Community rotorcraft air transportation benefits and opportunities
Information about rotorcraft that will assist community planners in assessing and planning for the use of rotorcraft transportation in their communities is provided. Information useful to helicopter researchers, manufacturers, and operators concerning helicopter opportunities and benefits is also given. Three primary topics are discussed: the current status and future projections of rotorcraft technology, and the comparison of that technology with other transportation vehicles; the community benefits of promising rotorcraft transportation opportunities; and the integration and interfacing considerations between rotorcraft and other transportation vehicles. Helicopter applications in a number of business and public service fields are examined in various geographical settings
The impact of urban operations on helicopter noise requirements
The interrelationship of urban helicopter operations, helicopter noise, and the establishment of urban public-use heliports is discussed. Public resistance to urban helicopter operations due to concern for safety and noise is shown to negatively impact the establishment of public-use heliports in urban centers. It is indicated that increased government and industry effort to reduce helicopter noise is needed to ensure continued growth in the helicopter industry
The role of the helicopter in transportation
A general overview is presented of the role that the helicopter plays in the current aviation scene with special emphasis on its use in the airport access function. Technological problems of present-day aircraft are discussed along with some plausible solutions. The economic and regulatory aspects of commercial helicopter operations are presented. Finally six commercial operations utilizing helicopters are reviewed and conditions that enhance the success of the helicopter in the airport access function are proposed
Navigation and guidance requirements for commercial VTOL operations
The NASA Langley Research Center (LaRC) has undertaken a research program to develop the navigation, guidance, control, and flight management technology base needed by Government and industry in establishing systems design concepts and operating procedures for VTOL short-haul transportation systems in the 1980s time period. The VALT (VTOL Automatic Landing Technology) Program encompasses the investigation of operating systems and piloting techniques associated with VTOL operations under all-weather conditions from downtown vertiports; the definition of terminal air traffic and airspace requirements; and the development of avionics including navigation, guidance, controls, and displays for automated takeoff, cruise, and landing operations. The program includes requirements analyses, design studies, systems development, ground simulation, and flight validation efforts
Investigation of advanced navigation and guidance system concepts for all-weather rotorcraft operations
Results are presented of a survey conducted of active helicopter operators to determine the extent to which they wish to operate in IMC conditions, the visibility limits under which they would operate, the revenue benefits to be gained, and the percent of aircraft cost they would pay for such increased capability. Candidate systems were examined for capability to meet the requirements of a mission model constructed to represent the modes of flight normally encountered in low visibility conditions. Recommendations are made for development of high resolution radar, simulation of the control display system for steep approaches, and for development of an obstacle sensing system for detecting wires. A cost feasibility analysis is included
Zero/zero rotorcraft certification issues. Volume 1: Executive summary
This report analyzes the Zero/Zero Rotorcraft Certification Issues from the perspectives of manufacturers, operators, researchers and the FAA. The basic premise behind this analysis is the zero/zero, or at least extremely low visibility, rotorcraft operations are feasible today from both a technological and an operational standpoint. The questions and issues that need to be resolved are: What certification requirements do we need to ensure safety. Can we develop procedures which capitalize on the performance and maneuvering capabilities unique to rotorcraft. Will exptremely low visibility operations be economically feasible. This is Volume 1 of three. It provides an overview of the Certification Issues Forum held in Phoenix, Arizona in August of 1987. It presents a consensus of 48 experts from government, manufacturer, and research communities on 50 specific Certification Issues. Potential use of tiltrotor aircraft in Canadian aviation
The aviation system in Canada is described as it relates to the potential applicability of tiltrotor technology. Commuter service in two corridors, the Vancouver-Victoria route on the west coast and the heavily traveled Montreal-Toronto corridor in eastern Canada, are examined. The operation of air service from the near-downtown Toronto STOLport and from the Vancouver-Victoria downtown heliport facilities is described. The emergency medical services, search and rescue, and natural resources development sectors are described with regard to the needs that tiltrotor technology could uniquely meet in these areas. The airport construction program in isolated communities of northern Quebec and possible tiltrotor service in northern regions are reviewed. The Federal and provincial governments' financial support policy regarding the aeronautical industry is to encourage the establishment and expansion of businesses in the field of aeronautics and to make possible the acquisition of new technology. This policy has implications for the tiltrotor program
The Warning from Pittsburgh\u27s Golden Triangle: Home of the Steelers, the Pirates and the Amorphous Favoured Nation Clause in the Commercial Lease
Part I of this Article gives a brief outline of the more obvious concerns posed by the introduction of a favored nation concept in a commercial lease. Part II discusses cases involving favored nation clauses in various types of commercial contracts and illustrates the difficulty courts have had in assessing whether one contract is, in fact, more favorable than another. Part III introduces the reader to the trilogy of cases in Pittsburgh\u27s Golden Triangle starting with the Pittsburgh Steelers and Pittsburgh Pirates litigation with the Pittsburgh Stadium Authority. This litigation gives focus to the problems posed by a favored nation clause in commercial leasing. The remainder of Part III outlines important questions those cases determined or left unresolved. Part IV analyzes in detail the first known commercial lease case involving a favored nation claim tried to a conclusion and examines how, and to what extent, fact intensive analyses and expert testimony were required by both sides to the dispute, and sets forth the trial judge\u27s reasoning in concluding that disfavor did not exist. Part V concludes that the current state of the law makes it difficult to predict, with any degree of certainty, the outcome of a dispute concerning a commercial lease\u27s favored nation clause
