From evidence-base to practice: implementation of the Nurse Family Partnership programme in England
The aims of this article are to highlight the issues that are relevant to the implementation of a rigorously evidence-based programme of support, the Nurse Family Partnership programme, into a national system of care. Methods used are semi-structured interviews with families in receipt of the programme in the first 10 sites, with the nursing staff, with members of the central team guiding the initiative and with other professionals. Analyses of data collected during programme delivery evaluate fidelity of delivery. The results indicate that the programme is perceived in a positive light and take-up is high, with delivery close to the stated US objectives. Issues pertaining to sustainability are highlighted - in particular, local concerns about cost set against long-term rather than immediate gains. However, local investment is predominantly strong, with creative methods being planned for the future. Overall, the study shows that within an NHS system of care it is possible to deliver a targeted evidence-based programme

Pakistan’s Nuclear Weapons Program and Implications for US National Security.
This article analyzes Pakistan’s nuclear weapons program and the characteristics of the environment in which the program is nested. These characteristics include Pakistan’s history of internal and external instability; nuclear saber rattling during crises; support for Islamic terrorism in order to advance state goals; indigenous production of many elements of its nuclear forces; possession of delivery and command and control systems with destabilizing characteristics; and finally, nuclear doctrine that appears to advocate first use of nuclear weapons. The article argues that the characteristics of Pakistan’s nuclear weapons program generate threats to US national security interests. The article examines six interrelated and synergistic challenges for US national security: first, Pakistan is engaged in an arms race in Southwest Asia that has negative implications for Pakistan’s stability; second, the threat of nuclear proliferation from Pakistan continues; third, Pakistan’s arsenal characteristics make accidental and/or unauthorized nuclear war more likely; fourth, there is an ongoing possibility of war with India; fifth, Islamist influence is spreading through key sectors of Pakistani society; and finally, there is an increasing danger of state failure in Pakistan

In popular view, the term accountability generally refers to a wide spectrum of public expectations dealing with organizational performance, responsiveness, good governance, and even morality of government and nonprofit organizations. These expectations often include implicit performance criteria – related to obligations and responsibilities – that are subjectively interpreted and sometimes even contradictory. And in this broader conception of accountability, the range of people and institutions to whom public and nonprofit organizations must account include not only higher authorities in the institutional chain of command but also the general public, the news media, peer agencies, donors, and many other stakeholders (Kearns, 1996). Government could build its accountability by implementing good and proper financial management. Financial management is a tool for government to show its performance and accountability to the public. Meanwhile, corruption is the misuse of public office for private gain. As such, it involves the improper and unlawful behavior of public-service officials, both politicians and civil servants, whose positions create opportunities for the diversion of money and assets from government to them and their accomplices (Langseth, 1999). The more corruption, the more far away from good governance, and the less public accountability. According to Klitgaard (1988), power minus accountability is corruption. This paper explains about the influences of implementing government financial management to corruption fighting and good governance in broadly view. Discussion will be derived to find out the understanding of financial management, corruption, and good governance terminology fits for Indonesia environment. The purpose of this paper is to achieve common knowledge that financial management should be implemented by public organization from strategic management for public organization approaches.
