    Measuring industry-science links through inventor-author relations: A profiling method

    In this pilot study we examine the performance of text-based profiling in recovering a set of validated inventor-author links. In a first step we match patents and publications solely based on their similarity in content. Next, we compare inventor and author names on the highest ranked matches for the occurrence of name matches. Finally, we compare these candidate matches with the names listed in a validated set of inventor-author names. Our text-based profile methodology performs significantly better than a random matching of patents and publications, suggesting that text-based profiling is a valuable complementary tool to the name searches used in previous studies.innovation; industry-science links; text-based profiling;

    Two for the price of one? On additionality effects of R&D subsidies: A comparison between Flanders and Germany

    In this paper we empirically test whether public R&D subsidies crowd out private R&D investment in Flanders and Germany, using firm level data from the Flemish and German part of the Community Innovation survey (CIS III and IV). Both the non-parametric matching estimator and the conditional difference-in-difference estimator with repeated cross-sections (CDiDRCS) clearly indicate that the crowding-out hypothesis can be rejected: funded firms are significantly more R&D active than non-funded firms.     Vector Quantization Video Encoder Using Hierarchical Cache Memory Scheme

    A system compresses image blocks via successive hierarchical stages and motion encoders which employ caches updated by stack replacement algorithms. Initially, a background detector compares the present image block with a corresponding previously encoded image block and if similar, the background detector terminates the encoding procedure by setting a flag bit. Otherwise, the image block is decomposed into smaller present image subblocks. The smaller present image subblocks are each compared with a corresponding previously encoded image subblock of comparable size within the present image block. When a present image subblock is similar to a corresponding previously encoded image subblock, then the procedure is terminated by setting a flag bit. Alternatively, the present image subblock is forwarded to a motion encoder where it is compared with displaced image subblocks, which are formed by displacing previously encoded image subblocks by motion vectors that are stored in a cache, to derive a first distortion vector. When the first distortion vector is below a first threshold TM, the procedure is terminated and the present image subblock is encoded by setting flag bit and a cache index corresponding to the first distortion vector. Alternatively, the present image subblock is passed to a block matching encoder where it is compared with other previously encoded image subblocks to derive a second distortion vector. When the second distortion vector is below a second threshold Tm, the procedure is terminated by setting a flag bit, by generating the second distortion vector, and by updating the cache.Georgia Tech Research Corporatio

    Development path and capital structure of belgian biotechnology firms

    This study investigates the relationship between the evolution of real options values and associated financing policies for Belgian companies in the sector of bio-industries. Each firm's situation regarding the relevant types of real options is stylistically represented through a scenario tree. The consumption of a time-to-build or a growth option is respectively considered as a success or a failure in company development. Empirically, several variables enable us to locate each company along the tree at any time. The study of transitions leads us to discover that failures tend to trigger higher leverage, unlike in the trade-off theory. Yet, the increases in debt maturity, in lease and in convertible financing confirm our predictions. Overall, we emphasize evidence of undercapitalization and of proper, yet insufficient, use of hybrid financing by biotech companies.

    The development of local solar irradiance for outdoor computer graphics rendering

    Atmospheric effects are approximated by solving the light transfer equation, LTE, of a given viewing path. The resulting accumulated spectral energy (its visible band) arriving at the observer’s eyes, defines the colour of the object currently on the line of sight. Due to the convenience of using a single rendering equation to solve the LTE for daylight sky and distant objects (aerial perspective), recent methods had opt for a similar kind of approach. Alas, the burden that the real-time calculation brings to the foil had forced these methods to make simplifications that were not in line with the actual world observation. Consequently, the results of these methods are laden with visual-errors. The two most common simplifications made were: i) assuming the atmosphere as a full-scattering medium only and ii) assuming a single density atmosphere profile. This research explored the possibility of replacing the real-time calculation involved in solving the LTE with an analytical-based approach. Hence, the two simplifications made by the previous real-time methods can be avoided. The model was implemented on top of a flight simulator prototype system since the requirements of such system match the objectives of this study. Results were verified against the actual images of the daylight skies. Comparison was also made with the previous methods’ results to showcase the proposed model strengths and advantages over its peers

    High level cognitive information processing in neural networks

    Two related research efforts were addressed: (1) high-level connectionist cognitive modeling; and (2) local neural circuit modeling. The goals of the first effort were to develop connectionist models of high-level cognitive processes such as problem solving or natural language understanding, and to understand the computational requirements of such models. The goals of the second effort were to develop biologically-realistic model of local neural circuits, and to understand the computational behavior of such models. In keeping with the nature of NASA's Innovative Research Program, all the work conducted under the grant was highly innovative. For instance, the following ideas, all summarized, are contributions to the study of connectionist/neural networks: (1) the temporal-winner-take-all, relative-position encoding, and pattern-similarity association techniques; (2) the importation of logical combinators into connection; (3) the use of analogy-based reasoning as a bridge across the gap between the traditional symbolic paradigm and the connectionist paradigm; and (4) the application of connectionism to the domain of belief representation/reasoning. The work on local neural circuit modeling also departs significantly from the work of related researchers. In particular, its concentration on low-level neural phenomena that could support high-level cognitive processing is unusual within the area of biological local circuit modeling, and also serves to expand the horizons of the artificial neural net field

    Liquid-Crystal Blazed-Grating Beam Deflector

    A transmission-type nonmechanical multiple-angle beam-steering device that uses liquid-crystal blazed grating has been developed. Sixteen steering angles with a contrast ratio of 18 has been demonstrated. A detailed analysis of the liquid-crystal and poly(methyl methacrylate) blazed-grating deflector was carried out to provide guidance during the deflector’s development. A manufacturing offset compensation technique is proposed to improve the device’s performance greatly. A hybrid approach utilizing electrically generated blazed grating combined with the cascading approach described here yields in excess of 500 deflecting angles

    Development of a simulation-based decision support tool for renewable energy integration and demand-supply matching

    This paper describes a simulation-based decision support tool, MERIT, which has been developed to assist in the assessment of renewable energy systems by focusing on the degree of match achievable between energy demand and supply. Models are described for the prediction of the performance of PV, wind and battery technologies. These models are based on manufacturers' specifications, location-related parameters and hourly weather data. The means of appraising the quality of match is outlined and examples are given of the application of the tool at the individual building and community levels

    Long-Run Effects of Public-Private Research Joint Ventures: The Case of the Danish Innovation Consortia Support Scheme

    Subsidized research joint ventures (RJVs) between public research institutions and industry have become increasingly popular in Europe and the US. We study the long-run effects of such a support scheme that has been maintained by the Danish government since 1995. To cope with identification problems we apply nearest neighbor caliper matching and conditional difference-in-difference estimation methods. Our main findings are that (i) program participation effects are instant for annual patent applications and last for three years, (ii) employment effects materialize first after one year and (iii) there are no statistically significant effects on value added or labor productivity. We further show that these overall results are primarily driven by firms that were patent active prior to joining the RJV and that there are no statistically significant effect for large firms.
