Ethiopia meteorological Institute (EMI) established as an autonomous government organization in 1980 under proclamation No 201/1980. The mission of EMI is to provide weather, climate and early warning services that contribute to socio-economic activities of the nation, and protect lives and property. This will be achieved by collecting, analyzing, forecasting and communicating meteorological and related information. The institute mainly focuses on three strategic pillars. The first is to ensure meteorological data coverage, quality and access, which include data collection, data quality control, meteorological instrument calibration data communication and data management activities. The second one is meteorological forecast and early warning advisory service which aims to improve forecasting and early warning systems; to expand sector focused advisories on forecasts to reach all communities of the country, as well as increasing understanding of the effect of meteorological parameters on agricultural development; to increase the use of hydro-meteorological observations and forecasts to drive development; to improve health and insurance services; and to improve aviation services. The other focus is meteorological research and training which aims to strengthen operational research on weather and climate systems affecting Ethiopia to improve its services and capacity building activities. EMI prepare seasonal weather and climate its effect assessment and climate outlook for upcoming season and organize National Climate Outlook forum three times every for each seasons in Ethiopia; - namely Bega, Belg and Kiremt and Disseminate it’s early and advisory services with governmental and nongovernmental stakeholders. The National climate outlook held at Kereyu hotel, Adama/Ethiopia on 22nd and 23rd of September 2022

What do new performance metrics, VeDBA and Dynamic yaw, tell us about energy-intensive activities in whale sharks?

During oscillatory dives, whale sharks (Rhincodon typus) expend varying levels of energy in active ascent and passive descent. They are expected to minimise movement costs by travelling at optimum speed unless having reason to move faster, for example during feeding or evasion of danger. A proxy for power, dynamic body acceleration (DBA) has previously been used to identify whale shark movement patterns but has yet been used to identify occasions where power is elevated above minimum requirements. 59 hours of biologging data from 13 juvenile whale sharks (Ningaloo Reef, Western Australia) including depth, body pitch angle, magnetometry and DBA, was analysed to investigate minimum power requirements for dives and identify events of elevated power. Dynamic yaw (the rate of change of heading), a new proxy for power, was introduced to determine its effectiveness compared to the already-established DBA. The relationship between pitch angle and these two proxies was investigated to determine which had the stronger relationship. Dynamic yaw produced a poor relationship with pitch angle compared to DBA, and thus DBA was selected as the focus proxy for the remainder of the study. DBA was utilised to produce a minimum power trend versus body pitch angle using a convex hull analysis which allowed for the identification of proxy for power utilisation above the minimum (PAM). 16 instances of PAM were identified in 59 hours of data, which could all be considered instances where energy minimisation is not prioritised, such as feeding or avoidance. The PAM method was capable of identifying instances where energy minimisation is not prioritised, and therefore has future implications in investigations of location-specific behaviours in relation to feeding and anthropogenic disturbance

Towards Legislation Responsive to Integrated Watershed Management Approaches and Land Tenure

Land tenure affects integrated watershed management approaches in various ways, such as influencing land use and investment in sustainability practices and decisions. However, some land tenure and integrated watershed management relations need more examination, including how the prevailing relevant legislation responds and the needed course of action. In this paper, we provide relevant evidence to support a shift to responsive actions and legislation through (a) examining land tenure scenarios affecting integrated watershed management, including the public–private land tenure co-existence from a watershed perspective; (b) the responsiveness of the prevailing relevant legislation to integrated watershed management and the land tenure scenarios and (c) identifying legislative remedies recommendable for responsiveness. We use qualitative methods to review secondary data sources, including four legislations, and complement them with field survey data. Field experiences are from three sub-catchments in the Lake Victoria basin, each representing a different land tenure system, as case studies. Land tenure links with integrated watershed management in various ways, such as influencing land use decisions. However, underscoring the relationship from the private and public land tenure perspective also indicates a complex and tense spatial relationship. As such, it likely limits adopting sustainable land use and management practices in watersheds as a case. Regardless, the perceptions from the study area indicate the land tenure systems and forms enabling sustainable choices and decisions, despite limitations such as tenure insecurity. The disconnect between integrated watershed management aspirations of ensuring sustainability, the land tenure abilities and the subsequent human practices is mainly institutional, with the relevant legislation indicating a low to moderate level of responsiveness to integrated watershed management approaches and land tenure, thus, abating effectiveness. Therefore, we suggest a shift towards responsive programming and legislation and the adoption of model legislation to support responsiveness replication. We also recommend further studies to assess the legal gaps and feasibility thereof
