Policies and Programs Affecting the Employment of People with Disabilities - Policy Brief

The purpose of this brief is to summarize the wide range of federal programs and government policies that influence the employment and program participation decisions of people with disabilities and current research initiatives related to these programs and policies. The brief is organized by the following types of programs, policies, and initiatives: • federal programs that provide cash assistance, in-kind transfers (e.g., health insurance) and education, training, and rehabilitation support based on disability status and/or other characteristics (e.g., family structure); • federal tax policies that provide credits either directly to individuals with disabilities or to employers as an incentive to hire a person with a disability; • other employment-related programs and public policies that provide accommodation support and work incentives for people with disabilities; • recent policy changes that affect people with disabilities; and • some of the current research initiatives related to federal programs, tax policies, other employment programs and policies, and recent policy changes. We conclude with a summary of our program, policy, and research scan. The Economics of Policies and Programs Affecting the Employment of People with Disabilities

Over the last several decades, there has been a movement toward the inclusion of people with disabilities in mainstream social institutions. The 1990 Americans with Disabilities Act (ADA), which supports the full participation of people with disabilities in society and mainstream institutions, illustrates the shift in attitudes toward people with disabilities. Rather than being perceived as having a social or medical problem, individuals with disabilities are increasingly viewed as people with challenges that can be solved if appropriate policies and supports are available for addressing them

Washington Pension System Review

The purpose of this study is to analyze the incidence of Total Permanent Disability (TPD)pensions in Washington State's workers' compensation program. Concerns exist at both thelegislature and in the Department of Labor and Industries as there appears to have been a sharp upturn in the number of pensions awarded since late in the 1990s. This report examines the factors that may be causally related to any upsurge in such awards. Our task is to evaluate pension incidence for both the state fund and the self-insured populations, with a view towards identifying causes of the trend in both sectors, although we concentrate more on the state fund Cclaims due to data limitations

Virtual reality tourism : the new frontier or the end of the journey?

Prior to the COVID-19 outbreak, the tourism industry was a mega-industry. Although virtual reality (VR) is a relatively new development in tourism, due to COVID-19 it has literally transformed and improved the industry, particularly in the fields of marketing, sustainability and virtual worlds. VR is held to provide tourists with the “ultimate” tourist experience. The reason is that tourists no longer have to experience any of the negative aspects associated with conventional tourism. Despite the benefits and popularity of VR, a key question arises: will VR be the end of conventional tourism or can it be considered as a new tourism frontier? Therefore, the main purpose of the study is to address this question by focusing on the role of VR in tourism, especially in the context of South Africa. In addition, the study provides a detailed background of VR in general and in terms of tourism; types of VR tourism; the benefits and drawbacks of VR in tourism; and finally, the study compares conventional tourism models with VR in order to highlight the similarities. It concludes that VR does not in essence substitute conventional tourism, but rather it can be considered as a tourism niche in its own right, even if only as a futuristic prospect. State TANF Policy and Services to People With Disabilities

The intent of this study is to identify state policies and procedures that are designed to ensurethat people with disabilities and/or parents with children with disabilities are provided theopportunity to participate in state TANF programs. The intent is not to present "best practices," with quantifiable and measurable outcomes. Many state TANF programs are still in their early stages, with new programs being developed and outcomes still uncertain. The intent is to present an in-depth "snapshot" of what is occurring right now at the state level in terms of services and programs designed to assist TANF recipients with disabilities. Are states developing programs and policies specifically targeted toward people with disabilities? Are people with disabilities being served on an individual basis as part of the overall TANF population? Are states developing innovative strategies that particularly benefit TANF recipients with disabilities and, if so, what are they? By identifying these strategies, this report may assist other states in their policy development process in support of people with disabilities and parents with children of disabilities

The use of the Nintendo Wii in motor rehabilitation for virtual reality interventions:a literature review

Several review articles have been published on the use of Virtual Reality (VR) in motor rehabilitation. The majority of these focus on the effectiveness of VR on improving motor function using relatively expensive commercial tools and technologies including robotics, cybergloves, cybergrasps, joysticks, force sensors and motion capture systems. However, we present the case in this chapter that game sensors and VR technologies which can be customized and reconfigured, such as the Nintendo Wii, provide an alternative and affordable VR intervention for rehabilitation. While the performance of many of the Wii based interventions in motor rehabilitation are currently the focus of investigation by researchers, an extensive and holistic discussion on this subject does not yet exist. As such, the purpose of this chapter is to provide readers with an understanding of the advantages and limitations of the Nintendo Wii game sensor device (and its associated accessories) for motor rehabilitation and in addition, to outline the potential for incorporating these into clinical interventions for the benefit of patients and therapists

Tax Structure and Government Behavior: Implications for Tax Policy

Changes in tax policy can affect all aspects of the economy. Not only do firms and individuals change behavior, creating efficiency costs, but government expenditure choices can also change. Unless these expenditure choices had been optimal' previously, changes in response to a tax reform affect welfare and should be taken into account when designing tax policy. This paper develops a specific model of government behavior and then explores the implications of government, as well as private, behavioral responses for tax policy. In particular, we assume that government officials favor expenditure (or regulatory) choices that increase the government's budget. As a result, higher tax rates on a particular activity encourage government behavior that aids the growth of this activity. This response enables tax policy to redirect government activity in desirable directions, but it also makes Pigovian taxes on negative externalities less effective.

National Autism Indicators Report: Vocational Rehabilitation 2016

Employment is about more than simply earning a paycheck - it influences quality of life, independence, and wellness. Historically, employment outcomes for adults with autism are poor. The U.S. Vocational Rehabilitation system (VR) is designed to provide support to states for implementation of services to assist people with disabilities to prepare for, find, and keep employment. VR data allow us to examine some outcomes for those with autism compared to their peers.To make a difference, research must reach those who need it. The National Autism Indicators Report series presents our research findings in a clearly communicated, open-access, online format to speed the delivery of information to decision-makers while maintaining very high standards of scientific credibility
