Economic development as design: Insight and guidance through the PSI framework
Economic development is aimed at improving the lives of people in the developing world, and needs to be carried out with design at its heart, but this has often not been the case. This paper first reviews dominant approaches to economic development including the use of subsidies or the creation of markets and demand and the testing of initiatives using randomized control trials. It then introduces ‘development engineering’ as a representative engineering design approach to engineering and technology in development before presenting the view that successful development needs to involve continual learning through innovation in context. The PSI (problem social institutional) framework is presented as a basis for guiding such development as a design activity, and its application is illustrated using examples from India of the unsuccessful introduction of new cooking stoves and then both successful and unsuccessful approaches to rural electrification. A 2-level approach to PSI is taken, in which the lower level represents daily operation of communities and the 2nd level represents the development project including addressing misalignments between the different PSI spaces and levels

The Effects of a First Year Engineering Class Using the SCALE-Up Method on Student Retention and Subsequent Student Pass Rates
Due to the increased demand for engineers, the University of Texas at Arlington (UTA) created a new, first year engineering class using the Student-Centered Active Learning Environment with Upside-down Pedagogies (SCALE-Up) method to specifically address engineering student retention by encouraging student persistence and success throughout their academic career. Since UTA enjoys a very diverse student population with varying learning styles, socio-economic backgrounds, and prior knowledge and preparation, the SCALE-Up method was chosen due to its reliance on problem-based, active learning strategies, peer instruction through teamwork, and peer leaders within the classroom. After two and a half years of implementation of this class, known as ENGR 1300 – Engineering Problem Solving, this paper will explore the first year and second year engineering retention rates. This comparison will show that engineering retention rates have increased since ENGR 1300 was implemented. Further, this paper will show this increase occurs across multiple student type groups, provided that the student take ENGR 1300 in their first semester. Finally, to assess the positive effects of the new class, this paper will show that the pass rates of three subsequent mechanical engineering classes, Statics, Dynamics, and Strength of Materials, increased after ENGR 1300 was implemented.Cockrell School of Engineerin
ECONOMIC PROSPECTS FOR SMALL-SCALE FUEL ALCOHOL PRODUCTION
Small-scale alcohol plants will have difficulty in supplying fuel that is competitive in cost with petroleum-based fuels. This is based upon economic findings form interdisciplinary research with a pilot fuel alcohol plant. Results of economic-engineering cost analyses and of fuel and feed byproduct returns analyses are shown.
