E-Government Applications And Methodologies: Turkey on the E-Government Way
The recent changes in the technology, especially the use of Internet and the World Wide Web resulted in a new way of doing business for the governments. Governments worldwide face with the challenge of transformation and the need to reinvent government systems, which are based to deliver more efficient and cost effective services for the citizens. The developments and the studies in Information and Communication Technologies (ICT) resulted in E-Government projects and applications. This paper tries to analyze E-Government projects by analyzing their methodologies and strategies; and it is mainly based on the underlying key points in success stories. Also within this paper the reader will get information on E-Government projects in Turkey, successes and failures, IT vision of the administrations and the future plans.

Current state of e-services in Saudi Arabia: the case of intermediaries in facilitating government services in Madinah city
The government of Madinah has launched âKhdamatecâ electronic Offices (e-Offices) concept under their national electronic Government (e-Government) modernisation agenda to facilitate service delivery to citizens and seamless interaction to communicate their needs. By offering e-Offices around the government departments, Madinah government hopes to increase accessibility of e-Government services and make steps forward to electronic age, encourage Medina' citizens to participate and use e-Services and bridging digital divide. However, the empirical findings illustrate that the adoption and diffusion of the e-Office concept and e-Government in the wider context at a lethargic pace. E-Government: An e-reverse auction case study
This paper presents the findings from an exploratory in-depth case study with regard to e-
Reverse Auctions (eRAs) in the UK public sector. These findings highlight that eRAs can
improve procurement processes, realise cost savings and reduce delivery times. The research
also notes that eRAs can produce dis-benefits, including poor buyer and supplier relationships
and social implications. The paper elicits lessons learnt from the case study analysis. These

findings from three interpretive in-depth organisational
case studies that explore e-Government evaluation within
UK public sector settings. The paper elicits insights to
organisational and managerial aspects with the aim of
improving knowledge and understanding of e-
Government evaluation. The findings that are
extrapolated from the analysis of the three case studies
are classified and mapped onto a tentative e-Government
evaluation framework and presented in terms lessons

Electronic transformation of government in the U.K.: a research agenda
This paper presents the findings of an exploratory research project into future
e-Government (electronic Government) initiatives. The Virtual Institute for
Electronic Government Research (VIEGO) project aimed at identifying and
further developing the research agenda of e-Government based on a solid
practical ground. As such, the paper offers a novel methodology in identifying
the road map for future e-Government initiatives based on a series of
workshops organised around the U.K. hosting a mixture of stakeholders
involving both academics and parishioners. The analysis of the VIEGO
workshops depicted that an e-Government research agenda involves a
combination of social, technological and organisational issues at both
governmental and individual citizen level, ultimately driven by empirical
case-based experience and active participation in e-Government processes.
Unlike other propositions for the future of e-Government offered in the e-
Government literature, raised research questions not only originated from an
analysis of e-Government literature but also on the outcome of brainstorming,
reflections and contemplations throughout the duration of the project

Evaluating the transition of e-Government: A review of local authorities in England
The goal of e-Government is seen as a panacea for governmental authorities. The emerging needs of citizens, their inclusion and engagement in policy development, political and participatory processes have meant new perspectives on e-Government are required. This paper seeks to identify and evaluate the preparedness of 10 UK-based local authorities to transition from basic e-Government to a more sophisticated and integrated e-Government. A categorical assessment of e-Government characteristics is made and these authorities are ranked accordingly. Our findings reveal the majority of local authorities sampled had reached a high percentage of informational and transactional e-Government but few had reached the interactional level and none had achieved assimilation. This suggests that local authorities seem to have focused on basic e-Government services. There is a need now to forge ahead to integration and assimilation of e-Government in order to address the critical objectives of citizen inclusion and engagement, and alignment of institutional processes to provide an infrastructure for the transition to e-governance and e-knowledge

The role of trust in e-government adoption: A systematic literature review
Electronic government (e-government) is a concept that has been adopted in most countries for the
purposes of providing government services digitally, improving transparency between government and
citizens and enabling additional communication channels with the government. Although e-government
readiness in most countries is at a high level, adoption of e-government services is still considered
tentative. A critical review of the literature suggests that this may be linked to citizensâ trust in
government and e-government. As such, there is a need to investigate the role of trust in e-government
adoption. For this purpose, a systematic literature review was conducted in order to observe research
design, methodologies and approaches adopted in these studies as well as limitations identified and
recommendation for future studies. The findings highlight that quantitative techniques and survey
research methods appear to have been much preferred over other available alternatives such as qualitative
techniques and interview methods or mixed methods in studies relating to trust in e-government
adoption

E-government: A comparison of strategies in local authorities in the UK and Norway
In Europe almost all countries have implemented some form of e-government, not to mention the UK and Norway which are now both well into their sixth year of e-government implementation. These six years have seen various strategic plans formulated, implemented and also intermittently postponed in the two countries. Although time may result in the amplification of e-government experience for Norway and the UK, the postponement of implementation deadlines indicates that not only political and social issues, but also strategic and organisational issues need to be addressed when formulating plans for deploying e-government. Using empirical research this paper examines the strategies adopted by the UK and Norway in the context of aligning central and local government plans for implementing e-government services. While technical, political and social issues are considered as key areas to be addressed in any e-government exploitation plan; this paper examines how different perspectives on e-government definition, strategy, awareness and related organisational change influence implementation. The need to align central and local e-government plans, guidelines for local level implementation, user centred solutions, strong leadership and a common understanding of the definition of e-government are highlighted in the paper as some of the key components of good e-government implementation practice

E-Government evaluation factors: Citizenâs perspective
The e-government field is growing to a considerable size, both in its contents and position with respect to other research fields. The government to citizen segment of egovernment is taking the lead in terms of its importance and size. Like the evaluation of all other information systems initiatives, the evaluation of egovernments in both theory and practice has proved to be important but complex. The complexity of evaluation is mostly due to the multiple perspectives involved, the difficulties of quantifying benefits, and the social and technical context of use. The importance of e-government evaluation is due to the enormous investment of governments on delivering e-government services, and to the considerable pace of growing in the e-government field. However, despite the importance of the evaluation of e-government services, literature shows that e-government evaluation is still an immature area in terms of development and management. This work is part of a research effort that aims to develop a holistic evaluation framework for e-government systems. The main aim of this paper is to investigate the citizenâ perspective in evaluating e-government services, and present a set of evaluating factors that influence citizensâ utilization of e-government services. These evaluation factors can serve as part of an e-government evaluation framework. Moreover, the evaluation factors can also be used as means of providing valuable feedback for the planning of future egovernment initiatives
