    China’s Institutional Architecture: A New Institutional Economics and Organization Theory Perspective on the Links between Local Governance and Local Enterprises

    We start our exploration of China’s institutional change by asking what the China experience can tell us about institutional economics and organization theory. We point to under-researched areas such as the formation of firms and the interplay between firms and local politics. Our findings support the dynamic capability approach which concentrates on activities rather than on pre-defined groups and models institution building as a co-operative game between the local business community and local government agencies. We find that the analysis of firms has to set in before they are formed by entrepreneurs and networks and we identify political management as a core competence of these two groups. While this contradicts the conventional view of clientelism or principle agent relations as institutional building blocks, we don’t propose competing models. Instead, we suggest focusing on a dynamic process in which the role of players can change. Faced with the spontaneous emergence of institutions, our concept of institutional architecture captures the fact that the two models can co-exist side by side and that, once the dichotomy between formal and informal institutions is given up, there can be a transition from local patron-client relations to local business-state coordination.entrepreneurship;dynamic capabilities;networks;institutional change;diversity and convergence of institutions

    Managing Intellectual Property to Foster Agricultural Development

    Over the past decades, consideration of IPRs has become increasingly important in many areas of agricultural development, including foreign direct investment, technology transfer, trade, investment in innovation, access to genetic resources, and the protection of traditional knowledge. The widening role of IPRs in governing the ownership of—and access to—innovation, information, and knowledge makes them particularly critical in ensuring that developing countries benefit from the introduction of new technologies that could radically alter the welfare of the poor. Failing to improve IPR policies and practices to support the needs of developing countries will eliminate significant development opportunities. The discussion in this note moves away from policy prescriptions to focus on investments to improve how IPRs are used in practice in agricultural development. These investments must be seen as complementary to other investments in agricultural development. IPRs are woven into the context of innovation and R&D. They can enable entrepreneurship and allow the leveraging of private resources for resolving the problems of poverty. Conversely, IPRs issues can delay important scientific advancements, deter investment in products for the poor, and impose crippling transaction costs on organizations if the wrong tools are used or tools are badly applied. The central benefit of pursuing the investments outlined in this note is to build into the system a more robust capacity for strategic and flexible use of IPRs tailored to development goals

    Semantic discovery and reuse of business process patterns

    Patterns currently play an important role in modern information systems (IS) development and their use has mainly been restricted to the design and implementation phases of the development lifecycle. Given the increasing significance of business modelling in IS development, patterns have the potential of providing a viable solution for promoting reusability of recurrent generalized models in the very early stages of development. As a statement of research-in-progress this paper focuses on business process patterns and proposes an initial methodological framework for the discovery and reuse of business process patterns within the IS development lifecycle. The framework borrows ideas from the domain engineering literature and proposes the use of semantics to drive both the discovery of patterns as well as their reuse

    The ecological system of innovation: A new architectural framework for a functional evidence-based platform for science and innovation policy

    Models on innovation, for the most part, do not include a comprehensive and end-to-end view. Most innovation policy attention seems to be focused on the capacity to innovate and on input factors such as R&D investment, scientific institutions, human resources and capital. Such inputs frequently serve as proxies for innovativeness and are correlated with intermediate outputs such as patent counts and outcomes such as GDP per capita. While this kind of analysis is generally indicative of innovative behaviour, it is less useful in terms of discriminating causality and what drives successful strategy or public policy interventions. This situation has led to the developing of new frameworks for the innovation system led by National Science and Technology Policy Centres across the globe. These new models of innovation are variously referred to as the National Innovation Ecosystem. There is, however, a fundamental question that needs to be answered: what elements should an innovation policy include, and how should such policies be implemented?     Dynamics of High-Technology Firms in the Silicon Valley

    The pace of technological innovation since World War II is dramatically accelerating following the commercial exploitation of the Internet. Since the mid 90’s fiber optics capacity (infrastructure for transmission of information including voice and data) has incremented over one hundred times thanks to a new technology, dense wave division multiplexing, and Internet traffic has increased over 1.000 times. The dramatic advances in information technology provide excellent examples of the critical relevance of the knowledge in the development of competitive advantages. The Silicon Valley (SV) that about fifty years ago was an agricultural region became the center of dramatic technological and organizational transformations. In fact, most of the present high-tech companies did not exist twenty years ago. Venture capital contribution to the local economy is quite important not only due to the magnitude of the financial investment (venture investment in SV during 2000 surpassed 25.000 millions of dollars) but also because the extent and quality of networks (management teams, senior employees, customers, providers, etc.) that bring to emerging companies. How do new technologies develop? What is the role of private and public investment in the financing of R&D? Which are the most dynamical agents and how do they interact?     In order to press maximal cognitive benefit from their social, technological and informational environments, military coalitions need to understand how best to exploit available information assets as well as how best to organize their socially-distributed information processing activities. The International Technology Alliance (ITA) program is beginning to address the challenges associated with enhanced cognition in military coalition environments by integrating a variety of research and development efforts. In particular, research in one component of the ITA ('Project 4: Shared Understanding and Information Exploitation') is seeking to develop capabilities that enable military coalitions to better exploit and distribute networked information assets in the service of collective cognitive outcomes (e.g. improved decision-making). In this paper, we provide an overview of the various research activities in Project 4. We also show how these research activities complement one another in terms of supporting coalition-based collective cognition

    Innovation Systems, Radical Transformation, Step-by-Step: India in Light of China

    The paper introduces a reform trajectory we call ?revolutionary incrementalism? in which partial and incremental measures add up to profound transformation. Recent advances in economic theory demonstrate that growth is not hard to start: it almost starts itself, somewhere, sometimes. But keeping it going is not easy: doing so requires attention to the context of growth binding constraints and situation-specific ways to resolve them. The same goes for institutions: it is almost always possible to find some that are working. The issue is using the ones that work to improve those that don?t. The thrust of the proposal is to rely on variation within existing institutions as the ?Archimedean lever? with which to leverage reform and change. India?s public sector record for implementing and coordinating innovation efforts can be notoriously fragmented and inefficient but there are some parts that perform better than others, and there are recognized pockets of excellence virtually within every ministry or public sector organization. The same internal diversity is even more visible in the private sector.
