    Density and disasters: economics of urban hazard risk

    Today, 370 million people live in cities in earthquake prone areas and 310 million in cities with high probability of tropical cyclones. By 2050, these numbers are likely to more than double. Mortality risk therefore is highly concentrated in many of the world’s cities and economic risk even more so. This paper discusses what sets hazard risk in urban areas apart, provides estimates of valuation of hazard risk, and discusses implications for individual mitigation and public policy. The main conclusions are that urban agglomeration economies change the cost-benefit calculation of hazard mitigation, that good hazard management is first and foremost good general urban management, and that the public sector must perform better in generating and disseminating credible information on hazard risk in cities.Banks&Banking Reform,Environmental Economics&Policies,Hazard Risk Management,Urban Housing,Labor Policies

    Urban Transformation as a tool for Disaster Mitigation

    Urban transformation projects are prepared with the purpose to sanitize decayed areas, to make cities beautiful and to create economic vitality. Since natural hazards threaten large metropolitan areas, urban transformation is pronounced together to mitigate disasters. This approach of urban transformation includes land use decisions related to hazard, risk and vulnerability analysis and to enhance the implementation of building codes respecting the current standards with application of urban transformation methodologies. Ideally urban transformation methodologies include not only physical and economic improvement but also provide social improvement concerning people who live in the area. Urban transformation seems to be the government’s primary tool for disaster mitigation by guiding urban development and improving the quality of housing stock in Turkey. Several attempts since 2005 to pass a bill to institutionalize this controversial strategy finally succeeded in 2010. In June, Law No. 5998, an amendment to Municipal Law No5393 of 2005, expanded item 73 on urban transformation projects to give municipalities the power to initiate Urban Transformation projects to rehabilitate urban areas or to mitigate disaster risk. According to this item in metropolitan areas, district municipalities can implement such projects within their jurisdictions with the approval of the metropolitan municipal council. Therefore Istanbul (Turkey) which is the biggest metropolitan area and waiting a big earthquake in next 30 years will be subjected to several urban transformation projects in the near future. In the paper, the urban transformation related to disaster mitigation approach will be discussed in the case of Istanbul in terms of descriptive analysis and proposals for future development.

    Summary: This book focuses on the challenges facing governments and communities in preparing for and responding to major crises — especially the hard to predict yet unavoidable natural disasters ranging from earthquakes and tsunamis to floods and bushfires, as well as pandemics and global economic crises. Future-proofing the state and our societies involves decision-makers developing capacities to learn from recent ‘disaster’ experiences in order to be better placed to anticipate and prepare for foreseeable challenges. To undertake such futureproofing means taking long-term (and often recurring) problems seriously, managing risks appropriately, investing in preparedness, prevention and mitigation, reducing future vulnerability, building resilience in communities and institutions, and cultivating astute leadership. In the past we have often heard calls for ‘better future-proofing’ in the aftermath of disasters, but then neglected the imperatives of the message. Future-Proofing the State is organised around four key themes: how can we better predict and manage the future; how can we transform the short-term thinking shaped by our political cycles into more effective long-term planning; how can we build learning into our preparations for future policies and management; and how can we successfully build trust and community resilience to meet future challenges more adequately

    Networking societies with electronic based technologies can change social morphology, where key social structures and activities are organized around electronically processed information networks. The application of information and communications technologies (ICT) has been shown to have a positive impact across the emergency or disaster lifecycle. For example, utility of mobile, internet and social network technology, commercial and amateur radio networks, television and video networks and open access technologies for processing data and distributing information can be highlighted. Early warning is the key function during an emergency.
