The Impact of Different HRM Regimes on Labour Productivity: National Results and a Regional Perspective
This paper uses AWIRS 95 and IRWIRS 96-7 data to test whether workplaces which used ‘soft’ versus ‘hard’ Human Resource Management (HRM) policies and practices experienced significant differences in labour productivity improvements. Generally, the results support the proposition that management attitudes, policies and practices which aim to develop workforce skills, commitment and motivation were positively associated with improvements in labour productivity. Very few ‘hard’ practices other than performance pay had the same effect. Commitment Contracts
We review the theoretical and empirical literature on commitment devices.A commitment device is any arrangement, entered into by an individual, with the aim of making it easier to fulfill his or her own future plans. We argue that there is growing empirical evidence supporting the proposition that people demand commitment devices and that these devices can change behavior. We highlight the importance of further research exploring soft commitment – those involving only psychological costs – and the welfare consequences of hard commitments – those involving actual costs – especially in the presence of bounded rationality.consumer/household economics, institutional and behavioral economics
An AFSCME Local Transforms Local Politics
[Excerpt] In the late 1980s, AFSCME Local 2703, in Merced, California, found itself in a position familiar to many union members at that time: fighting hard to keep pay and benefits from being slashed. The realization that these confrontations could occur at every contract led local members to look for ways to make local government more responsive to the working men and women of the community. Through commitment and determination — and two bitter strikes — Local 2703 held its own against a local government determined to render it powerless. Through community education and coalition, the local to (sic) achieved its first small victories.
The lessons the local members learned enabled them to build an effective and influential political action committee that reaches beyond the limits of their own union contracts to pursue political change, furthers community awareness and promote coalitions across racial, ethnic, and economic barriers. Their continuing commitment to the notion that working men and women are brothers and sisters, who deserve the respect of their peers and their government leaders, has them poised to be a visible influence in the politics of Merced County
The organisational commitment of workers in OECD countries
The degree to which workers identify with their firms, and how hard they are willing to work for them, would seem to be key variables for the understanding of both firm productivity and individual labour-market outcomes. This paper uses repeated cross-section ISSP data from 1997 and 2005 to consider three of measures of worker commitment. There are enormous cross-country differences in these commitment measures, which are difficult to explain using individual- or job-related characteristics. These patterns do, however, correlate with some country-level variables. While unemployment and inflation are both associated with lower commitment to an extent, economic and civil liberties are positively correlated with worker effort and pride in the firm.commitment ; reciprocity ; well-being
Are Hard Budget Constraints for Sub-National Governments Always Efficient?
In fiscally decentralized countries, sub-national governments (SNGs) may face soft budget constraints and consequently invest and borrow too much. The policy literature claims that, with competitive capital markets and central governments imposing hard budget constraints (HBCs), inefficient investment by SNGs should not arise. We present a model where this is not the case : HBCs can be too "hard" and discourage investment that is socially efficient. The model combines a dynamic commitment problem as in Kornai, Maskin and Roland (2004) for central government with a moral hazard problem between central and SNG. The HBC over-incentivises the SNG to provide effort by penalizing it too much for project failure, thus leading ultimately to the possibility that socially efficient projects may not be undertaken.Fiscal federalism ; Bailouts ; Hard budget constraints
WORK ETHIC OF MALAYSIAN CIVIL SERVANTS
This paper seeks to explore work ethic of Malaysian civil servants. Positive work ethic among others emphasize on hard work, commitment and dedication, and avoidance of wealth accumulation through unethical methods. This ethic is indeed valued by organizations. Employees holding strongly to positive work ethic ensure organization of its goal. The questionnaire used to gauge the level of work ethic among Malaysian civil servants is the Islamic work ethic developed by Ali (1988). A total of 90 civil servants of the Islamic faith responded to the questionnaire. Performance related pay: what makes a successful scheme?
The complexities surrounding the issue of reward management can be seen as indicative of the contradictions that exist within the discipline labelled human resource management (HRM). For example, Storey's (1992: 27) distinction between 'hard' and 'soft' HRM identifies the need for 'strategic interventions designed to elicit commitment and to develop resourceful humans' ('soft' HRM) and 'strategic interventions designed to achieve full utilisation of labour resources' ('hard' HRM. The current state of knowledge on reward systems suggests that these are often designed to attempt both strategic interventions together; how successful they are on either count is perhaps less well documented. This tension within HRM has been noted by several writers and the processes currently used to reward individuals have been well scrutinised (Smith, 1992; Legge, 1995; Kessler, 1995). In the final
analysis, it appears that many of the reward initiatives pursued represent no more than a 'shuffling of the pack' (Kessler, 1995:274), rather than any innovative, integrated strategy which could be considered part of a distinctive HRM approach.
This paper considers one aspect of the current debate on reward systems by examining the operation of a PRP scheme in a multi-divisional company in Ireland. Before considering the findings of the research, the paper first of all considers some of the evidence available on the operation of PRP systems and describes the background to the study and the methodology used in the research
Job Satisfaction Among Russian Workers
Why do Russians work without wages? This paper investigates the extent to which job satisfaction and attitude toward work in general may account for the observed behavior of Russian workers. To analyze the level and determinants of job satisfaction among Russian workers, this paper utilizes survey data collected from 1,200 workers and managers employed in seventy-six organizations in Moscow, Saratov and Taganrog The paper is divided into five parts. Part 1 presents the three measures of job satisfaction used in this analysis. Response patterns, analyzed by occupational status, gender, and generation, are discussed. Part 2 first explores gender and generational differences in attitudes toward work in general, and then examines the relationship between attitude toward work and job satisfaction. The results indicate that both gender and generation are significant in response patterns regarding attitudes toward work. Generational differences also are significant in response patterns relating the results of working hard to performance, productivity, and doing the job well. Regression analysis documents the positive relationship between attitude toward work and the level of job satisfaction. Part 3 focuses on the relationship between job satisfaction and performance. Three noteworthy results emerge. First, regardless of the specification or measure, there is a strong positive correlation between job satisfaction and performance. The relationship is not affected by gender, age, or educational attainment level of the respondents. Second, it is not possible using these data to establish causality between job satisfaction and performance. It appears, instead, that unspecified factors may be affecting the two conditions simultaneously. Finally, the results generated from these data are not significantly different from results based on previous surveys of U.S. workers, as well as a survey completed in 1996 of Russian and Polish workers. Part 4 analyzes the relationship between job satisfaction and organizational commitment. Among the workers participating in this survey there is, generally, only a moderate degree of organizational commitment. Commitment is highest among workers who feel they are making a contribution. The results document a positive relationship between job satisfaction and organizational commitment, although the causality is not well-defined.
