    Electronic Records Task Force Phase 2 Final Report

    The University of Minnesota Libraries sponsored the Electronic Records Task Force Phase 2 to monitor established workflows for electronic record ingest and to develop new workflows, policies, procedures and mechanisms for processing and providing access to users.     Digitally Archiving Architectural Models and Exhibition Designs: The Case of an Art Museum

    [Excerpt] In 2013, a medium-sized art museum located in the Northeast United States received a grant to plan for an electronic records repository. This museum will be referred to here as USAM for brevity. Working as the electronic records consultant on this project, the first major task was to research and inventory the electronic records being created and already existing at the museum, which necessitated scans of network storage, focus groups with departmental staff, and investigations of media included in the physical archives. In engaging in this research process, certain document types were expected, such as image files, word processed documents and spreadsheets. Although documents of these types were indeed plentiful, an extensive quantity of digitally produced two-dimensional drawings (2D) and three-dimensional models (3D) were found. Specifically, over 37,000 CAD drawings were unearthed during a network storage inventory project, as well as over 6,000 3D models. These files originate primarily in VectorWorks (and its predecessor MiniCAD), AutoCAD, and Rhinoceros. Given the quantity of digitally produced models and drawings existing at USAM, and the need to plan for an electronic records repository, this project is motivated by the following question: By what methods can two-dimensional CAD drawings (2D) and three-dimensional (3D) models be digitally archived for long term preservation and access? To answer this question, a review of the relevant literature is first presented, which explores the methods that have been developed for archiving architectural models and exhibition designs. Second, the study methods are presented, which include more detail on the context as well the archiving tests that were conducted. The paper concludes with results and conclusions regarding how architectural models and exhibitions designs are archived at USAM

    Accelerating positive change in electronic records management: an empirical toolkit of solutions

    The AC+erm project aims to investigate and critically explore issues and practical strategies for accelerating positive change in electronic records management. The project’s focus is on designing an organisational-centred architecture from three perspectives: people, process and technology. This paper introduces the project, describes the methodology (a systematic literature review, e-Delphi studies and colloquia) and presents solutions for improving ERM developed from the people and process e-Delphi responses. ERM is particularly challenging and the solutions offered by the Delphi participants are numerous, and range in scale and complexity. The only firm conclusion that one can draw is that the majority of the solutions are people-focussed ones. The Cynefin framework is introduced as one approach for providing a conceptual overview to our findings on ERM. The sample solutions presented in this paper provide a toolkit of ‘probes’ and ‘interventions’ for practical application in organisations

    The new electronic record provisions that are now part of almost all of the Evidence Acts in Canada are as important as any statutory law or common law concerning the use of records as evidence. They bring six important improvements to the evidentiary law of business records. It is argued, however, that their most serious defects are that they: (1) perpetuate the best evidence rule — a rule rendered redundant by electronic records and information management (RIM); (2) do not deal with hearsay issues; (3) do not cure the defects of the business record provisions in regard to electronic records; and (4) unnecessarily complicate the law. But these defects can be substantially lessened by judicial interpretation that accomplishes what the business records provisions should have accomplished. Although a topic left to a future article, this article should be read with the assumption that the electronic record provisions are interdependent with: (1) the new electronic commerce laws; (2) the new personal privacy protection laws; (3) the new electronic discovery guidelines; (4) the new National Standards of Canada concerning electronic RIM ; and (5) the records requirements of government agencies such as the Canada Revenue Agency. This article is therefore a first step in justifying the emergence of the ‘‘RIM lawyer’’ as a new field of legal practice

    This study aims to determine: 1) agencies within the Government of Yogyakarta City are implementing electronic records management; 2) electronic records management system is implemented; 3) facilities used in the implementation of electronic records management in the Office of Government of Yogyakarta City. The research method used is a survey method. From the perspective of the nature of the analysis, this research categorized as a descriptive exploratory study. This research subject is an employee in charge of managing records in a government office in Yogyakarta City. The number of units of work that is the subject of much research as 13. The respondent is the source of data on each unit of work is one people, so that the number of respondents in this study as many as 13 people. The conclusion of this study were: 1) there are two agencies in the government of Yogyakarta City implementing electronic records management, namely the Licensing Agency and the Population and Civil Registry Agency; 2) electronic records management system implemented at Licensing Agency and the Population and Civil Registry Agency is the same, which is composed of a system of document scanning and electronic records management software system; 3) the facilities used to implement electronic records management system in the Government of Yogyakarta City as: computers, scanners, printers, compact discs, and electronic records management software.
