    Brownfields Redevelopment in Wisconsin: A Survey of the Field

    As the third paper in our three-part series on Wisconsin brownfields, this paper reports the results of a survey on the objectives of brownfields redevelopment, constraints to the redevelopment, the role of the state’s Department of Natural Resources (DNR), and institutional controls. The 260 survey respondents include elected officials, staff from economic development and planning agencies, attorneys, private sector representatives, and professionals at nonprofit organizations. We find that: 1) respondents value both economic and environmental gains associated with brownfields redevelopment; 2) the high costs of cleanup are the principal barrier to brownfields redevelopment; 3) no single factor stands out as constraining DNR’s ability to oversee cleanups; 4) owners are more likely to be aware of institutional controls implemented through deed restrictions than through an electronic registry; and 5) attitudes regarding changes in DNR behavior along dimensions of flexibility, fairness, knowledge, and willingness to negotiate are more rather than less positive.Brownfields, contamination, hazardous waste, regulatory reform

    Applications of remote sensing to estuarine management

    Projects for sewage outfall siting for pollution control in the lower Chesapeake Bay wetlands are reported. A dye-buoy/photogrammetry and remote sensing technique was employed to gather circulation data used in outfall siting. This technique is greatly favored over alternate methods because it is inexpensive, produces results quickly, and reveals Lagrangian current paths which are preferred in making siting decisions. Wetlands data were obtained by interpretation of color and color infrared photographic imagery from several altitudes. Historical sequences of photographs are shown that were used to document wetlands changes. Sequential infrared photography of inlet basins was employed to determine tidal prisms, which were input to mathematical models to be used by state agencies in pollution control. A direct and crucial link between remote sensing and management decisions was demonstrated in the various projects

    The study developed requirements, designed, developed, checked out and demonstrated the Procedures Generation Program (PGP). The PGP is a digital computer program which provides a computerized means of developing flight crew procedures based on crew action in the shuttle procedures simulator. In addition, it provides a real time display of procedures, difference procedures, performance data and performance evaluation data. Reconstruction of displays is possible post-run. Data may be copied, stored on magnetic tape and transferred to the document processor for editing and documentation distribution

    Towards Other Planetary Systems (TOPS): A technology needs identification workshop

    The workshop identified a strong commonality between the technology needs for NASA's TOPS program and the technology needs that were identified for NASA's astrophysics program through its Astrotech 21 survey. The workshop encourages NASA to have the Solar System Exploration and Astrophysics Div. work cooperatively to share in technology studies that are common to both programs, rather than to conduct independent studies. It was also clear, however, that there are technology needs specific to TOPS, and these should be pursued by the Solar System Exploration Div. There are two technology areas that appear to be particularly critical to realizing the ultimate performance that is being sought under the TOPS program, these areas are metrology and optics. The former is critical in calibration and verification of instrument performance, while the latter is needed to provide optical systems of sufficient quality to conduct a search for and characterization of other planetary systems at the more extreme levels of performance identified in TOPS program

    IECM calibration and data reduction requirements

    The induced environment contamination monitor (IECM) tape recorder format, as it relates to the ouput of meaningful data from the IECM instrument, is explained. Eight-bit words (or bytes) generate numbers that represent voltage levels of electronic detection probes for each experiment. This information is amalgamated by the IECM Data Acquisition and Control System (DACS). In some cases bits represent certain status situations concerning an experiment, such as whether a valve is opened or closed. Voltages are transformed into meaningful physical phenomena through equations of calibration. Data formats and plots are generated as requested for each IECM experimenter

    Groundwater Strategy for Hanford: A Contrast in Citizens’ Vision and Goals With USDOE’s and its Partner Tri-Party Agreement Agencies\u27 Vision and Goals

    This report consists of in-depth a detailed statement and description concerning the following injustices: USDOE was allowed to delay construction of the massive plants needed to vitrify (turn into glass) Hanford’s deadly High-Level Nuclear Wastes, stored in 178 massive tanks, of which 68 have leaked over a million gallons of waste. Those leaks, and future leaks, are a major part of the concern over Hanford’s groundwater and the threat it poses to the Columbia River. In exchange for delaying vitrification, USDOE agreed to new Hanford Clean-Up Agreement milestones for cleanup of the Columbia River Corridor. Hanford’s top managers stated that they were committed to achieving the goal of unrestricted public use of the Columbia River corridor by 2011. This, however, is a promise that has been forgotten and broken – like the treaty rights of the Yakama, Umatilla and Nez Perce Nations. All three tribes have guaranteed rights to live along the River, and fish at usual and accustomed fishing places, under the Treaties of 1855. Exposure to contamination from the soil and groundwater makes the exercise of these Treaty rights impossible today. Nor is there any hope under the national “strategy” and “goals” adopted by the Bush Administration’s Department of Energy that the Hanford Reach National Monument will be safe for public and Tribal use by 2018, much less 2011. (“A Review of the Department of Energy’s Environmental Management Program”, February, 2002; and, implementation plans in the Hanford Performance Management Plan, “approved” by the Assistant Secretary of Energy for Environmental management, August, 2002). USDOE unilaterally changed the goal for soil cleanup along the Reach from 2011 to 2012, calling this an “accelerated cleanup plan” (or, “Hanford 2012 Plan”). USDOE left out of its “2012 plan” any goal or strategy for cleaning up the groundwater along the Hanford Reach. Rather, the USDOE’s national goals and strategies, and Hanford specific plans call for: • allowing the contaminated groundwater to spread from the Hanford Central Plateau’s “200 Areas” (200 East and 200 West, where Plutonium and Uranium extraction occurred, and where the High-Level Waste tanks are located); • changing the “points of compliance” from the edge of waste dumps and contaminated soil sites to the River shore1 ; and, • using “natural attenuation” with monitoring to allow the contamination levels to grow before they eventually get diluted or the radionuclides decay over hundreds or thousands of years. This research was completed money allocated during Round 3 of the Citizens’ Monitoring and Technical Assessment Fund (MTA Fund). Clark University was named conservator of these works.     Marine Debris Survey Manual

    Over the last several years, concern has increased about the amount of man-made materials lost or discarded at sea and the potential impacts to the environment. The scope of the problem depends on the amounts and types of debris. One problem in making a regional comparison of debris is the lack of a standard methodology. The objective of this manual is to discuss designs and methodologies for assessment studies of marine debris. This manual has been written for managers, researchers, and others who are just entering this area of study and who seek guidance in designing marine debris surveys. Active researchers will be able to use this manual along with applicable references herein as a source for design improvement. To this end, the authors have synthesized their work and reviewed survey techniques that have been used in the past for assessing marine debris, such as sighting surveys, beach surveys, and trawl surveys, and have considered new methods (e.g., aerial photography). All techniques have been put into a general survey planning framework to assist in developing different marine debris surveys. (PDF file contains 100 pages.
