    A Review of Integrated Pollution Control Efforts in Selected Countries

    This report describes the reasons why integrated pollution control (IPC) became accepted as a necessary part of the environmental regulatory systems of the Netherlands, the United Kingdom, and Sweden and examines the experience these countries have had with unified environmental statutes, alternative compliance approaches, cross-media permitting, and other aspects of IPC that are under consideration in this country. The report is organized into five chapters. In the first chapter we provide a brief overview of the intellectual pedigree of integrated pollution control and discuss arguments that have been put forward by advocates of IPC as well as the counter-arguments of those who have taken a more skeptical view of the technical and political feasibility of implementing IPC measures. Chapter two details how the United Kingdom, long considered the dirty man of Europe, is developing an integrated system of industrial pollution control based on its 1990 Environmental Protection Act. The Act introduced new controls to limit and prevent pollution from a wide range of industries and has created a unified pollution inspectorate to ensure that the best practical environmental option (BPEO) for all media is achieved. We consider both the progress the UK Environmental Agency has made in IPC as well as the barriers it has encountered. In chapter three, we examine how the Dutch Environmental Ministry (VROM) was able to forge a consensus among diverse groups for the need to embrace innovative, integrated policies and then examine in detail the Dutch experience with alternative compliance efforts, notably their covenant system. The long-standing success of Sweden’s industrial permitting system is analyzed in chapter 4 and in the fifth and final chapter we consider the development and implications of the European Union’s recently adopted Directive on Integrated Pollution Prevention and Control, a document which is likely to have a profound influence on environmental management in Europe and elsewhere.

    Agriculture, Water Resources and Water Policies in Italy

    This paper provides an overview of the Italian water management system, with particular reference to the links between agriculture and water resources, and emphasis on underground resources. Our objective is mainly descriptive at this level; nonetheless, we try to evaluate patterns of interaction between agriculture and water resources policy from the point of view of water sustainability. After a short description of the main hydrologic and institutional aspects, the paper goes into the analysis of the most important issues and ongoing policies. We show that the link between agriculture and groundwater is but very weak in "Mediterranean" Italy. While most of the pollution problems regard Northern Italy - that resembles much more continental Europe than Mediterranean countries with respect to hydrologic and climatic patterns - the use of the water table for irrigation is restricted to only a few areas, since most of the agricultural water is derived from surface resources.     Climate change is the most complex challenge that humankind has had to face in recent times. With each successive generation, redressing the imbalance will be more difficult. Diverse and complex requirements of maintaining life on Earth, collectively called the environment, can be caused both by natural, geophysical factors, and anthropogenic or social factors. There is a lot of evidence that the economic activity of mankind is a major anthropogenic factor in current turmoil of the environment on Earth. Since the middle of the nineteenth century, the anthropogenic impacts on the environment are becoming increasingly important, and undoubtedly dominate. Of all forms of economic activity the greatest impact have the activities related to energy production and use in various sectors. The link between environmental conditions and economic activities has become the subject of separate scientific disciplines that are dynamically developing in the second half of the twentieth century.Economic growth of the economies, especially of developed countries, in seventies and eighties of the twentieth century, drew attention to the growing international economic, political and ecological interdependence, particulary in terms of its ecological outcome. The future economic growth of all countries on the planet thus becoming a global problem.In this context, more attention must be paid to the relationship between population, resources, and environmental outcomes on one side, and long-term sustainable economic development on the other side. In the recent time there have been noticeable the increasing number of problems that are becoming global: economic, social and energy problems, and contain ecological basis. Human decisions and acivities are dependent on ethics and view of the world, and this view depends on the culture, tradition, achieved level of development and so on.Therefore, it is necessary to adjust economic development to climate change, where a great importance plays a cooperation between the public and private sector.
