    Evolution of thinking models in automatic incident processing systems

Every model has been developed, prototyped and tested. The article contains experiments results and conclusions for every model. After evolving several theories, we found the most suitable for solving the problem of automatically processing a users incidents

    Training of Crisis Mappers and Map Production from Multi-sensor Data: Vernazza Case Study (Cinque Terre National Park, Italy)

    This aim of paper is to presents the development of a multidisciplinary project carried out by the cooperation between Politecnico di Torino and ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action). The goal of the project was the training in geospatial data acquiring and processing for students attending Architecture and Engineering Courses, in order to start up a team of "volunteer mappers". Indeed, the project is aimed to document the environmental and built heritage subject to disaster; the purpose is to improve the capabilities of the actors involved in the activities connected in geospatial data collection, integration and sharing. The proposed area for testing the training activities is the Cinque Terre National Park, registered in the World Heritage List since 1997. The area was affected by flood on the 25th of October 2011. According to other international experiences, the group is expected to be active after emergencies in order to upgrade maps, using data acquired by typical geomatic methods and techniques such as terrestrial and aerial Lidar, close-range and aerial photogrammetry, topographic and GNSS instruments etc.; or by non conventional systems and instruments such us UAV, mobile mapping etc. The ultimate goal is to implement a WebGIS platform to share all the data collected with local authorities and the Civil Protectio

    Accidents in the process industry continue to occur, and we do not seem to be making much progress in reducing them (Venkatasubramanian, 2011). Postmortem analysis has indicated that they were preventable and had similar systemic causes (Kletz, 2003). Why do we fail to learn from the past and make adequate changes to prevent their reappearance? A variety of explanations have been offered; operators' faults, component failures, lax supervision of operations, poor maintenance, etc. All of these explanations, and many others, have been exhaustively studied, analyzed, “systematized” into causal groups, and a variety of approaches have been developed to address them. Even so, they still occur with significant numbers of fatalities and injured people, with significant disruption of productive operations and frequently extensive destruction of the surrounding environment, both physical and social

    Air Traffic Management Safety Challenges

    The primary goal of the Air Traffic Management (ATM) system is to control accident risk. ATM safety has improved over the decades for many reasons, from better equipment to additional safety defences. But ATM safety targets, improving on current performance, are now extremely demanding. Safety analysts and aviation decision-makers have to make safety assessments based on statistically incomplete evidence. If future risks cannot be estimated with precision, then how is safety to be assured with traffic growth and operational/technical changes? What are the design implications for the USA’s ‘Next Generation Air Transportation System’ (NextGen) and Europe’s Single European Sky ATM Research Programme (SESAR)? ATM accident precursors arise from (eg) pilot/controller workload, miscommunication, and lack of upto- date information. Can these accident precursors confidently be ‘designed out’ by (eg) better system knowledge across ATM participants, automatic safety checks, and machine rather than voice communication? Future potentially hazardous situations could be as ‘messy’ in system terms as the Überlingen mid-air collision. Are ATM safety regulation policies fit for purpose: is it more and more difficult to innovate, to introduce new technologies and novel operational concepts? Must regulators be more active, eg more inspections and monitoring of real operational and organisational practices

    Improving Statistical Language Model Performance with Automatically Generated Word Hierarchies

    An automatic word classification system has been designed which processes word unigram and bigram frequency statistics extracted from a corpus of natural language utterances. The system implements a binary top-down form of word clustering which employs an average class mutual information metric. Resulting classifications are hierarchical, allowing variable class granularity. Words are represented as structural tags --- unique nn-bit numbers the most significant bit-patterns of which incorporate class information. Access to a structural tag immediately provides access to all classification levels for the corresponding word. The classification system has successfully revealed some of the structure of English, from the phonemic to the semantic level. The system has been compared --- directly and indirectly --- with other recent word classification systems. Class based interpolated language models have been constructed to exploit the extra information supplied by the classifications and some experiments have shown that the new models improve model performance.Comment: 17 Page Paper. Operators’ actions are crucial to deal with incidents, especially severe faults, like blackouts. In this paper we present an Intelligent Tutoring approach for training Portuguese Control Centre operators in tasks like incident analysis and diagnosis, and service restoration of Power Systems.
