The governance of Singapore’s knowledge clusters: off shore marine business and waterhub
Based on two case studies of knowledge clusters (off shore marine/rig business and water hub) in Singapore, the paper illustrates the importance of good knowledge governance in creating robust and value-creating knowledge clusters. We begin by defining key terms used such as knowledge clusters, hubs and governance, followed by a short historical account of good knowledge governance for Singapore’s development. The two cases studies of knowledge clusters presented here include (i) the offshore oil rig business (Keppel) which we posit as an example of innovative value creation based on sophisticated fabrication methods and R&D as well as (ii) the island republic’s dynamic and rapidly emerging, global hydrohub called ‘WaterHub’. We examine the structural characteristics of both clusters, assess their progress based on the cluster lifecycle literature, highlight key governance enablers required to create and sustain such competitive hubs and draw conclusions for K4D latecomers
Higher Education outreach to widen participation: toolkits for practitioners. Overview
The toolkits are a distillation of the learning, methods and resources developed by Aimhigher and the Lifelong Learning Network programmes to support the effective strategy, management and delivery of outreach work to encourage progression to higher education for under-represented groups. The toolkits recontextualise the learning from these programmes to fit the current higher education environment. The toolkits form a suite of four (see links to right). The influence of a collaborative procurement approach using integrated design in construction on project team performance
Purpose – The purpose of the paper is to study the influence of procurement on the performance of integrated design teams.
Design/methodology/approach – The research paradigm is based on Russian socio-constructivist approach to activity theory. Activity theory, as opposed to natural or social science, is a design science approach that focuses on the context aspect of project. A triangulation of qualitative research methods is used to investigate the dynamic of integrated teams in two different procurement contexts.
Findings – The paper is conclusive regarding the influence of procurement on team efficiency. It demonstrates that traditional procurement processes reinforce socio-cognitive barriers that hinder team efficiency. It also illustrates how new procurement modes can transform the dynamic of relationships between the client and the members of the supply chain, and have a positive impact on teamperformance.
Practical implications – The paper demonstrates first that problems with integrated design team efficiency are related to context and not process – they are not technical but socio-cognitive; second that fragmented transactional contracting increases socio-cognitive barriers that hinder integrated design team performance; third that new forms of relational contracting may help to mitigate socio-cognitive barriers and improve integrated design team performance, fourth that changing the context through procurement does not address the problem of obsolete design practices.
Originality/value – The paper brings together theories of production in lean construction and social learning as a rival approach to traditional project management theory for demonstrating the importance of context on team performance
A systematic literature review of the use of social media for business process management
In today’s expansion of new technologies, innovation is found necessary for organizations to be up to date with the latest management trends. Although organizations are increasingly using new technologies, opportunities still exist to achieve the nowadays essential omnichannel management strategy. More precisely, social media are opening a path for benefiting more from an organization’s process orientation. However, social media strategies are still an under-investigated field, especially when it comes to the research of social media use for the management and improvement of business processes or the internal way of working in organizations. By classifying a variety of articles, this study explores the evolution of social media implementation within the BPM discipline. We also provide avenues for future research and strategic implications for practitioners to use social media more comprehensively
Can procurement affect design performance?
There is an emerging view in the construction industry that better performance or better value for money can be achieved by integrating teamwork for planning, design and construction of building projects. There are though, two opposing perspectives regarding how changes in traditional design practices should occur. Advocates of sustainable construction in North America posit that it is a matter of evolving processes, moving from a sequential to an iterative
approach to design, whereas the British government supports the view that a change in how projects are procured is required to transform the context that dictates relationships among the members of the team. The objective of the research is to study the influence of procurement on

Practitioner requirements for integrated Knowledge-Based Engineering in Product Lifecycle Management.
The effective management of knowledge as capital is considered essential to the
success of engineering product/service systems. As Knowledge Management (KM) and
Product Lifecycle Management (PLM) practice gain industrial adoption, the
question of functional overlaps between both the approaches becomes evident.
This article explores the interoperability between PLM and Knowledge-Based
Engineering (KBE) as a strategy for engineering KM. The opinion of key KBE/PLM
practitioners are systematically captured and analysed. A set of ranked business
functionalities to be fulfiled by the KBE/PLM systems integration is elicited.
The article provides insights for the researchers and the practitioners playing
both the user and development roles on the future needs for knowledge systems
based on PLM
Resilient Critical Infrastructure Management using Service Oriented Architecture
Abstract—The SERSCIS project aims to support the use of interconnected systems of services in Critical Infrastructure (CI) applications. The problem of system interconnectedness is aptly demonstrated by ‘Airport Collaborative Decision Making’ (ACDM). Failure or underperformance of any of the interlinked ICT systems may compromise the ability of airports to plan their use of resources to sustain high levels of air traffic, or to provide accurate aircraft movement forecasts to the wider European air traffic management systems. The proposed solution is to introduce further SERSCIS ICT components to manage dependability and interdependency. These use semantic models of the critical infrastructure, including its ICT services, to identify faults and potential risks and to increase human awareness of them. Semantics allows information and services to be described in such a way that makes them understandable to computers. Thus when a failure (or a threat of failure) is detected, SERSCIS components can take action to manage the consequences, including changing the interdependency relationships between services. In some cases, the components will be able to take action autonomously — e.g. to manage ‘local’ issues such as the allocation of CPU time to maintain service performance, or the selection of services where there are redundant sources available. In other cases the components will alert human operators so they can take action instead. The goal of this paper is to describe a Service Oriented Architecture (SOA) that can be used to address the management of ICT components and interdependencies in critical infrastructure systems.
