    A Statistical Model of Abstention under Compulsory Voting

    Invalid voting and electoral absenteeism are two important sources of abstention in compulsory voting systems. Previous studies in this area have not considered the correlation between both variables and ignored the compositional nature of the data, potentially leading to unfeasible results and discarding helpful information from an inferential standpoint. In order to overcome these problems, this paper develops a statistical model that accounts for the compositional and hierarchical structure of the data and addresses robustness concerns raised by the use of small samples that are typical in the literature. The model is applied to analyze invalid voting and electoral absenteeism in Brazilian legislative elections between 1945 and 2006 via MCMC simulations. The results show considerable differences in the determinants of both forms of non-voting; while invalid voting was strongly positively related both to political protest and to the existence of important informational barriers to voting, the influence of these variables on absenteeism is less evident. Comparisons based on posterior simulations indicate that the model developed in this paper fits the dataset better than several alternative modeling approaches and leads to different substantive conclusions regarding the effect of different predictors on the both sources of abstention

    Do Political Parties Matter? Evidence from U.S. Cities

    We examine whether partisan political differences have important effects on policy outcomes at the local level using a new panel data set of mayoral elections in the United States. Applying a regression discontinuity design to deal with the endogeneity of the mayor's party, we find that party labels do not affect the size of government, the allocation of spending or crime rates, even though there is a large political advantage to incumbency in terms of the probability of winning the next election. The absence of a strong partisan impact on policy in American cities, which is in stark contrast to results at the state and federal levels of government, appears due to certain features of the urban environment associated with Tiebout sorting. In particular, there is a relatively high degree of household homogeneity at the local level that appears to provide the proper incentives for local politicians to be able to credibly commit to moderation and discourages strategic extremism.

    We document a strong political cycle in bank credit and industry outcomes in Turkey. In line with theories of tactical redistribution, state-owned banks systematically adjust their lending around local elections compared with private banks in the same province based on electoral competition and political alignment of incumbent mayors. This effect only exists in corporate lending as opposed to consumer loans. It creates credit constraints for firms in opposition areas, which suffer drops in employment and sales but not firm entry. There is substantial misallocation of financial resources as provinces and industries with high initial efficiency suffer the greatest constraints

    The Struggle for Palestinian Hearts and Minds: Violence and Public Opinion in the Second Intifada

    This paper examines how violence in the Second Intifada influences Palestinian public opinion. Using micro data from a series of opinion polls linked to data on fatalities, we find that Israeli violence against Palestinians leads them to support more radical factions and more radical attitudes towards the conflict. This effect is temporary, however, and vanishes completely within 90 days. We also find some evidence that Palestinian fatalities lead to the polarization of the population and to increased disaffection and a lack of support for any faction. Geographically proximate Palestinian fatalities have a larger effect than those that are distant, while Palestinian fatalities in targeted killings have a smaller effect relative to other fatalities. Although overall Israeli fatalities do not seem to affect Palestinian public opinion, when we divide those fatalities by the different factions claiming responsibility for them, we find some evidence that increased Israeli fatalities are effective in increasing support for the faction that claimed them.Israeli-Palestinian conflict, fatalities, public opinion

    Supervised regionalization methods, a survey.

    This paper reviews almost four decades of contributions on the subject of supervised regionalization methods. These methods aggregate a set of areas into a predefined number of spatially contiguous regions while optimizing certain aggregation criteria. The authors present a taxonomic scheme that classifies a wide range of regionalization methods into eight groups, based on the strategy applied for satisfying the spatial contiguity constraint. The paper concludes by providing a qualitative comparison of these groups in terms of a set of certain characteristics, and by suggesting future lines of research for extending and improving these methods.regionalization, constrained clustering, analytical regions.

    Party Formation and Competition

    In the majority of democratic political systems, districts elect representatives, who form coalitions, which determine policies. In this paper we present a model which captures this process: A citizen-candidate model with multiple policy dimensions in which elected representatives endogenously choose to form parties. Numerical analysis shows that in equilibrium this model produces qualitatively realistic outcomes which replicate key features of cross-country empirical data, including variation consistent with Duverger's law. The numbers of policy dimensions and representatives elected per district are shown to determine the number, size, and relative locations of parties.     Do Political Institutions Shape Economic Policy?

    Do political institutions shape economic policy? I argue that this question should naturally appeal to economists. Moreover, the answer is in the affirmative, both in theory and in practice. In particular, recent theoretical work predicts systematic eects of electoral rules and political regimes on the size and composition of government spending. And results from ongoing empirical work indicate that such eect are indeed present in international panel data. Some empirical results are consistent with theoretical predictions: presidential regimes have smaller governments and countries with majoritarian elections have smaller welfare-state programs and less corruption. Other results present puzzles for future research: the adjustment to economic events is clearly institution-dependent, as is the timing and nature of the electoral cycle.

    Competing on Good Politicians

    Is electoral competition good for political selection? To address this issue, we introduce a theoretical model in which ideological parties select candidates between party loyalists and experts, and allocate them into the electoral districts. Non-ideological voters, who care about national and local policies, strongly prefer experts. We show that parties compete on good politicians by allocating them to the most contestable districts. Empirical evidence on Italian members of parliament confirms this prediction. We find that politicians with higher ex-ante quality − as measured by years of schooling, previous market income, and local government experience − are more likely to run in a contestable district. Indeed, despite being different on average, the characteristics of politicians belonging to opposite parties converge to high-quality levels in close races. Furthermore, politicians elected in contestable districts make fewer absences in parliament; this is shown to be driven more by a selection effect than by reelection incentives.political competition, political selection, probabilistic voting
