    Lessons learned in promoting evidence-based public health: Perspectives from managers in state public health departments

    Evidence-based public health (EBPH) practice, also called evidence-informed public health, can improve population health and reduce disease burden in populations. Organizational structures and processes can facilitate capacity-building for EBPH in public health agencies. This study involved 51 structured interviews with leaders and program managers in 12 state health department chronic disease prevention units to identify factors that facilitate the implementation of EBPH. Verbatim transcripts of the de-identified interviews were consensus coded in NVIVO qualitative software. Content analyses of coded texts were used to identify themes and illustrative quotes. Facilitator themes included leadership support within the chronic disease prevention unit and division, unit processes to enhance information sharing across program areas and recruitment and retention of qualified personnel, training and technical assistance to build skills, and the ability to provide support to external partners. Chronic disease prevention leaders\u27 role modeling of EBPH processes and expectations for staff to justify proposed plans and approaches were key aspects of leadership support. Leaders protected staff time in order to identify and digest evidence to address the common barrier of lack of time for EBPH. Funding uncertainties or budget cuts, lack of political will for EBPH, and staff turnover remained challenges. In conclusion, leadership support is a key facilitator of EBPH capacity building and practice. Section and division leaders in public health agencies with authority and skills can institute management practices to help staff learn and apply EBPH processes and spread EBPH with partners

    What are Hybrid Development Methods Made Of? An Evidence-Based Characterization

    Among the multitude of software development processes available, hardly any is used by the book. Regardless of company size or industry sector, a majority of project teams and companies use customized processes that combine different development methods— so-called hybrid development methods. Even though such hybrid development methods are highly individualized, a common understanding of how to systematically construct synergetic practices is missing. In this paper, we make a first step towards devising such guidelines. Grounded in 1,467 data points from a large-scale online survey among practitioners, we study the current state of practice in process use to answer the question: What are hybrid development methods made of? Our findings reveal that only eight methods and few practices build the core of modern software development. This small set allows for statistically constructing hybrid development methods. Using an 85% agreement level in the participants’ selections, we provide two examples illustrating how hybrid development methods are characterized by the practices they are made of. Our evidence-based analysis approach lays the foundation for devising hybrid development methods

    Outlaw Community Innovations

    Recent studies of outlaw communities provide qualitative evidence of their existence and the organisation of the underlying innovation processes. We provide descriptive results from a large scale survey of two online outlaw communities focussing on Microsoft's XBox. In line with previous findings, we identify two types of participants in outlaw communities - user innovators and adopters. Based on 2,256 responses, we find that users modify their XBox mainly to be able to increase the set of available functions of their XBox. Users are also motivated to modify their XBox for the sake of having fun and to conduct pirate behaviour. Finally, the results from our survey suggest that user innovators are largely intrinsically motivated by fun and the intellectual stimulation of writing code for homebrew software

    Software Engineering Challenges for Investigating Cyber-Physical Incidents

    Cyber-Physical Systems (CPS) are characterized by the interplay between digital and physical spaces. This characteristic has extended the attack surface that could be exploited by an offender to cause harm. An increasing number of cyber-physical incidents may occur depending on the configuration of the physical and digital spaces and their interplay. Traditional investigation processes are not adequate to investigate these incidents, as they may overlook the extended attack surface resulting from such interplay, leading to relevant evidence being missed and testing flawed hypotheses explaining the incidents. The software engineering research community can contribute to addressing this problem, by deploying existing formalisms to model digital and physical spaces, and using analysis techniques to reason about their interplay and evolution. In this paper, supported by a motivating example, we describe some emerging software engineering challenges to support investigations of cyber-physical incidents. We review and critique existing research proposed to address these challenges, and sketch an initial solution based on a meta-model to represent cyber-physical incidents and a representation of the topology of digital and physical spaces that supports reasoning about their interplay

    Reusing processes and documenting processes: toward an integrated framework

    This paper presents a cognitive typology of reuse processes, and a cognitive typology of documenting processes. Empirical studies on design with reuse and on software documenting provide evidence for a generalized cognitive model. First, these studies emphasize the cyclical nature of design: cycles of planning, writing and revising occur. Second, natural language documentation follows the hierarchy of cognitive entities manipulated during design. Similarly software reuse involves exploiting various types of knowledge depending on the phase of design in which reuse is involved. We suggest that these observations can be explained based on cognitive models of text processing: the van Dijk and Kintsch (1983) model of text comprehension, and the Hayes and Flower (1980) model of text production. Based on our generalized cognitive model, we suggest a framework for documenting reusable components

    The inability of accounting, which includes recording techniques for transaction processes and the use of software, has failed of MSMEs in developing their businesses. This study examines the effect of positive and negative framing on the use of technology-based financial software. Data collection in this study was conducted by distributing questionnaires as many as 100 questionnaires with purposive sampling technique, a total of 98 questionnaires that can be processed. Data analysis using Statistical Product and Service Solution (SPSS) version 22.0. The results provide empirical evidence that the concept of positive framing and negative framing affects the use of technology-based financial software. for MSME actors, as well as supporting the prospect theory concept used in research.
