lower than before the service restructuring, due to the short time frame for rider adjustments and longer-than-anticipated headways, but new ridership has appeared in previously un-served or under-served corridors and neighborhoods. The service restructuring resulted in longer walks to bus stops, due to the removal of stops from many neighborhoods and their relocation to major roads, but overall transit travel times are shorter due to more direct routing. No particular neighborhoods or community groups disproportionately benefited from or were harmed by the change. The service restructuring was supported by some segments of the community who viewed the older system as ill-suited to the increasingly decentralized community, while it was opposed by other community stakeholders who worried about the loss of service in some neighborhoods and issues of access and safety, particularly affecting elderly and disabled riders, at new stop locations. StarMetro’s extensive public outreach efforts and ongoing service adjustments have reduced the intensity of the opposition to the service restructuring over time, although some segments of the community continue to voice their concerns about the effects of the change on transit-dependent, disabled, and elderly riders

    Empirical evaluation of an architectural technical debt index in the context of the Apache and ONAP ecosystems

    Background. Architectural Technical Debt (ATD) in a software-intensive system denotes architectural design choices which, while being suitable or even optimal when adopted, lower the maintainability and evolvability of the system in the long term, hindering future development activities. Despite the growing research interest in ATD, how to gain an informative and encompassing viewpoint of the ATD present in a software-intensive system is still an open problem. Objective. In this study, we evaluate ATDx, a data-driven approach providing an overview of the ATD present in a software-intensive system. The approach, based on the analysis of a software portfolio, calculates severity levels of architectural rule violations via a clustering algorithm, and aggregates results into different ATD dimensions. Method. To evaluate ATDx, we implement an instance of the approach based on SonarQube, and run the analysis on the Apache and ONAP ecosystems. The analysis results are then shared with the portfolio contributors, who are invited to participate in an online survey designed to evaluate the representativeness and actionability of the approach. Results. The survey results confirm the representativeness of the ATDx, in terms of both the ATDx analysis results and the used architectural technical debt dimensions. Results also showed the actionability of the approach, although to a lower extent when compared to the ATDx representativeness, with usage scenarios including refactoring, code review, communication, and ATD evolution analysis. Conclusions. With ATDx, we strive for the establishment of a sound, comprehensive, and intuitive architectural view of the ATD identifiable via source code analysis. The collected results are promising, and display both the representativeness and actionability of the approach. As future work, we plan to consolidate the approach via further empirical experimentation, by considering other development contexts (e.g., proprietary portfolios and other source code analysis tools), and enhancing the ATDx report capabilities

    Enhancing Geospatial Preparedness for Disaster Management through the work of development organisations

    A thesis submitted in partial fulfillment of the requirements for the degree of Doctor in Information Management, specialization in Geographic Information SystemsDepending on the complexity of a disaster and the local capacities, international organizations and multidisciplinary response teams might be involved in the response. Geographic Information Systems (GIS) are used for coordination and information sharing. However, geospatial preparedness is necessary: reliable up to date geodata, tools, and people with the knowledge to use those tools. In least-developed countries the lack of geospatial preparedness, particularly geospatial pre-disaster information, hinders disaster response. In those places, the United Nations Office for the Coordination of Humanitarian Affairs creates a framework for cooperation with the Coordinated Data Scramble Initiative where Information Management Officers (IMOs) from different organisations are supported by volunteers and technical communities to provide ad-hoc datasets and infrastructure to use GIS. Nevertheless, long-term solutions are needed. Before the disaster, Non-Governmental Organizations (NGOs) might already be using GIS to implement development projects. Based on the theoretical concept of disaster management and development as a learning circle, this investigation proposes the engagement of development NGOS working in disaster-prone areas to enhance geospatial preparedness. The research was based on a multi-method approach including the study of the body of literature, authoritative reports, and repositories and databases, monitorization of the tools used during responses to real emergencies, and semi-structured interviews to IMOs. Finally, the study concluded with an online survey with a worldwide sample of more than 200 development NGOs. The result show that disaster response requires reliable and up to date geodata which is not always the case. Humanitarian missions often rely on OpenStreetMap as a source of information to overcome this limitation. Therefore, improving OpenStreetMap would improve geospatial preparedness. Many development NGOs use digital geographic information, mostly open-data. They could indeed improve geospatial preparedness allowing community empowerment while conveying relevant pre-disaster datasets to the humanitarian missions. This bottom-up approach would allow for the inclusion of information relevant to the community in the disaster response decision-making process. There is, however, a limitation; most of these development NGOs are not familiar with the platform used by the humanitarian community (i.e., OpenStreetMap). Therefore, the sustainability of this synergic approach requires further harmonization between development and humanitarian organizations working for the wellbeing of the same communitie

    STRATEGIC DRIVERS OF OPEN SOURCE SOFTWARE ADOPTION IN THE PUBLIC SECTOR: CHALLENGES AND OPPORTUNITIES

    This paper draws upon the results of a qualitative study on the procurement and adoption of open source software by public sector organizations spanning Europe, Brazil and the USA. The premise of this work was to understand the role ?cost? or total cost of ownership of software plays in government procurement decisions. We found, however, that this was more a rhetoric to gain acceptance for open source and to achieve a level playing field. Interviews with key stakeholders from government agencies and system integrators led us to understand and organize our findings on open source adoption under four broad categories; economic concerns, technical and development features, risk management, and innovation and strategic issues. We conclude with a number of insights to help other public sector organizations make better procurement decisions for information technology
