Detecting conflicts in legal systems

Abstract. When acting in different jurisdictions (e.g. under the laws of different countries) at the same time, it can be of great value for individuals to be able to determine whether disparities among the laws of these different systems exist and allowing them to identify the consequences that may follow from these dispari-ties. For individuals, it is typically not of interest to find all the ways in which these legal systems differ, but rather to establish whether a particular course of action may have different legal interpretations, depending on the jurisdiction. In this paper we present a formal and computational framework that, given specific scenarios (descriptions of courses of action), can automatically detect whether these scenarios could lead to different outcomes. We demonstrate our approach by means of a private international law case-study where a company drafts a con-tract clause after examining the consequences in the available jurisdictions.

Autonomous Weapons and Human Responsibilities

Although remote-controlled robots flying over the Middle East and Central Asia now dominate reports on new military technologies, robots that are capable of detecting, identifying, and killing enemies on their own are quietly but steadily movingfrom the theoretical to the practical. The enormous difficulty in assigning responsibilities to humans and states for the actions ofthese machines grows with their increasing autonomy. These developments implicate serious legal, ethical, and societal concerns. This Article focuses on the accountability of states and underlying human responsibilities for autonomous weapons under International Humanitarian Law or the Law of Armed Conflict. After reviewing the evolution of autonomous weapon systems and diminishing human involvement in these systems along a continuum of autonomy, this Article argues that the elusive search for individual culpability for the actions of autonomous weapons foreshadows fundamental problems in assigning responsibility to states for the actions of these machines. It further argues that the central legal requirement relevant to determining accountability (especially for violation of the most important international legal obligations protecting the civilian population in armed conflicts) is human judgment. Access to effective human judgment already appears to be emerging as the deciding factor in establishing practical restrictions and framing legal concerns with respect to the deployment of the most advanced autonomous weapons

A Careful Design for a Tool to Detect Child Pornography in P2P Networks

This paper addresses the social problem of child pornography on peer-to-peer (P2P) networks on the Internet and presents an automated system with effective computer and telematic tools for seeking out and identifying data exchanges with pedophilic content on the Internet. Archiving the Relaxed Consistency Web

The historical, cultural, and intellectual importance of archiving the web has been widely recognized. Today, all countries with high Internet penetration rate have established high-profile archiving initiatives to crawl and archive the fast-disappearing web content for long-term use. As web technologies evolve, established web archiving techniques face challenges. This paper focuses on the potential impact of the relaxed consistency web design on crawler driven web archiving. Relaxed consistent websites may disseminate, albeit ephemerally, inaccurate and even contradictory information. If captured and preserved in the web archives as historical records, such information will degrade the overall archival quality. To assess the extent of such quality degradation, we build a simplified feed-following application and simulate its operation with synthetic workloads. The results indicate that a non-trivial portion of a relaxed consistency web archive may contain observable inconsistency, and the inconsistency window may extend significantly longer than that observed at the data store. Multilingual Cross-domain Perspectives on Online Hate Speech

In this report, we present a study of eight corpora of online hate speech, by demonstrating the NLP techniques that we used to collect and analyze the jihadist, extremist, racist, and sexist content. Analysis of the multilingual corpora shows that the different contexts share certain characteristics in their hateful rhetoric. To expose the main features, we have focused on text classification, text profiling, keyword and collocation extraction, along with manual annotation and qualitative study.Comment: 24 page

Confronting Divergent Interests in Cross-Country Regulatory Arrangements

Although nation-based systems of financial regulation constitute a second-best approach to global welfare maximization, treacherous accountability problems must be acknowledged and resolved before regulatory cooperation can deal fairly and efficiently with cross-border issues. To track and control insolvency risk within and across any set of countries, officials must construct a partnership that allows regulators in every participating country to monitor and to influence counterpart regulators in partnering nations. Using efforts to harmonize the Australian and New Zealand regulatory systems as an example, this paper identifies characteristics by which regulatory systems differ and underscores particular features that make regulatory harmonization difficult to achieve.
