    Voluntary approaches to food safety: New insights

    Food safety economists have raised numerous questions according to the emergence and the multiplication of safety quality management system within the food supply chain. However, few research deal with the voluntary implementation by firms of these systems (Segerson, 1999; Venturini, 2003; Noelke- Caswell, 2000). Our paper aims to develop a unified analytical framework of these research. We obtain three results. First, in a market model when the mandatory threat is strong, the voluntary adoption of safety measures is an equilibrium without need of the cost differential assumption (Segerson, 1999) nor of a reputation effect (Venturini, 2003). Second, when the mandatory threat is weak the reputation effect and the rule of liability could induce the voluntary adoption on different extent depending on the situation of safety contamination. Third, in a supply chain model we introduce a retailer and show that a well designed contract offered by the retailer induce upstream firms to voluntarily implement safety measures.     Voluntary Approaches to Food Safety : A Unified Framework

    The emergence and the multiplication of safety quality management system within the food supply chain were extensively analyzed in the food safety literature. Some papers deal more specifically with the voluntary implementation by firms of these systems (Segerson, 1999; Venturini, 2003; Noelke & Caswell, 2000). Our paper develops a unified analytical framework of this burgeoning literature. We show three original results: (i) when the mandatory threat is strong, the voluntary adoption of safety measures can be implemented without the need of a cost differential assumption (Segerson, 1999), or a reputation effect (Venturini, 2003); (ii) when the mandatory threat is weak, the reputation effect and the liability rule may induce the voluntary adoption only when there is a "hard" response from the consumers; (iii) when the response from consumers is "soft", a well designed contract offered by the retailer in the supply chain can induce the firm to implement voluntary safety measures. ...French Abstract : Ces dernières années en économie agro-alimentaire, la multiplication et le développement de systèmes de management de la qualité (SMQ) au sein de l'offre alimentaire ont fait l'objet un intérêt particulier. Cependant, seules quelques recherches traitent formellement de l'adoption volontaire de tels systèmes par les entreprises (Segerson, 1999; Venturini, 2003; Noelke & Caswell, 2000). Dans cet article, nous proposons un cadre analytique unifié de cette littérature émergente. Premièrement, nous relâchons les hypothèses d'existence d'un différentiel de coût entre des SMQ volontaire et réglementaire (Sergerson, 1999) ou d'un stock de réputation (Venturini, 2003). Nous montrons ainsi qu'une menace réglementaire forte est une condition nécessaire et suffisante à l'adoption volontaire par les entreprises d'un SMQ. Deuxièmement, nous distinguons deux situations lorsque la menace réglementaire est faible. D'une part, suite à une contamination sanitaire quand la réponse des consommateurs ou du marché est " forte ", les effets de réputation et le " design " de la règle de responsabilité jouent comme des incitations à l'adoption volontaire.     A Governance Perspective for System-of-Systems

    The operating landscape of 21st century systems is characteristically ambiguous, emergent, and uncertain. These characteristics affect the capacity and performance of engineered systems/enterprises. In response, there are increasing calls for multidisciplinary approaches capable of confronting increasingly ambiguous, emergent, and uncertain systems. System of Systems Engineering (SoSE) is an example of such an approach. A key aspect of SoSE is the coordination and the integration of systems to enable ‘system-of-systems’ capabilities greater than the sum of the capabilities of the constituent systems. However, there is a lack of qualitative studies exploring how coordination and integration are achieved. The objective of this research is to revisit SoSE utility as a potential multidisciplinary approach and to suggest ‘governance’ as the basis for enabling ‘system-of-systems’ coordination and integration. In this case, ‘governance’ is concerned with direction, oversight, and accountability of ‘system-of-systems.’ ‘Complex System Governance’ is a new and novel basis for improving ‘system-of-system’ performance through purposeful design, execution, and evolution of essential metasystem functions.

    Automation and validation of micronucleus detection in the 3D EpiDerm™ human reconstructed skin assay and correl

    Recent restrictions on the testing of cosmetic ingredients in animals have resulted in the need to test the genotoxic potential of chemicals exclusively in vitro prior to licensing. However, as current in vitro tests produce some misleading positive results, sole reliance on such tests could prevent some chemicals with safe or beneficial exposure levels from being marketed. The 3D human reconstructed skin micronucleus (RSMN) assay is a promising new in vitro approach designed to assess genotoxicity of dermally applied compounds. The assay utilises a highly differentiated in vitro model of the human epidermis. For the first time, we have applied automated micronucleus detection to this assay using MetaSystems Metafer Slide Scanning Platform (Metafer), demonstrating concordance with manual scoring. The RSMN assay's fixation protocol was found to be compatible with the Metafer, providing a considerably shorter alternative to the recommended Metafer protocol. Lowest observed genotoxic effect levels (LOGELs) were observed for mitomycin-C at 4.8 μg/ ml and methyl methanesulfonate (MMS) at 1750 μg/ml when applied topically to the skin surface. In-medium dosing with MMS produced a LOGEL of 20 μg/ml, which was very similar to the topical LOGEL when considering the total mass of MMS added. Comparisons between 3D medium and 2D LOGELs resulted in a 7-fold difference in total mass of MMS applied to each system, suggesting a protective function of the 3D microarchitecture. Interestingly, hydrogen peroxide (H2O 2), a positive clastogen in 2D systems, tested negative in this assay. A non-genotoxic carcinogen, methyl carbamate, produced negative results, as expected. We also demonstrated expression of the DNA repair protein N-methylpurine-DNA glycosylase in EpiDerm™. Our preliminary validation here demonstrates that the RSMN assay may be a valuable followup to the current in vitro test battery, and together with its automation, could contribute to minimising unnecessary in vivo tests by reducing in vitro misleading positives. © The Author 2014

    Institutional Change and Acceptance of Quality Assurance: The Case of Organic Farming in Germany

    The institutional framework of the certification scheme is a crucial factor for the future success of the organic market. Increasing complexity and a few scandals indicate that the current control structures might be insufficient. A better understanding of farmers’ attitudes is necessary to increase acceptance and to guarantee the longer-term success of the organic certification system. Against this background we designed a theoretical framework based on a cognitive perspective. The empirical basis of the study was a survey conducted with organic farmers in Germany.     Karyotype differentiation in cultivated chickpea revealed by Oligopainting fluorescence in situ hybridization

    Chickpea (Cicer arietinum L.) is one of the main sources of plant proteins in the Indian subcontinent and West Asia, where two different morphotypes, desi and kabuli, are grown. Despite the progress in genome mapping and sequencing, the knowledge of the chickpea genome at the chromosomal level, including the long-range molecular chromosome organization, is limited. Earlier cytogenetic studies in chickpea suffered from a limited number of cytogenetic landmarks and did not permit to identify individual chromosomes in the metaphase spreads or to anchor pseudomolecules to chromosomes in situ. In this study, we developed a system for fast molecular karyotyping for both morphotypes of cultivated chickpea. We demonstrate that even draft genome sequences are adequate to develop oligo-fluorescence in situ hybridization (FISH) barcodes for the identification of chromosomes and comparative analysis among closely related chickpea genotypes. Our results show the potential of oligo-FISH barcoding for the identification of structural changes in chromosomes, which accompanied genome diversification among chickpea cultivars. Moreover, oligo-FISH barcoding in chickpea pointed out some problematic, most probably wrongly assembled regions of the pseudomolecules of both kabuli and desi reference genomes. Thus, oligo-FISH appears as a powerful tool not only for comparative karyotyping but also for the validation of genome assemblies
