Defining And Measuring Green FDI: An Exploratory Review Of Existing Work And Evidence
This paper was developed at the request of the OECD Working Party of the Investment Committee to document efforts to date to define and measure green FDI and to investigate the practicability of various possible definitions, as well as to identify investment policy restrictions to green FDI. It does so by reviewing the literature and existing work on the contributions of FDI to the environment; by providing a two-part definition of green FDI; and by discussing various assumptions necessary to estimate the magnitude of \u27green\u27 FDI
Vietnam Inbound M&A Activity: the Role of Government Policy and Regulatory Environment
With a robust recent history of reform and opening, joining of the World Trade Organization, and negotiating a myriad of regional and global trade agreements, Vietnam has emerged as a promising destination for foreign direct investment(FDI) and cross-border mergers and acquisitions (M&A). In this paper, we providean overview of Vietnam’s inbound mergers and acquisitions and review the twomain driving forces of inbound M&A, which are the legal framework reformprocess and the equitization of State-owned enterprises. Trade in the balance: reconciling trade and climate policy: report of the Working Group on Trade, Investment, and Climate Policy
This repository item contains a report published by the Working Group on Trade, Investment, and Climate Policy at The Frederick S. Pardee Center for the Study of the Longer-Range Future at Boston University, and the Global Economic Governance Initiative at Boston University.This report outlines the general tensions between the trade and investment regime and climate policy, and outlines a framework toward making trade and investment rules more climate friendly. Members of the working group have contributed short pieces addressing a range of issues related to the intersection of trade and climate policy. The first two are by natural scientists. Anthony Janetos discusses the need to address the effects of international trade on efforts to limit the increase in global annual temperature to no more than 2oC over preindustrial levels. James J. Corbett examines the failure of the Trans Pacific Partnership (TPP) and the Transatlantic Trade and Investment Partnership (TTIP) to adequately address the environmental implications of shipping and maritime transport. The next two pieces are by economists who examine economic aspects of the trade-climate linkage. Irene Monasterolo and Marco Raberto discuss the potential impacts of including fossil fuel subsidies reduction under the TTIP. Frank Ackerman explores the economic costs of efforts to promote convergence of regulatory standards between the United States and the European Union under the TTIP. The following two contributions are by legal scholars. Brooke Güven and Lise Johnson explore the potential for international investment treaties to redirect investment flows to support climate change mitigation and adaptation, particularly with regard to China and India. Matt Porterfield provides an overview of the ways in which both existing and proposed trade and investment agreements could have either “climate positive” or “climate negative” effects on mitigation policies. The final article is by Tao Hu, a former WTO trade and environment expert advisor for China and currently at the World Wildlife Fund, arguing that the definition of environmental goods and services’ under the WTO negotiations needs to be expanded to better incorporate climate change
Home Energy Consumption Feedback: A User Survey
Buildings account for a relevant fraction of the energy consumed by a country, up to 20-40% of the yearly energy consumption. If only electricity is considered, the fraction is even bigger, reaching around 73% of the total electricity consumption, equally divided into residential and commercial dwellings. Building and Home Automation have a potential to profoundly impact current and future buildings' energy efficiency by informing users about their current consumption patterns, by suggesting more efficient behaviors, and by pro-actively changing/modifying user actions for reducing the associated energy wastes. In this paper we investigate the capability of an automated home to automatically, and timely, inform users about energy consumption, by harvesting opinions of residential inhabitants on energy feedback interfaces. We report here the results of an on-line survey, involving nearly a thousand participants, about feedback mechanisms suggested by the research community, with the goal of understanding what feedback is felt by home inhabitants easier to understand, more likely to be used, and more effective in promoting behavior changes. Contextually, we also collect and distill users' attitude towards in-home energy displays and their preferred locations, gathering useful insights on user-driven design of more effective in-home energy display
Access to Elementary Education in India
This analytical review aims to explore trends in educational access and to delineate different groups which are vulnerable to exclusion from educational opportunities at the elementary stage. This review has drawn references from a series of analytical papers developed on different themes, including regional disparity in education, social equity and gender equity in education, the problem of drop out, education of the children of migrants, inequity in educational opportunities, health and nutrition, and governance of education, among others. The first and second sections of the paper present a brief review of the state of elementary education in India with particular focus on regional disparities and social inequities in provision. The third section delineates different zones of exclusion, highlighting the nature and magnitude of the problems of access, transition and equity. The fourth section captures the profiles of the varying groups of children and addresses the questions: ‘who is excluded from schooling?’ and ‘why are they excluded?’. In the final section, the paper makes an effort to identify gaps in our understanding which point to the need for further research and also identifies strategies that have had some success in addressing issues of access to elementary education in India
Trade in Environmental Goods, with Focus on Climate-Friendly Goods and Technologies
Paragraph 31(iii) of the Doha Ministerial Declaration mandates to the liberalization of environmental goods and services. This mandate offers a good opportunity to put climate-friendly goods and services on a fast track to liberalization. Agreement on this paragraph should represent one immediate contribution that the WTO can make to fight against climate change. This paper presents the key issues surrounding the liberalization of trade in climate-friendly goods and technologies in WTO environmental goods negotiations. It begins with discussing what products to liberalize and how. Given that WTO Members are divided by this key issue, the paper explores options to move current negotiations on the liberalization of trade in environmental goods and technologies forward, both within and outside the WTO. Recognizing that there is no one-size-fits-all strategy for tariff liberalization for all countries and for all environmental goods, the paper suggests the need for a high degree of flexibility to accommodate different situations and stakes in the liberalization of trade in environmental goods. Given that there are simply not enough environmental markets or these markets are weak in many developing countries, the paper emphasizes that creating markets for environmental goods in developing countries is far more important than just improving market-access conditions for associated goods, and discusses how to best serve the interests and concerns of developing countries.Environmental Goods and Services, Low-Carbon Goods and Technologies, Market Access, Doha Round, WTO, Renewable Energy Technologies
Building and Managing Facilities for Public Services
We model public-private partnerships in building and managing facilities for the provision of public services. In particular, we analyze both the desirability of bundling the building and management operations, and the optimal allocation of ownership between the public sector and private firms. When a positive externality exists across stages of production, bundling is always optimal; but unbundling tends to be preferred when the externality is negative. Whether public ownership is preferred to private ownership depends on the extent of the externality, the market value of the facility and the effect of the firms' investments on social benefits.
