The impact of national culture on e-government implementation: A comparison case study
Over the past decade there has been increasing interest in the IS research literature on the impact of cultural differences on the development and use of information and communications technologies (Ives & Jarvenpaa, 1991; Shore & Venkatachalam, 1995; Tractinsky & Jarvenpaa, 1995, Myers and Tan, 2002, Ali and Brooks, 2008). In this paper the authors explore the influence of national culture on eGov implementation. The authors have conducted a comparative case study in two different countries the UK as a developed country and Sari Lanka as a developing country. Implementing e-Services in Lagos State, Nigeria: the interplay of Cultural Perceptions and Working Practices during an automation initiative : Nigeria e-government culture and working practices
Accepted for publication in a forthcoming issue of Government Information Quarterly.The public sectorâs adoption of Information and Communication Technologies is often seen as a way of increasing efficiency. However, developing public e-Services involves a series of organisational and social complexities. In this paper, we examine the organisational issues of implementing an ERP system, which was designed and developed within the context of Lagos Stateâs e-Services project. By doing so, we showcase the impact of organisational cultural perceptions and working practices of individuals. Our findings illustrate the strong role of cultural dimensions, particularly those pertaining to religion and multi-ethnicity. Our study provides insights to international organisations and governments alike toward project policy formulation within the context of ICT-based initiatives and reforms that aim to bring forward developmental progress.Peer reviewedFinal Accepted Versio
The complexities of electronic services implementation and institutionalisation in the public sector

Despite having provided the necessary infrastructure and investment, many governments have struggled to realise such aims due to the various forces that challenge implementation and institutionalisation. Using institutional theory as a lens, we explored the forces influencing the implementation and institutionalisation of ESI in the public sector. While our results reinforced previous research in IT implementation and organisational transformation, they showed that the dynamic nature of technology poses unanticipated pressures, and that these can impede the implementation and institutionalisation process
Assessing the UK policies for broadband adoption
Broadband technology has been introduced to the business community and the public as a rapid way of exploiting the Internet. The benefits of its use (fast reliable connections, and always on) have been widely realised and broadband diffusion is one of the items at the top of the agenda for technology related polices of governments worldwide. In this paper an examination of the impact of the UK governmentâs polices upon broadband adoption is undertaken. Based on institutional theory a consideration of the manipulation of supply push and demand pull forces in the diffusion of broadband is offered. Using primary and secondary data sources, an analysis of the specific institutional actions related to IT diffusion as pursued by the UK government in the case of broadband is provided. Bringing the time dimension into consideration it is revealed that the UK government has shifted its attention from supply push-only strategies to more interventional ones where the demand pull forces are also mobilised. It is believed that this research will assist in the extraction of the âsuccess factorsâ in government intervention that support the diffusion of technology with a view to render favourable results if applied to other national settings
Policy Issues of e-Commerce Technology Diffusion in Southeast Nigeria: The Case of Small Scale Agribusiness
The benefits brought about by the emergence of e-commerce, e-business and other Information Communication Technologies (ICTs) applications have not been fully explored in the developing economies of the world. The less developed economies are still struggling to catch up with ICT application as opposed to its heavy deployment in the developed economies. Empirical evidence suggests that ICTs and other related technologies are increasingly emerging in the communities of the developing economies such as Nigeria. Rural actors engaged in the Agricultural industries (Agribusiness) feel that the implementation of ICTs can influence the development of new business processes and the way existing processes are organised. In the Southeast of Nigeria, which is a typical example of a less developed community, the impact of e-business technologies has yet to be determined. This paper identifies two classical traditional agribusiness supply chains and hence reports on the impact of e-commerce technology diffusion along the equilibrium of the supply chains, focusing on the elimination of intermediary actors from the chain. It provides an assessment of the Governmentsâ policies and strategies on e-commerce adoption for the sustainability of small-scale agricultural businesses. The paper examines the politics surrounding ICT implementations by actors engaged in the agribusiness sector. This research has motivated The South East State Government, in collaboration with the Federal Government, to give closer attention to their earlier policy of making Nigeria an ICT-enabled country

Adoption of wireless internet parks: An empirical study in Qatar
This paper examines the adoption of free wireless internet parks (iPark) by Qatari citizens as means of accessing electronic services from public parks. The Qatar government has launched the iPark concept with a view of providing free internet access for all citizens while enjoying the outdoors. By offering free wireless Internet access, the Qatari government encourages its citizen's to actively participate in the global information society with a view of bridging the digital divide. Using a survey based study this research set out to examine the Qatari citizens' perceptions of the iPark initiative. Results of the survey showed that there is a positive level of relation between the independent variables, usefulness, ease of use, Internet safety, and Internet speed/response time and one dependent variable, intention to use the iPark in Qatar. The paper provides a discussion on the key findings, research implications, limitations, and future directions for the iPark initiative in Qatar

An investigation of e-government progress in Oman: A survey of public sector workers
E-government has become increasingly pervasive in modern society and it has emerged as an effective means of delivering government services to citizens. While most early e-government efforts were concentrated on developed countries, in the recent past, it has also become popular in many developing countries. Most notably are the Middle Eastern countries that have continued to invest significantly into e-government initiatives in the last five years; the Sultanate of Oman is one such example. However, although large investments have been made since 2003 to facilitate the implementation of electronic services in the public sector in Oman, only limited progress has been made in terms of realising fully functional e-government. The aim of this paper is to identify the factors that are currently influencing the development and implementation of e-government in Oman using a quantitative survey-based empirical study in three key public service agencies in Muscat, the capital of Oman. The research identified ten different factors that were influencing the progress of the national e-government project, e-Oman, from the viewpoint of government employees. The most salient of these factors was the Omani IT workforce capability and the citizens' trust and confidence in using e-services

Issues and challenges: cloud computing e-Government in developing countries
Cloud computing has become essential for IT resources that can be delivered as a service over the Internet. Many e-government services that are used worldwide provide communities with relatively complex applications and services. Governments are still facing many challenges in their implementation of e-government services in general, including Saudi Arabia, such as poor IT infrastructure, lack of finance, and insufficient data security. This research paper investigates the challenges of e-government cloud service models in developing countries. This paper finds that governments in developing countries are influenced by how the top management deals with the attention to the adoption of cloud computing. Further, organisational readiness levels of technologies, such as IT infrastructure, internet availability and social trust of the adoption of new technology as cloud computing, still present limitations for e-government cloud services adoption. Based on the findings of the critical review, this paper identifies the issues and challenges affecting the adoption of cloud computing in e- government such as IT infrastructure, internet availability, and trust adopted new technologies thereby highlighting benefits of cloud computing-based e-government services. Furthermore, we propose recommendations for developing IT systems focused on trust when adopting cloud computing in e-government services (CCEGov)
The emergence and impact of neoliberal ideology on UK public library policy, 1997-2010
Over the last thirty years, the globalisation of neoliberal ideology has been pervasive and all encompassing. The chapter uses a mixed methods approach by combining content and discourse analysis to examine how neoliberal discourses have impacted on public librarianship. Since New Labourâs election in 1997 public service restructuring in the United Kingdom has taken on a more oblique managerialist and consumerist approach. The impact of managerialism in the public library service has focused mainly on modernising and improving services to the individual user, and is based on scenarios where public libraries have to model themselves on the private sector, and where managers have been empowered over professionals. The wider shift away from collectivist service provision to more personalised and individualised forms of consumption are also explored, which is epitomised by the rise of the citizen consumer. The growing concern with the transformation of professional library language and the adoption of neoliberal doctrine is examined. Moreover, the rhetorical use of language and strategies to justify change and transformation are examined and also how at times there has been an âunquestioningâ acceptance of neoliberalism by some public librarians (McMenemy, 2009b; Buschman, 2005)

A theoretical model for the application of Web 2.0 in e-Government
Government organisations in many countries have started embracing modern technologies such as second generation web (Web 2.0) in an attempt to maximize on the benefits of these technologies as well as keeping up with the current trend. Nevertheless, the advancement and the adoption of these of technologies is in its initial stages in the public sector. Therefore, the research problem is that the literature surrounding the application of Web 2.0 is still highly tentative and exploratory. In particular, there is a lack of research exploring the application of Web 2.0 technologies in the context of local e-Government. This study aims to address this research problem by presenting a comprehensive decision-making tool to aid the effective application of Web 2.0 technologies amongst local government authorities (LGAs). In doing so, resulting in the development of a theoretical model that is underpinned by information systems evaluation criteria and impact factors of Web 2.0 from an internal organizational perspective. By addressing the research problem, this study will make a significant contribution to the normative literature by providing new insights of Web 2.0 technologies within the public sector. This will be of specific relevance to scholars, policy makers, LGAs and practitioners who are interested in the adoption of Web 2.0 technologies in an e-Government context. This paper presents the proposed theoretical model and is largely devoted to an explanation on the development of the model
