Lobbying, Corruption and Other Banes
Although the theoretical literature often uses lobbying and corruption synonymously, the empirical literature associates lobbying with the preferred mean for exerting influence in developed countries and corruption with the preferred one in developing countries. This paper challenges these views. Based on whether influence is sought with rulemakers or rule-enforcers, we develop a conceptual framework that highlights how political institutions are instrumental in defining the choice between bribing and lobbying. We test our predictions using survey data for about 6000 firms in 26 countries. Our results suggest that (a) lobbying and corruption are fundamentally different, (b) political institutions play a major role in explaining whether firms choose bribing or lobbying, (c) lobbying is more effective than corruption as an instrument for political influence, and (d) lobbying is more powerful than corruption as an explanatory factor for enterprise growth, even in poorer, often perceived as highly corrupt, less developed countries.http://deepblue.lib.umich.edu/bitstream/2027.42/64386/1/wp930.pd
Latin America 2060: consolidation or crisis?
This repository item contains a single issue of the Pardee Center Task Force Reports, a publication series that began publishing in 2009 by the Boston University Frederick S. Pardee Center for the Study of the Longer-Range Future.Latin America has produced vigorous ideas throughout its history, expressed in narratives about its struggles and successes, or its weaknesses and failures. Together, these have shaped a multi-faceted vision of the region and its peoples. Some of its expositors, finding the story to be neither complete nor precise, work toward reformulations, some quite radical. Such generation of knowledge in different fields seems destined to yield a variety of distinct outcomes, at least in part because some of the emerging social and cultural movements are not yet very well structured. This Task Force Report project seeks to harness ideas about the regionâs future into a coherent and policy useful discourse.
A Workshop and a Task Force meeting was held at Boston University on November 18-19, 2010. A select group of invited experts â a mix of academic scholars and practitioners â were asked to turn their ideas into short âThink Piecesâ essays. Each Think Piece focuses on a specific topical issue for the region as a whole, instead of looking only at particular countries. These Think Piece essays are compiled and edited by the Task Force coordinator and published by the Pardee Center as a Task Force Report
Has assistance from USAID been successful in promoting and sustaining democracy? Evidence from the transition economies of Eastern Europe and Eurasia
Foreign aid, especially official development assistance (ODA), has received increasing criticism in past decades. In particular, it has been put into question if and to what extent aid can help foster the aims for which it has been paid. In most cases, it seems that there is no discernable effect or even a negative effect of ODA on economic development. One reason for aid ineffectiveness may be seen in a lack of good governance on the side of the recipients. It has been argued that aid should concentrate more on creating better institutions. In the past 20 years, democracy promotion has become a pillar of USAID's mission and the funding for democracy and governance has steadily increased. The transition economies in particular have received special attention upon the fall of the Soviet Union. We assess the success of this aid by testing whether US aid is enhancing democracy in 26 transition countries. Using Freedom House Nations in Transit data, we find that in simple linear panel regressions aid has generally not been a significant factor in a country's overall democracy score. However, aid has significantly contributed to certain components of the democracy score, namely civil society, electoral process, judicial framework, and media independence. In addition, the impact of aid is found to depend on the number of years of past central planning. Countries having a history of less than 50 years of central planning had a significantly negative association to aid, whereas countries with more than 65 years of central planning benefited from greater aid.ODA, transition economies, democracy

[Excerpt] President Barack Obamaâs Administration has sought to build upon the deepened U.S. engagement with India begun by President Bill Clinton in 2000 and expanded upon during much of the past decade under President G.W. Bush. This âU.S.-India 3.0â diplomacy was most recently on display in July 2011, when the second U.S.-India Strategic Dialogue session saw a large delegation of senior U.S. officials visit New Delhi to discuss a broad range of global and bilateral issues. Many analysts view the U.S.-India relationship as being among the worldâs most important in coming decades and see potentially large benefits to be accrued through engagement on many convergent interests. Bilateral initiatives are underway in all areas, although independent analysts in both countries worry that the partnership has lost momentum in recent years. Outstanding areas of bilateral friction include obstacles to bilateral trade and investment, including in the high-technology sector; outsourcing; the status of conflict in Afghanistan; climate change; and stalled efforts to initiate civil nuclear cooperation.
India is the worldâs most populous democracy and remains firmly committed to representative government and rule of law. Its left-leaning Congress Party-led ruling national coalition has been in power for more than seven years under the leadership of Prime Minister Manmohan Singh, an Oxford-trained economist. New Delhiâs engagement with regional and other states is extensive and reflects its rising geopolitical status. The national economy has been growing rapidlyâIndiaâs is projected to be the worldâs third-largest economy in the foreseeable futureâyet poor infrastructure, booming energy demand, and restrictive trade and investment practices are seen to hamper full economic potential. Despite the growth of a large urban middle-class, Indiaâs remains a largely rural and agriculture-based society, and is home to some 500-600 million people living in poverty.
