    A Mechanism Design Approach to Bandwidth Allocation in Tactical Data Networks

    The defense sector is undergoing a phase of rapid technological advancement, in the pursuit of its goal of information superiority. This goal depends on a large network of complex interconnected systems - sensors, weapons, soldiers - linked through a maze of heterogeneous networks. The sheer scale and size of these networks prompt behaviors that go beyond conglomerations of systems or `system-of-systems\u27. The lack of a central locus and disjointed, competing interests among large clusters of systems makes this characteristic of an Ultra Large Scale (ULS) system. These traits of ULS systems challenge and undermine the fundamental assumptions of today\u27s software and system engineering approaches. In the absence of a centralized controller it is likely that system users may behave opportunistically to meet their local mission requirements, rather than the objectives of the system as a whole. In these settings, methods and tools based on economics and game theory (like Mechanism Design) are likely to play an important role in achieving globally optimal behavior, when the participants behave selfishly. Against this background, this thesis explores the potential of using computational mechanisms to govern the behavior of ultra-large-scale systems and achieve an optimal allocation of constrained computational resources Our research focusses on improving the quality and accuracy of the common operating picture through the efficient allocation of bandwidth in tactical data networks among self-interested actors, who may resort to strategic behavior dictated by self-interest. This research problem presents the kind of challenges we anticipate when we have to deal with ULS systems and, by addressing this problem, we hope to develop a methodology which will be applicable for ULS system of the future. We build upon the previous works which investigate the application of auction-based mechanism design to dynamic, performance-critical and resource-constrained systems of interest to the defense community. In this thesis, we consider a scenario where a number of military platforms have been tasked with the goal of detecting and tracking targets. The sensors onboard a military platform have a partial and inaccurate view of the operating picture and need to make use of data transmitted from neighboring sensors in order to improve the accuracy of their own measurements. The communication takes place over tactical data networks with scarce bandwidth. The problem is compounded by the possibility that the local goals of military platforms might not be aligned with the global system goal. Such a scenario might occur in multi-flag, multi-platform military exercises, where the military commanders of each platform are more concerned with the well-being of their own platform over others. Therefore there is a need to design a mechanism that efficiently allocates the flow of data within the network to ensure that the resulting global performance maximizes the information gain of the entire system, despite the self-interested actions of the individual actors. We propose a two-stage mechanism based on modified strictly-proper scoring rules, with unknown costs, whereby multiple sensor platforms can provide estimates of limited precisions and the center does not have to rely on knowledge of the actual outcome when calculating payments. In particular, our work emphasizes the importance of applying robust optimization techniques to deal with the uncertainty in the operating environment. We apply our robust optimization - based scoring rules algorithm to an agent-based model framework of the combat tactical data network, and analyze the results obtained. Through the work we hope to demonstrate how mechanism design, perched at the intersection of game theory and microeconomics, is aptly suited to address one set of challenges of the ULS system paradigm - challenges not amenable to traditional system engineering approaches

    Economic and legal aspects of international environmental agreements: The case of enforcing and stabilising an international CO 2 agreement

    The protection of the global environment is impeded by multilateral externalities which the international community attempts to bring under control by entering into international agreements. International agreements, however, can suffer from non-compliance and free-riding behaviour by sovereign states and must therefore be enforced and stabilised internationally. This paper describes instruments for the enforcement and stabilisation of an international CO2 agreement and evaluates them in the light of economic and legal theory. Economic instruments build on repetition and use utility transfers, economic sanctions and flexible treaty adjustments. Important legal instruments are reciprocal obligations and cooperation duties, international funding and transfer rules, treaty suspension, retorsions and reprisals, treaty revision, and monitoring. The paper shows that economic and legal instruments are compatible to a considerable extent.     Poor Man's Content Centric Networking (with TCP)

    A number of different architectures have been proposed in support of data-oriented or information-centric networking. Besides a similar visions, they share the need for designing a new networking architecture. We present an incrementally deployable approach to content-centric networking based upon TCP. Content-aware senders cooperate with probabilistically operating routers for scalable content delivery (to unmodified clients), effectively supporting opportunistic caching for time-shifted access as well as de-facto synchronous multicast delivery. Our approach is application protocol-independent and provides support beyond HTTP caching or managed CDNs. We present our protocol design along with a Linux-based implementation and some initial feasibility checks

    Collaborative Models for Supply Networks Coordination and Healthcare Consolidation

    This work discusses the collaboration framework among different members of two complex systems: supply networks and consolidated healthcare systems. Although existing literature advocates the notion of strategic partnership/cooperation in both supply networks and healthcare systems, there is a dearth of studies quantitatively analyzing the scope of cooperation among the members and its benefit on the global performance. Hence, the first part of this dissertation discusses about two-echelon supply networks and studies the coordination of buyers and suppliers for multi-period procurement process. Viewing the issue from the same angel, the second part studies the coordination framework of hospitals for consolidated healthcare service delivery. Realizing the dynamic nature of information flow and the conflicting objectives of members in supply networks, a two-tier coordination mechanism among buyers and suppliers is modeled. The process begins with the intelligent matching of buyers and suppliers based on the similarity of users profiles. Then, a coordination mechanism for long-term agreements among buyers and suppliers is proposed. The proposed mechanism introduces the importance of strategic buyers for suppliers in modeling and decision making process. To enhance the network utilization, we examine a further collaboration among suppliers where cooperation incurs both cost and benefit. Coalitional game theory is utilized to model suppliers\u27 coalition formation. The efficiency of the proposed approaches is evaluated through simulation studies. We then revisit the common issue, the co-existence of partnership and conflict objectives of members, for consolidated healthcare systems and study the coordination of hospitals such that there is a central referral system to facilitate patients transfer. We consider three main players including physicians, hospitals managers, and the referral system. As a consequence, the interaction within these players will shape the coordinating scheme to improve the overall system performance. To come up with the incentive scheme for physicians and aligning hospitals activities, we define a multi-objective mathematical model and obtain optimal transfer pattern. Using optimal solutions as a baseline, a cooperative game between physicians and the central referral system is defined to coordinate decisions toward system optimality.     Globalisation, Competitive Governments, and Constitutional Choice in Europe

    The traditional school of economic policy analysis predicts that globalisation will give rise to predatory competition between the governments of the European nation states. The consequence is anticipated to be a marked reduction in, if not the destruction of, the benevolent Welfare State. The objective of this contribution is to present the main arguments that have led us to believe that, this traditional literature notwithstanding, a European constitution should not restrict but rather should encourage horizontal and vertical governmental competition. In our view the European political order, in defining the relationship among member states and also the relationship between the member states and the EU, ought to be inspired by what we know about competition in the commercial sphere.globalisation, globalization

    The Quest for Appropriate Remedies in the Microsoft Antitrust EU Cases: A Comparative Appraisal

    The Microsoft cases in the United States and in Europe have been influential in determining the contours of the substantive liability standards for dominant firms in US antitrust law and in EC Competition law. The competition law remedies that were adopted, following the finding of liability, seem, however, to constitute the main measure for the “success” of the case(s). An important disagreement exists between those arguing that the remedies put in place failed to address the roots of the competition law violation identified in the liability decision and others who advance the view that the remedies were far-reaching and that their alleged failure demonstrates the weakness of the liability claim. This study evaluates these claims by examining the variety of remedies that were finally imposed in the European Microsoft cases, from a comparative perspective. The study begins with a discussion of the roots of the Microsoft issues in Europe and the consequent choice of a remedial approach by the Commission and the Court. It then explores the effectiveness of the remedies in achieving the aims that were set. The non-consideration of the structural remedy in the European case and the pros and cons of developing such a remedy in the future are briefly discussed before more emphasis is put on alternative remedies (competition and non-competition law ones) that have been suggested in the literature. The study concludes by discussing the fit between the remedy and the theory of consumer harm that led to the finding of liability and questions a total dissociation between the two. We believe that it is important to think seriously about potential remedies before litigation begins.
