A Novel Airborne Self-organising Architecture for 5G+ Networks
Network Flying Platforms (NFPs) such as unmanned aerial vehicles, unmanned
balloons or drones flying at low/medium/high altitude can be employed to
enhance network coverage and capacity by deploying a swarm of flying platforms
that implement novel radio resource management techniques. In this paper, we
propose a novel layered architecture where NFPs, of various types and flying at
low/medium/high layers in a swarm of flying platforms, are considered as an
integrated part of the future cellular networks to inject additional capacity
and expand the coverage for exceptional scenarios (sports events, concerts,
etc.) and hard-to-reach areas (rural or sparsely populated areas). Successful
roll-out of the proposed architecture depends on several factors including, but
are not limited to: network optimisation for NFP placement and association,
safety operations of NFP for network/equipment security, and reliability for
NFP transport and control/signaling mechanisms. In this work, we formulate the
optimum placement of NFP at a Lower Layer (LL) by exploiting the airborne
Self-organising Network (SON) features. Our initial simulations show the NFP-LL

Enforcement and Spectrum Sharing: Case Studies of Federal-Commercial Sharing
To promote economic growth and unleash the potential of wireless broadband, there is a need to introduce more spectrally efficient technologies and spectrum management regimes. That led to an environment where commercial wireless broadband need to share spectrum with the federal and non-federal operations. Implementing sharing regimes on a non-opportunistic basis means that sharing agreements must be implemented. To have meaning, those agreements must be enforceable.\ud

With the significant exception of license-free wireless systems, commercial wireless services are based on exclusive use. With the policy change facilitating spectrum sharing, it becomes necessary to consider how sharing might take place in practice. Beyond the technical aspects of sharing, that must be resolved lie questions about how usage rights are appropriately determined and enforced. This paper is reasoning about enforcement in a particular spectrum bands (1695-1710 MHz and 3.5 GHz) that are currently being proposed for sharing between commercial services and incumbent spectrum users in the US. We examine three enforcement approaches, exclusion zones, protection zones and pure ex post and consider their implications in terms of cost elements, opportunity cost, and their adaptability
Unmanned Aerial Systems for Wildland and Forest Fires
Wildfires represent an important natural risk causing economic losses, human
death and important environmental damage. In recent years, we witness an
increase in fire intensity and frequency. Research has been conducted towards
the development of dedicated solutions for wildland and forest fire assistance
and fighting. Systems were proposed for the remote detection and tracking of
fires. These systems have shown improvements in the area of efficient data
collection and fire characterization within small scale environments. However,
wildfires cover large areas making some of the proposed ground-based systems
unsuitable for optimal coverage. To tackle this limitation, Unmanned Aerial
Systems (UAS) were proposed. UAS have proven to be useful due to their
maneuverability, allowing for the implementation of remote sensing, allocation
strategies and task planning. They can provide a low-cost alternative for the
prevention, detection and real-time support of firefighting. In this paper we
review previous work related to the use of UAS in wildfires. Onboard sensor
instruments, fire perception algorithms and coordination strategies are
considered. In addition, we present some of the recent frameworks proposing the
use of both aerial vehicles and Unmanned Ground Vehicles (UV) for a more

Design of Ad Hoc Wireless Mesh Networks Formed by Unmanned Aerial Vehicles with Advanced Mechanical Automation
Ad hoc wireless mesh networks formed by unmanned aerial vehicles (UAVs)
equipped with wireless transceivers (access points (APs)) are increasingly
being touted as being able to provide a flexible "on-the-fly" communications
infrastructure that can collect and transmit sensor data from sensors in
remote, wilderness, or disaster-hit areas. Recent advances in the mechanical
automation of UAVs have resulted in separable APs and replaceable batteries
that can be carried by UAVs and placed at arbitrary locations in the field.
These advanced mechanized UAV mesh networks pose interesting questions in terms
of the design of the network architecture and the optimal UAV scheduling
algorithms. This paper studies a range of network architectures that depend on
the mechanized automation (AP separation and battery replacement) capabilities
of UAVs and proposes heuristic UAV scheduling algorithms for each network
architecture, which are benchmarked against optimal designs.Comment: 12 page
The NASA SBIR product catalog
The purpose of this catalog is to assist small business firms in making the community aware of products emerging from their efforts in the Small Business Innovation Research (SBIR) program. It contains descriptions of some products that have advanced into Phase 3 and others that are identified as prospective products. Both lists of products in this catalog are based on information supplied by NASA SBIR contractors in responding to an invitation to be represented in this document. Generally, all products suggested by the small firms were included in order to meet the goals of information exchange for SBIR results. Of the 444 SBIR contractors NASA queried, 137 provided information on 219 products. The catalog presents the product information in the technology areas listed in the table of contents. Within each area, the products are listed in alphabetical order by product name and are given identifying numbers. Also included is an alphabetical listing of the companies that have products described. This listing cross-references the product list and provides information on the business activity of each firm. In addition, there are three indexes: one a list of firms by states, one that lists the products according to NASA Centers that managed the SBIR projects, and one that lists the products by the relevant Technical Topics utilized in NASA's annual program solicitation under which each SBIR project was selected
