    The Onondaga Citizens League studied the issues of refugee resettlement in Central New York. The purposes of the study were to first develop a clearer picture and understanding of the refugee dynamic in Onondaga County -- the needs, the service continuum and the opportunities new refugee populations offe and then to recommend programming and policies to help it be a more welcoming community. The lessons learned crossed sectors from literacy to public safety, and offer information both in process and potential.The community has a long history of welcoming people from around the world and has seen an increase in New Americans in the last four to five years, as global unrest has grown. The higher numbers, coinciding as they did with an economic downturn that hurt all residents of the community, made the refugee presence more noticeable and for some, more problematic. Underlying the study was an unspoken question -- does Onondaga County have the resources and the willingness to welcome this population in a way that helps them without negatively affecting others with human service needs? The actions recommended might be targeted towards helping this new population, but were built on the premise that by helping them, Onondaga County (and other communities) help themselves

    Empowering vulnerable people with serious games and gamification

    Although many people will associate games with entertainment and leisure, games can also aim more serious purposes, such as training or education. Games with such goals are called serious games. In addition, gamification means that a (serious) task is enhanced with game elements. Examples of serious games and gamification can be seen in many aspects of daily life. Loyalty programs of stores, educational games in schools, fitness wearables and their gamified applications, rehabilitation games, and so on. In this dissertation, the focus is on a specific domain in which serious games and gamification can create societal benefit, namely by using them to empower vulnerable target groups. In the first part of this dissertation, a literature review is performed to understand the domain of serious games and gamification for vulnerable target groups. Based on this review, research gaps can be identified. Moreover, the review resulted in a taxonomy that is used throughout the dissertation to classify different games and applications. In the following parts of the dissertation, projects addressing two different target groups and in total three vulnerabilities are discussed. The first target group is older adults, who are vulnerable in different ways. In this dissertation, safety risks for doorstep scams and health risks through malnutrition are addressed. The first vulnerability is addressed by a serious game using interactive scenarios of doorstep scams. A diet tracking system that was used to support participants in a diet trial addressed the latter vulnerability. The second target group is young adults, which is an age group with a vulnerable mental well-being. The last part of this dissertation aims to study how gamification can be used to enhance self-compassion among young adults via an online 6-weeks training program, to increase their resilience in the face of mental well-being difficulties. Artificial Intelligence (AI) technologies can be used to personalize and adapt the experience of a game to users. Tone of voice analysis was used to influence the progression in scenarios of the serious game about doorstep scams, and it gave players the possibility to assess the assertiveness of their voice. Machine learning algorithms were used to create personalized meal recommendations that can be used to improve the user experience of the diet tracking system for older adults. These algorithms base their recommendations on information about the historical intake of users to suggest meals and to additional items during meal editing. This makes the process of registering a meal less time-consuming. Sentiment analysis is used to adapt responses of the system in an exercise from the self-compassion training program. In addition, a topic detection algorithm was designed to assign one topic from a predefined set of topics to a note by a user of the training program. With this information, users can choose different types of situations to use in the exercises: frequently or rarely discussed topics. Aside from those techniques, knowledge representation is used in all projects, which is important for serious games/gamified applications since they are often based on expert and/or domain knowledge. This dissertation contributes to understanding the domain of serious games and gamification to empower vulnerable groups. The work also contributes to the research on the development of applications within that domain. On top of that, it contributes to understanding how AI techniques can be used to offer (personalized) features that enrich serious games or gamified applications. Finally, for each of the project centered parts, the results that are found in those parts contribute to the research in those specific fields

    IMPLEMENTATION AND PROBLEMS ENCOUNTERED ON THE GUN CONTROL POLICIES BY PNP REGIONAL OFFICE TOWARDS ITS ENHANCEMENT

    According to statistics, there is an increasing gun-related deaths, violence and trafficking of small arms are emergent consequents of failure towards gun regulation and irresponsible gun ownership worldwide. Thus, this study was conducted to examine the implementation of the Gun Control Policy in Caraga Region focusing on the aspect of enforcement and monitoring. Also, the study aimed to investigate the problems encountered in the implementation of the gun control policy in enforcement and monitoring with the gun owners/operators and PNP personnel as respondents. This study was conducted using the descriptive correlational research design. The study revealed the following findings: Majority of the Gun Operator/Owner respondents are college level, employed to private institutions who owned 1 to 2 guns, license for 1-5 years, mostly under type-1 category. For the PNP Personnel respondents, most of them are purely Baccalaureate holders who served the organization for 6-10 years and have 5 to 10 years’ experience as licensing officers. In terms of the enforcement and monitoring of the gun control policies, the respondents basically rated it as Highly Implemented. On the test of significance, there was a significant difference on the assessment of the respondents in gun control policy monitoring but showed to have no significant difference on the respondent’s assessment in enforcement. Both Gun owners and PNP respondents considered the problems encountered in enforcement and monitoring as highly prevalent problems. On the test of significance, there was no significant difference in the assessment of the respondents for both enforcement and monitoring of Gun Control policies. On the test of significant relationship, there was a significant relationship on the Gun control policies enforcement and monitoring with its problems encountered. It can be concluded that the Gun Control policies were fairly implemented by the government despite the challenges like the problems encountered in its enforcement and monitoring. The problems encountered in enforcement and monitoring were highly prevalent thus it needs serious actions by the PNP organization. It can further be concluded that there is a correlation between the Gun control policies and its problems encountered. Thus, the PNP must conduct series of orientation and forum among the gun owners / operators to strengthen the implementation of the gun control policies, must adopt technology in a form of online app design to hasten the documentation and tracing of expired gun licenses, create more information campaign to prevent gun violence in the future maximizing various platforms, must create “hotline” call center as support mechanism in monitoring unregistered and lost firearms and create online gun licensing system

    Exploring the Challenges of Forensic Technology in Responding to Identity Document Theft in Polokwane Policing Area, South Africa

    This study explores the challenges of forensic technology in responding to Identity Document (ID) theft as an approach used by the South African Police Service (SAPS) in the Polokwane policing area. This study further evaluates the availability of technological and conventional resources to respond to this scourge, as well as the capabilities of the SAPS to utilise the available [lack of forensic technology] resources to respond best to ID theft. This was done by analysing preventative measures, associated with these challenges, as faced by SAPS and other relevant stakeholders on responding to this crime in the Polokwane Central Business District (CBD), Bendor Park, and Flora Park, coupled with the number of stores situated in the business sectors of these selected areas. For this study, the researchers adopted a quantitative research approach with 90 respondents in the identified areas. This study established that the secretive nature of ID theft makes it difficult for the relevant stakeholders (Not limited to the local SAPS, Businesses, and Public members as presented by this study) to effectively respond to this scourge. Negatively, the forefront gatekeepers to respond to this crime are mainly SAPS Constables with less training to investigates ID theft properly. Thus, find themselves being more reactive than proactive, which contributes to the difficulty of locating potential perpetrators in the process of conventional investigations applications. Furthermore, ID thieves utilise advanced technological resources (I.e. Computer hacking software), as opposed to SAPS which does not have systems nor capacity to effectively respond to this crime. The limited resources at the disposal of SAPS also renders its effort in responding to this crime inadequate. For recommendations; significant emphases should be directed on the promotion of public awareness through public education for the use of forensic technology as an investigative and identification tool of responding to ID theft. The intensive training of SAPS officials and inter-governmental corroboration between SAPS, Department of Home Affairs (DHA), and other relevant stakeholders in understanding this technology are highly advised
