    Can we ID from CCTV? Image quality in digital CCTV and face identification performance

    CCTV is used for an increasing number Of purposes, and the new generation of digital systems can be tailored to serve a wide range of security requirements. However, configuration decisions are often made without considering specific task requirements, e.g. the video quality needed for reliable person identification. Our Study investigated the relationship between video quality and the ability of untrained viewers to identify faces from digital CCTV images. The task required 80 participants to identify 64 faces belonging to 4 different ethnicities. Participants compared face images taken from a high quality photographs and low quality CCTV stills, which were recorded at 4 different video quality bit rates (32, 52, 72 and 92 Kbps). We found that the number of correct identifications decreased by 12 (similar to 18%) as MPEG-4 quality decreased from 92 to 32 Kbps, and by 4 (similar to 6%) as Wavelet video quality decreased from 92 to 32 Kbps. To achieve reliable and effective face identification, we recommend that MPEG-4 CCTV systems should be used over Wavelet, and video quality should not be lowered below 52 Kbps during video compression. We discuss the practical implications of these results for security, and contribute a contextual methodology for assessing CCTV video quality

    Scene extraction in motion pictures

    This paper addresses the challenge of bridging the semantic gap between the rich meaning users desire when they query to locate and browse media and the shallowness of media descriptions that can be computed in today\u27s content management systems. To facilitate high-level semantics-based content annotation and interpretation, we tackle the problem of automatic decomposition of motion pictures into meaningful story units, namely scenes. Since a scene is a complicated and subjective concept, we first propose guidelines from fill production to determine when a scene change occurs. We then investigate different rules and conventions followed as part of Fill Grammar that would guide and shape an algorithmic solution for determining a scene. Two different techniques using intershot analysis are proposed as solutions in this paper. In addition, we present different refinement mechanisms, such as film-punctuation detection founded on Film Grammar, to further improve the results. These refinement techniques demonstrate significant improvements in overall performance. Furthermore, we analyze errors in the context of film-production techniques, which offer useful insights into the limitations of our method

    Learning objects and learning designs: an integrated system for reusable, adaptive and shareable learning content

    This paper proposes a system, the Smart Learning Design Framework, designed to support the development of pedagogically sound learning material within an integrated, platform-independent data structure. The system supports sharing, reuse and adaptation of learning material via a metadata-driven philosophy that enables the technicalities of the system to be imperceptible to the author and consumer. The system proposes the use of pedagogically focused metadata to support and guide the author and to adapt and deliver the content to the targeted consumer. A prototype of the proposed system, which provides proof of concept for the novel processes involved, has been developed. The paper describes the Smart Learning Design Framework and places it within the context of alternative learning object models and frameworks to highlight similarities, differences and advantages of the proposed system

    This project describes the development of an audio and video production facility at Bainbridge College, a small community college in Bainbridge, Georgia. The Digital Media Lab provides faculty, staff, and students with the ability to create audio and video resources for classroom use, research, training, and outreach. The principal steps of this project were a literature review, a needs analysis, the equipment selection process, and implementation. The literature review included examples of how video is used in higher education, information about current trends in technology, and faculty development strategies. The needs analysis determined that the facility should support both analog and digital media and that a facility where users could work independently was most practical. A list of equipment, user guidelines, outlines of current workshops, and samples of quick reference materials used in the lab are also included in this report

    A reduced-reference perceptual image and video quality metric based on edge preservation

    In image and video compression and transmission, it is important to rely on an objective image/video quality metric which accurately represents the subjective quality of processed images and video sequences. In some scenarios, it is also important to evaluate the quality of the received video sequence with minimal reference to the transmitted one. For instance, for quality improvement of video transmission through closed-loop optimisation, the video quality measure can be evaluated at the receiver and provided as feedback information to the system controller. The original image/video sequence-prior to compression and transmission-is not usually available at the receiver side, and it is important to rely at the receiver side on an objective video quality metric that does not need reference or needs minimal reference to the original video sequence. The observation that the human eye is very sensitive to edge and contour information of an image underpins the proposal of our reduced reference (RR) quality metric, which compares edge information between the distorted and the original image. Results highlight that the metric correlates well with subjective observations, also in comparison with commonly used full-reference metrics and with a state-of-the-art RR metric. © 2012 Martini et al

    Complexity management of H.264/AVC video compression.

    The H. 264/AVC video coding standard offers significantly improved compression efficiency and flexibility compared to previous standards. However, the high computational complexity of H. 264/AVC is a problem for codecs running on low-power hand held devices and general purpose computers. This thesis presents new techniques to reduce, control and manage the computational complexity of an H. 264/AVC codec. A new complexity reduction algorithm for H. 264/AVC is developed. This algorithm predicts "skipped" macroblocks prior to motion estimation by estimating a Lagrange ratedistortion cost function. Complexity savings are achieved by not processing the macroblocks that are predicted as "skipped". The Lagrange multiplier is adaptively modelled as a function of the quantisation parameter and video sequence statistics. Simulation results show that this algorithm achieves significant complexity savings with a negligible loss in rate-distortion performance. The complexity reduction algorithm is further developed to achieve complexity-scalable control of the encoding process. The Lagrangian cost estimation is extended to incorporate computational complexity. A target level of complexity is maintained by using a feedback algorithm to update the Lagrange multiplier associated with complexity. Results indicate that scalable complexity control of the encoding process can be achieved whilst maintaining near optimal complexity-rate-distortion performance. A complexity management framework is proposed for maximising the perceptual quality of coded video in a real-time processing-power constrained environment. A real-time frame-level control algorithm and a per-frame complexity control algorithm are combined in order to manage the encoding process such that a high frame rate is maintained without significantly losing frame quality. Subjective evaluations show that the managed complexity approach results in higher perceptual quality compared to a reference encoder that drops frames in computationally constrained situations. These novel algorithms are likely to be useful in implementing real-time H. 264/AVC standard encoders in computationally constrained environments such as low-power mobile devices and general purpose computers
