Universality of Performance Indicators based on Citation and Reference Counts

We find evidence for the universality of two relative bibliometric indicators of the quality of individual scientific publications taken from different data sets. One of these is a new index that considers both citation and reference counts. We demonstrate this universality for relatively well cited publications from a single institute, grouped by year of publication and by faculty or by department. We show similar behaviour in publications submitted to the arXiv e-print archive, grouped by year of submission and by sub-archive. We also find that for reasonably well cited papers this distribution is well fitted by a lognormal with a variance of around 1.3 which is consistent with the results of Radicchi, Fortunato, and Castellano (2008). Our work demonstrates that comparisons can be made between publications from different disciplines and publication dates, regardless of their citation count and without expensive access to the whole world-wide citation graph. Further, it shows that averages of the logarithm of such relative bibliometric indices deal with the issue of long tails and avoid the need for statistics based on lengthy ranking procedures.Comment: 15 pages, 14 figures, 11 pages of supplementary material. Fault detection and rectification algorithms in a question-answering system

A Malay proverb "jika sesat di hujung jalan, baleklah kepangkal jalan" roughly means "if you get lost at the end of the road, go back to the beginning". In going back to the beginning of the road, we learn our mistakes and hopefully will not repeat the same mistake again. Thus, this work investigates the use of formal logic as a practical tool for reasoning why we could not infer or deduce a correct answer from a question posed to a database. An extension of the Prolog interpreter is written to mechanise a theorem-proving system based on Horn clauses. This extension procedure will form the basis of the question-answering system. Both input into and output from this system is in the form of predicate calculus. This system can answer all four classes of questions as classified by Chang and Lee (1973). [Continues.

Création de systèmes d'intelligence dans une organisation de recherche et dévelopment avec la scientométrie et la médiamétrie.

Este trabalho é um exercício de união entre os campos da Ciência da Informação e da Ciência da Comunicação. Uma robusta metodologia e ferramentas de análise bibliométrica foram utilizados para estudos de cientometria e de midiametria. Por isso, estudou-se a produção científica de uma organização pública de pesquisa e desenvolvimento, a Empresa Brasileira de Pesquisa Agropecuária (Embrapa), as competências de seus pesquisadores e finalmente avaliou-se a perfomance desta organização e de suas 40 unidades descentralizadas na mídia.
