    A two-step fusion process for multi-criteria decision applied to natural hazards in mountains

    Mountain river torrents and snow avalanches generate human and material damages with dramatic consequences. Knowledge about natural phenomenona is often lacking and expertise is required for decision and risk management purposes using multi-disciplinary quantitative or qualitative approaches. Expertise is considered as a decision process based on imperfect information coming from more or less reliable and conflicting sources. A methodology mixing the Analytic Hierarchy Process (AHP), a multi-criteria aid-decision method, and information fusion using Belief Function Theory is described. Fuzzy Sets and Possibilities theories allow to transform quantitative and qualitative criteria into a common frame of discernment for decision in Dempster-Shafer Theory (DST ) and Dezert-Smarandache Theory (DSmT) contexts. Main issues consist in basic belief assignments elicitation, conflict identification and management, fusion rule choices, results validation but also in specific needs to make a difference between importance and reliability and uncertainty in the fusion process

    Context Aware Computing for The Internet of Things: A Survey

    As we are moving towards the Internet of Things (IoT), the number of sensors deployed around the world is growing at a rapid pace. Market research has shown a significant growth of sensor deployments over the past decade and has predicted a significant increment of the growth rate in the future. These sensors continuously generate enormous amounts of data. However, in order to add value to raw sensor data we need to understand it. Collection, modelling, reasoning, and distribution of context in relation to sensor data plays critical role in this challenge. Context-aware computing has proven to be successful in understanding sensor data. In this paper, we survey context awareness from an IoT perspective. We present the necessary background by introducing the IoT paradigm and context-aware fundamentals at the beginning. Then we provide an in-depth analysis of context life cycle. We evaluate a subset of projects (50) which represent the majority of research and commercial solutions proposed in the field of context-aware computing conducted over the last decade (2001-2011) based on our own taxonomy. Finally, based on our evaluation, we highlight the lessons to be learnt from the past and some possible directions for future research. The survey addresses a broad range of techniques, methods, models, functionalities, systems, applications, and middleware solutions related to context awareness and IoT.     Handling a large number of preferences in a multi-level decision-making process

    The complexity of a decision is related to the number of persons that are involved, as well as to the diversity of their preferences based on their knowledge, experience or area of expertise. Consequently, it is a challenge to adequately handle a large number of heterogeneous preferences considering that all the participants are considered to be an important source of information to make better motivated decisions. Addressing this challenge constitutes the main motivation in this dissertation because these days decision makers seem to be increasingly interested in the opinions (or preferences) given by persons around a community (and sometimes around the world) through different sources including social media channels. This PhD study provides a set of tools that helps a decision maker to make better motivated decisions by a proper handling of a large number of preferences, identifying and evaluating relevant preferences and handling multiple perspectives. Herein, by 'preference' is meant a greater interest expressed by an individual for a particular alternative over others; by 'relevant' is meant a variety of preferences which are significant (or important) to a particular person acting as a decision maker; and by 'perspective' is understood a position (e.g., social, technical, financial or environmental) adopted by a decision maker when expressing his/ her preferences or constraints

    Mental Capacity and Decisional Autonomy: An Interdisciplinary Challenge

    With the waves of reform occurring in mental health legislation in England and other jurisdictions, mental capacity is set to become a key medico-legal concept. The concept is central to the law of informed consent and is closely aligned to the philosophical concept of autonomy. It is also closely related to mental disorder. This paper explores the interdisciplinary terrain where mental capacity is located. Our aim is to identify core dilemmas and to suggest pathways for future interdisciplinary research. The terrain can be separated into three types of discussion: philosophical, legal and psychiatric. Each discussion approaches mental capacity and judgmental autonomy from a different perspective yet each discussion struggles over two key dilemmas: whether mental capacity and autonomy is/should be a moral or a psychological notion and whether rationality is the key constitutive factor. We suggest that further theoretical work will have to be interdisciplinary and that this work offers an opportunity for the law to enrich its interpretation of mental capacity, for psychiatry to clarify the normative elements latent in its concepts and for philosophy to advance understanding of autonomy through the study of decisional dysfunction. The new pressures on medical and legal practice to be more explicit about mental capacity make this work a priority
