The paper explains the evolution of e-Learning and related concepts and tools and its connection with other concepts such as Knowledge Management, Human Resources Management, Enterprise Resource Planning, and Information Technology. The paper also distinguished Learning Content Management Systems from Learning Management Systems and Content Management Systems used for general web-based content. The newest Learning Content Management System, very expensive and yet very little implemented is one of the best tools that helps us to cope with the realities of the 21st Century in what learning concerns. The debates over how beneficial one or another system is for an organization, can be driven by costs involved, efficiency envisaged, and availability of the product on the market.Knowledge Management (KM), Human Resources Management (HRM), Enterprise Resource Planning (ERP), e-Learning, Learning Management Systems (LMS), Content Management Systems (CMS), Learning Content Management Systems (LCMS), Information Technology (IT).

The use of information technology in the area of education plays a major part in today’s learning technology development. Many new revolutionary ways of learning have been invented, thanks to the progress of the information technology. One of them that catches the world’s attention is e-learning technology. The vast growing usage of e-learning has just begun recently, not only educational institutions that are using it, but many companies are also using it to provide trainings for their workforces. What concerns here is, why not e-learning usage be available to anyone in any part of the world where each user can interact an share their knowledge together, and how a social commuity multimedia e-learning can be developed as well as its effectivity in view of its concept within the framework of e-learning evolution

E-Learning and Teaching is a modern method of teaching and learning based on information technology. In particular, during the industrial revolution 4.0, information technology and digitization develop strongly and rapidly in all countries, which make the traditional teaching method lose the leading position in modern education. Because E-Learning and Teaching allows the maximum exploitation of its features and utility in online teaching and learning, reduces training costs, time and brings convenience for learners anytime and anywhere. Recognizing the importance of online teaching and learning trends in the industrial revolution 4.0, Ho Chi Minh City University of Technology and Education (HCMUTE) has applied and implemented the E-Learning and Teaching system on the basis of teaching management systems such as LMS/FHQLMS and Google Classroom. This article contributes to describing the current situation and difficulties in the implementation of E-Learning and Teaching, aiming to build an E-Learning and Teaching application on a large scale in HCMUTE in particular and Vietnam in general. The proportions of the technological development in the field of communications and information represent an irrefutable premise for significant changes in all the spheres of human life. Corroborated with the advance of the Internet recorded in the last decade, these changes form the perfect recipe for the emergence (ever since the '90s), functioning and development of flexible forms of labour at distance, using the technology of information and communication. Among the first domains where the impact of technology is very strong may be named education, marketing, advertising and commerce; the forms of manifestation are materialized in e-learning, cyber-marketing, online advertising and electronic commerce. But the simple use of technology does not automatically assure the success of the new forms of activity. These transformations of the traditional into digital, of the classic into virtual must be accompanied by the adequate support with respect to the quality of services, standards, platforms and the hardware and software technologies. If we are referring to the educational domain, we have to analyze the e-learning phenomenon or tele-education in its spectacular evolution in such a recent history. Quality represents a landmark of major importance in all the fields of modern society based on knowledge. From the perspective of tele-education, quality assurance must be focalized on three main directions: the quality of the actual educational process (class/course support, platform, technology, etc.); the quality of the instructor (professional training, qualification, specialization, pedagogic ability, teaching method, etc.); the quality of the person undergoing the course/class (training, knowledge thesaurus, involvement, accumulation wish, etc.). Also, like in any activity, quality standard reporting means an economic approach by quality costs. Theat means that the good product or quality services in e-learning are very strongly linked with educational multimedia production and good costs.quality, standards, e-learning, technology, cost

System Requirements Analysis for e-learning systems using grid

Until recent years network-based education and grid technologies were two distinct areas. But e-learning systems have been increasingly addressing learning resources sharing (text, images, video, on-line data, etc.) and reuse, interoperability and other more different modes of interactions. E-learning systems consist of complex activities and most of them have been designed based on client-server or peer to peer, and recently web services architecture. These systems have major drawback because of their limitations in scalability, availability, distribution of computing power and storage systems, as well as sharing information between users that contribute to these systems. In this context the use of grid technology reveals its utility and availability, as scalable, flexible coordinated and secure resource sharing among geographically distributed individuals or institutions, in the perspective of e-learning.networked-based, education, grid technologies, e-learning systems, resouce sharing, interoperability, standardisation.

This study examines factors that are perceived by university students to be critical for e-learning effectiveness. The study was a cross sectional study where respondents’ perceptions was measured at one point in time. 169 students around Tehran participated in this study. Correlation analyses were conducted to test the relationship between instructor characteristics, students characteristics and information technology and e-learning system effectiveness, whereas descriptive analysis was conducted to analyze demographic characteristics of participants. The results show that there was an association between instructor characteristics and e-learning effectiveness. The findings indicated that the role of instructor in e-learning is important in determining its success.Students’ characteristics such as students’ motivation to use e-learning technology and students’ computing competency have also found to be related with e-learning effectiveness. As compared with the instructor and students’ characteristics, technology quality in terms of access, navigation, interface and the reliability and effectiveness of technology infrastructure have the highest relation to e-learning effectiveness. In conclusion, the results from this study indicate that instructor characteristics, student characteristics and the technology have strong relationships with e-learning effectiveness
