    Solving Organisational Problems with Intranet Technology

    Information serves as an essential intermediate input in decision-making for any business process. It is an essential requirement not only for effective and efficient management but also for medium and long term planning. In this era of technological advancement the rapid growth of information flow has contributed significantly in the expansion of business, commercial, industrial, financial, educational and research organisations. Electronic communication provides the ability to overcome many organisational problems. In recent years, an easy and inexpensive access to information through the Internet and e-mail has created an atmosphere of strong competition among organisations. In this competitive environment, the organisations need an efficient, productive and competent internal set-up based on a well-informed workforce. In the absence of effective co-ordination, the expansion of an organisation may result in inter-group conflicts, unhealthy bureaucratic activities, and various complexities in decision-making [Telleen (1996)]. This applies even more to organisations in developing countries such as Pakistan that are in need of efficient ways to improve governance and enhance institutional reforms.

    Requirements for transparency, accountability and citizens' participation as priorities of good governance impose the need to establish a higher level of communication in public institutions. Thus, in theory and in practice, more attention is paid to the internal communication as the key to development and successful functioning of an institution, at the same time as a prerequisite for the establishment of an effective external communication. Practicing effective communication management emerged as an important prerequisite for effective and efficient implementation of a series of reforms in the public administration aimed at meeting the criteria of good governance as a challenge to modern democratic societies. In this respect, institutional communication can be successful only if they develop efficient mechanisms for information exchange, and internal and external communication methods complement and support each other. This monograph edition focuses on communication as an integral part of public management - with special emphasis on communication in the state administration bodies in the Republic of Macedonia. The emphasis is on internal communication in terms of information exchange for the particular area and activity. There are many factors that influence the way of the development of communication in public institutions. But first, the key questions: What are the forms and the forms of internal communication in the state administration? Whether and how they are applied in practice? Whether exchanging of information between employees is easy or difficult? Are normative regulation of internal communication, in accordance with the actual needs of employees for the purpose of efficient execution of work duties, is imperative to establish a communication system with effective and efficient exchange of information? Through the answers to these and many other issues, this book aims to present the situation of internal communication in the state administration bodies in the Republic of Macedonia.     OpenKnowledge at work: exploring centralized and decentralized information gathering in emergency contexts

    Real-world experience teaches us that to manage emergencies, efficient crisis response coordination is crucial; ICT infrastructures are effective in supporting the people involved in such contexts, by supporting effective ways of interaction. They also should provide innovative means of communication and information management. At present, centralized architectures are mostly used for this purpose; however, alternative infrastructures based on the use of distributed information sources, are currently being explored, studied and analyzed. This paper aims at investigating the capability of a novel approach (developed within the European project OpenKnowledge1) to support centralized as well as decentralized architectures for information gathering. For this purpose we developed an agent-based e-Response simulation environment fully integrated with the OpenKnowledge infrastructure and through which existing emergency plans are modelled and simulated. Preliminary results show the OpenKnowledge capability of supporting the two afore-mentioned architectures and, under ideal assumptions, a comparable performance in both cases
