    Planning for Density in a Driverless World

    Automobile-centered, low-density development was the defining feature of population growth in the United States for decades. This development pattern displaced wildlife, destroyed habitat, and contributed to a national loss of biodiversity. It also meant, eventually, that commutes and air quality worsened, a sense of local character was lost in many places, and the negative consequences of sprawl impacted an increasing percentage of the population. Those impacts led to something of a shift in the national attitude toward sprawl. More people than ever are fluent in concepts of “smart growth,” “new urbanism,” and “green building,” and with these tools and others, municipalities across the country are working to redevelop a central core, rethink failing transit systems, and promote pockets of density. Changing technology may disrupt this trend. Self-driving vehicles are expected to be widespread within the next several decades. Those vehicles will likely reduce congestion, air pollution, and deaths, and free up huge amounts of productive time in the car. These benefits may also eliminate much of the conventional motivation and rationale behind sprawl reduction. As the time-cost of driving falls, driverless cars have the potential to incentivize human development of land that, by virtue of its distance from settled metropolitan areas, had been previously untouched. From the broader ecological perspective, each human surge into undeveloped land results in habitat destruction and fragmentation, and additional loss of biological diversity. New automobile technology may therefore usher in better air quality, increased safety, and a significant threat to ecosystem health. Our urban and suburban environments have been molded for centuries to the needs of various forms of transportation. The same result appears likely to occur in response to autonomous vehicles, if proactive steps are not taken to address their likely impacts. Currently, little planning is being done to prepare for driverless technology. Actors at multiple levels, however, have tools at their disposal to help ensure that new technology does not come at the expense of the nation’s remaining natural habitats. This Article advocates for a shift in paradigm from policies that are merely anti-car to those that are pro-density, and provides suggestions for both cities and suburban areas for how harness the positive aspects of driverless cars while trying to stem the negative.     Leveraging Wireless Broadband to Improve Police Land Mobile Radio Programming: Estimating the Resource Impact

    Despite rapid growth in criminological studies of police technology, examinations of police land mobile radios are absent in the literature. This is troubling given the central role mobile radios serve in police operations and their significant management costs. The present study seeks to fill this gap by introducing the functionality of wireless broadband radio programming. Current practice requires a police officer to physically drive to a radio programming location to manage their mobile radio. Wireless programming remedies this burdensome reality, thereby saving officer time and cost. Geospatial analyses are used to estimate distance saved associated with wireless programming. We then conduct a number of calculations to determine time and cost savings related to the observed differences between existing and wireless radio programming within the context of the North Carolina State Highway Patrol. Results suggest wireless radio programming can save significant personnel and financial resources. Implications are discussed

    What Do Americans Think About Federal Transportation Tax Options? Results From a National Survey MTI Report 09-18

    This report summarizes the results of a national random-digit-dial public opinion poll that asked 1,545 respondents if they would support various tax options for raising federal transportation revenues. The eight specific tax options tested were variations on raising the federal gas tax rate, creating a new mileage tax, and creating a new national sales tax. In addition, the survey collected standard socio-demographic data and some travel behavior data and asked a few attitudinal questions related to the quality of the transportation system and respondents´ priorities for government spending on transportation. These questions were used to assess support levels for the tax options among different population subgroups. None of the tax options achieved majority support, but three did fairly well, with support levels around 40%. These were a 0.5¢ sales tax (43% support), a 10¢ gas tax increase with revenue to be dedicated to projects that would reduce the transportation system´s impact on global warming (42% support), and a 10¢ gas tax increase spread over five years (39% support). The report also compares public support for alternative versions of the mileage and gas taxes. The base cases tested against alternatives were a flat-rate mileage tax of 1¢ per mile and a 10¢ gas tax with no additional information given about the tax. All variants of these base cases increased support levels, in most cases significantly. Varying the mileage tax by the vehicle´s pollution level increased support by 12 percentage points. For the gas tax, all four alternatives to the base case received higher support. Most notably, spreading the gas tax increase over five years increased support by 16 percentage points, and linking the increase to global warming reduction increased support by a full 19 percentage points

    This report summarizes the results of the ninth year of a national random-digit-dial public opinion survey asking 1,201 respondents if they would support various tax options for raising federal transportation revenues. The ten specific tax options tested were seven variations on raising the federal gas tax rate, two variations on a new mileage tax, and creating a new federal sales tax. In addition, the survey collected data on standard sociodemographic factors, travel behavior (annual miles driven and vehicle fuel efficiency), respondents’ views on the quality of their local transportation system, and their priorities for government spending on transportation in their state. All of this information is used to assess support levels for the tax options among different population subgroups. The survey results show that a majority of Americans would support higher taxes for transportation – under certain conditions. For example, 72% of respondents supported a gas tax increase of 10¢ per gallon to improve road maintenance, whereas support dropped to just 34% if the revenues were to be used more generally to maintain and improve the transportation system. For tax options where the revenues were to be spent for undefined transportation purposes, support levels varied considerably by what kind of tax would be imposed, with a sales tax much more popular than either a gas tax increase or a new mileage tax

    Assessing Government Efforts to (Re)Build Trust in Government: Challenges and Lessons Learned from Japanese Experiences

    The decline of trust in government has been a critical issue in many parts of the world. Various surveys have indicated that the public cast suspicious eyes on their government and become less trustful of performance of their public sector. The OECD labels trust in government as a fundamental element of the democratic “contract”, while its decline may have significant impacts on government activities. Likewise, the UN also refers to trust as the foundation for good governance; therefore, improving trust would help strengthen sound governance in any polity. As these examples demonstrate, trust in government has increasingly become a central concern for government reformers.In Japan, for a long time, bureaucrats have been perceived to be trustful social agents and they have enjoyed more confidence than those of party members. However, a series of scandals involving high-ranking bureaucrats, in addition to several policy failures and severe financial difficulties, have deteriorated the trustful image of Japanese public officials. Confronted with the problem, both central and local governments in Japan have attempted to improve their public perceptions and tried to rebuild trust in government by resorting to various types of administrative reform. However, the identification of reasons for the decline of public trust in government appear an awesome task and hard to come. While some of the reforms could have contributed rebuilding trust, others have further eroded the level of government confidence.Against these backgrounds, the paper aims to show the current level of trust in government, specifically in Japan. It tries to assess government efforts of rebuilding trust by discussing different government reforms at both the central and the local levels

    Improving Traffic Safety Culture in Iowa, 2011

    Vehicle crashes rank among the leading causes of death in the United States. In 2006, the AAA Foundation for Traffic Safety “made a long- term commitment to address the safety culture of the United States, as it relates to traffic safety, by launching a sustained research and educational outreach initiative.” An initiative to produce a culture of safety in Iowa includes the Iowa Comprehensive Highway Safety Plan (CHSP). The Iowa CHSP “engages diverse safety stakeholders and charts the course for the state, bringing to bear sound science and the power of shared community values to change the culture and achieve a standard of safer travel for our citizens.” Despite the state’s ongoing efforts toward highway safety, an average of 445 deaths and thousands of injuries occur on Iowa’s public roads each year. As such, a need exists to revisit the concept of safety culture from a diverse, multi-disciplinary perspective in an effort to improve traffic safety. This study summarizes the best practices and effective laws in improving safety culture in the United States and abroad. Additionally, this study solicited the opinions of experts in public health, education, law enforcement, public policy, social psychology, safety advocacy, and traffic safety engineering in a bid to assess the traffic safety culture initiatives in Iowa. Recommendations for improving traffic safety culture are offered in line with the top five Iowa CHSP safety policy strategies, which are young drivers, occupant protection, motorcycle safety, traffic safety enforcement and traffic safety improvement program, as well as the eight safety program strategies outlined in the CHSP. As a result of this study, eleven high-level goals were developed, each with specific actions to support its success. The goals are: improve emergency medical services response, toughen law enforcement and prosecution, increase safety belt use, reduce speeding-related crashes, reduce alcohol-related crashes, improve commercial vehicle safety, improve motorcycle safety, improve young driver education, improve older driver safety, strengthen teenage licensing process, and reduce distracted driving

    Bridging the gap between police and citizens: what we know, what we've done, and what can be done

    Master's Project (M.A.) University of Alaska Fairbanks, 2017There is a long history of distrust between police and citizens and there have been no meaningful and sustained steps to correct this situation. Death and injuries are sustained by citizens and police, but still there has not been a real attempt to prevent this occurring because there is no trust between police and citizens and this lack of trust has created a rift or gap between police and citizens and this projects aim is to address the gap. Research into what causing damage and finding a way to repair the damaged relationship between police and citizens by way of finding approaches that tend to lead to trust between groups of people. Communication, a better ethics base for police, training and education, restorative justice, media, and the studying of social theories will help find a way to repair the damage. A collaboration of all of the aforementioned categories will tend to help bridge the gap between police and citizens. It is believed that by addressing the issues and the roots of the problems between police and citizens, a new relationship built on trust will emerge. By having a more trusting relationship there will be less harm caused to police and citizens
