    Lessons learnt from the broadband diffusion in South Korea and the UK: Implications for future government intervention in technology diffusion

    Governments around the globe are rapidly introducing e-government initiatives with the role of the internet being regarded as pertinent. Information and Communication Technologies (ICTs) offer the capacity to an improved internet. Broadband technology is a form of ICT that is currently being adopted and diffused in many countries. In this paper, we outline how the role of the government can sustain broadband adoption. We use a framework developed by King et al. regarding institutional actions related to IT diffusion and examine the institutional actions taken by the South Korean government (hereafter referred as Korea) and we compare them with relevant policies pursued in Britain (hereafter referred as UK). We demonstrate that a comparison between the IT policies of the two countries allows research to extract the 'success factors' in government intervention in supporting technology diffusion, in order to render favourable results if applied elsewhere

    A web of stakeholders and strategies: A case of broadband diffusion in South Korea

    When a new technology is launched, its diffusion becomes an issue of importance. There are various stakeholders that influence diffusion. The question that remains to be determined is their identification and roles. This paper outlines how the strategies pursued by a government acting as the key stakeholder affected the diffusion of a new technology. The analysis is based on a theoretical framework derived from innovation diffusion and stakeholder theories. The empirical evidence comes from a study of broadband development in South Korea. A web of stakeholders and strategies is drawn in order to identify the major stakeholders involved and highlight their relations. The case of South Korea offers implications for other countries that are pursuing broadband diffusion strategies

    Economic growth, innovation systems, and institutional change: a trilogy in five parts

    Development and growth are products of the interplay and interaction among heterogeneous actors operating in specific institutional settings. There is a much alluded-to, but under-investigated, link between economic growth, innovation systems, and institutions. There is widespread agreement among most economists on the positive reinforcing link between innovation and growth. However, the importance of institutions as catalysts in this link has not been adequately examined. The concept of innovation systems has the potential to fill this gap. But these studies have not conducted in-depth institutional analyses or focussed on institutional transformation processes, thereby failing to link growth theory to the substantive institutional tradition in economics. In this paper we draw attention to the main shortcomings of orthodox and heterodox growth theories, some of which have been addressed by the more descriptive literature on innovation systems. Critical overviews of the literatures on growth and innovation systems are used as a foundation to propose a new perspective on the role of institutions and a framework for conducting institutional analysis using a multi-dimensional typology of institutions. The framework is then applied to cases of Taiwan and South Korea to highlight the instrumental role played by institutions in facilitating and curtailing economic development and growth

    The National Innovation System (NIS) and the automobile industry in South Korea

    Since Freeman (1988) suggested the concept of National Innovation System (NIS), NIS has provided a foundation for understanding the organizational interactions that engendered innovations in industry. The definition of NIS varies with the context in which innovation activities are performed and evaluated. The multiple definitions of NIS can be classified by their scopes (Chung 2002). In a broad sense, NIS encompasses all the interrelated institutional actors that create, diffuse, and exploit innovations. On the contrary, according to the narrow definition, NIS is a complex of innovation actors that are only directly associated with the generation, diffusion, and appropriation of technological innovation. Research and Development (R&D) departments, universities, and public research institutes can be taken as examples. In this report, primarily the narrow definition of NIS will be adopted, and the role of NIS in the South Korean automotive industry will be accordingly discussed. --

    Economic crisis and the construction of a neo-liberal regulatory regime in Korea

    A consistent theme of the literature on the ontology of the 1997 South Korean crisis is the key role played by regulatory failures and the growing weakness of the state. This paper seeks to briefly highlight both the insights and the limitations of this approach to understanding the crisis. Having done so, we shall set out the argument that the crisis created an opportunity for reformist Korean élites to advance their longstanding, but previously frustrated, project to create a comprehensive unambiguously neo-liberal regulatory regime. This paper will also seek to highlight the implications of our reading of the development of the Korean political economy for broader debates on economic liberalisation, crisis and the future of the developmental state

    Social Movements as Agents of Innovation: Citizen Journalism in South Korea

    This article aims to further develop the field of innovation studies by exploring the emergence of citizen journalism in South Korea’s social movement sector. To achieve this aim, the framework of innovation theory has been extended to innovations in social fields beyond technology and the economy. Our findings show that the emergence of citizen journalism resulted from brokerage activities among journalists, labor and unification activists, and progressive intellectuals. Despite different cultural visions and structural interests, these groups succeeded in building coalitions and constituted a sociocultural milieu which promoted reciprocal learning by allowing actors to realize new ideas and to exchange experiences.     The Roles of Research at Universities and Public Labs in Economic Catch-up

    We draw upon historical evidence from several countries and contemporary studies of national innovation systems to argue that indigenous systems of academic training and public research have been in the past important elements of the institutional structures supporting a country’s economic catch up. Recent changes in the international economic environment, and the growing scientific basis for contemporary technologies, will make those systems even more important in the future. The contributions of universities and public labs to the development of indigenous technological capabilities have taken different forms in different countries and economic sectors. However, we note that, in contrast with current emphasis on university-based embryonic inventions and fundamental research, effective research programs have predominantly occurred in the application-oriented sciences and engineering, and have been oriented towards problem-solving, and the advancement of technologies of interest to a well-defined user-community.Catch-up, Public Research, Indigenous Technological Capabilites

    Thaksin’s Legacy: Thaksinomics and Its Impact on Thailand’s National Innovation System and Industrial Upgrading

    Thaksin Shinawatra was one of the most powerful prime ministers of Thailand. Undergirded by a set of new policies termed Thaksinomics, great political power, his CEO style of management, and his intention to make Thailand a developed country, his administration could have been a formidable force in transforming Thailand’s weak and fragmented innovation system into a stronger and more coherent one and in laying a long-lasting foundation for the country’s technological and industrial upgrading, as experienced in Japan and the East Asian NIEs. Thaksin’s administration paid much attention to the neglected meso and micro foundations of Thailand’s competiveness. For the first time, Thailand had explicit vertical industrial policies that were tailored to specific sectors and geographical clusters. These policies pushed existing central and regional government agencies to adjust themselves accordingly. Thaksin’s government also induced changes in the roles and behaviours of other actors in the country’s national innovation system. Nonetheless the government, to a large extent, failed to make an enduring impact on industrial and technology upgrading.
