    Evaluation Capacity Building: Funder Initiatives to Strengthen Grantee Evaluation Capacity and Practice

    Innovation Network has a wealth of experience as an evaluation capacity builder. One way we often provide ECB services is to a group of grantees. Over the years we have provided funder-sponsored ECB services to a number of grantee cohorts. The following three case studies share our experiences with funder initiatives to strengthen grantee evaluation capacity and practice. Each case study includes a description of the overall grantmaking initiative, followed by a discussion of the ECB services requested by grantees and/or provided by Innovation Network. The paper concludes with a reflection on lessons learned and recommendations for funders considering ECB for their grantee

    Content Based Traffic Engineering in Software Defined Information Centric Networks

    This paper describes a content centric network architecture which uses software defined networking principles to implement efficient metadata driven services by extracting content metadata at the network layer. The ability to access content metadata transparently enables a number of new services in the network. Specific examples discussed here include: a metadata driven traffic engineering scheme which uses prior knowledge of content length to optimize content delivery, a metadata driven content firewall which is more resilient than traditional firewalls and differentiated treatment of content based on the type of content being accessed.     Fault management and service provisioning process model of next generation access networks

    Network operators are nowadays upgrading their access networks to cope with the increasing number of users and the increasing bandwidth required by services. However, cost plays a crucial factor. In order to decide which next generation access network will be implemented, an accurate cost evaluation should be performed. This evaluation requires a total cost of ownership model including a detailed model of the most costly operational processes: fault management and customer provisioning. These models help identifying the most costly sub-processes, where network providers should improve their cost efficiency. This paper presents detailed models for these operational processes and gives an approach to use them for estimating future operational costs

    Feasibility Study of Enabling V2X Communications by LTE-Uu Radio Interface

    Compared with the legacy wireless networks, the next generation of wireless network targets at different services with divergent QoS requirements, ranging from bandwidth consuming video service to moderate and low date rate machine type services, and supporting as well as strict latency requirements. One emerging new service is to exploit wireless network to improve the efficiency of vehicular traffic and public safety. However, the stringent packet end-to-end (E2E) latency and ultra-low transmission failure rates pose challenging requirements on the legacy networks. In other words, the next generation wireless network needs to support ultra-reliable low latency communications (URLLC) involving new key performance indicators (KPIs) rather than the conventional metric, such as cell throughput in the legacy systems. In this paper, a feasibility study on applying today's LTE network infrastructure and LTE-Uu air interface to provide the URLLC type of services is performed, where the communication takes place between two traffic participants (e.g., vehicle-to-vehicle and vehicle-to-pedestrian). To carry out this study, an evaluation methodology of the cellular vehicle-to-anything (V2X) communication is proposed, where packet E2E latency and successful transmission rate are considered as the key performance indicators (KPIs). Then, we describe the simulation assumptions for the evaluation. Based on them, simulation results are depicted that demonstrate the performance of the LTE network in fulfilling new URLLC requirements. Moreover, sensitivity analysis is also conducted regarding how to further improve system performance, in order to enable new emerging URLLC services.Comment: Accepted by IEEE/CIC ICCC 201

    Several mature and standardized optical access network technologies are available for network operators providing broadband services, being now in deployment phase; therefore cost estimation, business analysis, efficient deployment strategies, network and topology design issues for FTTx access networks play an increasingly important role regarding profitability and market success. In a competitive environment, techno-economic evaluation supports the optimal choice among available technologies. Even the tradeoff between future proof technical superiority and short term investment minimization requires a farseeing decision. In our point of view, cost estimation and techno-economic evaluation is strongly related to strategic network design: among others the uneven population density, irregular street system or infrastructure have significant impact on the network topology, thus the deployment costs as well. In order to deal with these aspects, a high-level, strategic network design is necessary that adapts to geospatial characteristics of the services area, providing accurate and detailed network information for the techno-economic evaluation [1]. We have developed a topology designer methodology that supprts the above requirements, providing (near) optimal topology of the fully or partially optical access network, based on the geospatial information about the service area: digital maps, existing infrastructure and subscriber database. Automatic topology design for large-scale service areas, with 10.000s of subsribers is a highly complex mathematical problem. The tough algorithms for a near optimal, yet efficient solution. The developed algorithms were evaluated regarding their speed and accuracy.     Scalable shared protection approach for mesh WDM-routed networks

    The paper proposes an approach for calculating the protection pool size on each link in a mesh WDMrouted network. The protection pool evaluation is part of a shared protection scheme applied to a failure dependent scenario and based on aggregated information dissemination. Two models based on a probabilistic approach are proposed to provide a scheme that is scalable as the number of optical cross-connects (OXC), fibres and wavelength multiplexing in a core network increases. Precisely, two models based on a binomial and a beta-binomial distribution are presented. The evaluation of the models by simulation shows that both models are attractive propositions to offer protected ¸-services that do not require an absolute protection guarantee offered by (1:1) schemes or shared protection schemes requiring full network state information, or using partial information but with less efficient use of the fibre utilisation
