Heterogeneous Congestion Control: Efficiency, Fairness and Design
When heterogeneous congestion control protocols that react to different pricing signals (e.g. packet loss, queueing delay, ECN marking etc.) share the same network, the current theory based on utility maximization fails to predict the network behavior. Unlike in a homogeneous network, the bandwidth allocation now depends on router parameters and flow arrival patterns. It can be non-unique, inefficient and unfair. This paper has two objectives. First, we demonstrate the intricate behaviors of a heterogeneous network through simulations and present a rigorous framework to help understand its equilibrium efficiency and fairness properties. By identifying an optimization problem associated with every equilibrium, we show that every equilibrium is Pareto efficient and provide an upper bound on efficiency loss due to pricing heterogeneity. On fairness, we show that intra-protocol fairness is still decided by a utility maximization problem while inter-protocol fairness is the part over which we donĂÂżt have control. However it is shown that we can achieve any desirable inter-protocol fairness by properly choosing protocol parameters. Second, we propose a simple slow timescale source-based algorithm to decouple bandwidth allocation from router parameters and flow arrival patterns and prove its feasibility. Cross-layer Congestion Control, Routing and Scheduling Design in Ad Hoc Wireless Networks
This paper considers jointly optimal design of crosslayer congestion control, routing and scheduling for ad hoc
wireless networks. We first formulate the rate constraint and scheduling constraint using multicommodity flow variables, and formulate resource allocation in networks with fixed wireless channels (or single-rate wireless devices that can mask channel variations) as a utility maximization problem with these constraints.
By dual decomposition, the resource allocation problem
naturally decomposes into three subproblems: congestion control,
routing and scheduling that interact through congestion price.
The global convergence property of this algorithm is proved. We
next extend the dual algorithm to handle networks with timevarying
channels and adaptive multi-rate devices. The stability
of the resulting system is established, and its performance is
characterized with respect to an ideal reference system which
has the best feasible rate region at link layer.
We then generalize the aforementioned results to a general
model of queueing network served by a set of interdependent
parallel servers with time-varying service capabilities, which
models many design problems in communication networks. We
show that for a general convex optimization problem where a
subset of variables lie in a polytope and the rest in a convex set,
the dual-based algorithm remains stable and optimal when the
constraint set is modulated by an irreducible finite-state Markov
chain. This paper thus presents a step toward a systematic way
to carry out cross-layer design in the framework of âlayering as
optimization decompositionâ for time-varying channel models

Electricity transmission: an overview of the current debate
Electricity transmission has emerged as critical for successfully liberalising powermarkets. This paper surveys the issues currently under discussion and provides a framework for the remaining papers in this issue. We conclude that signalling the efficient location of generation investment might require even a competitive LMP system to be complemented with deep connection charges. Although a Europe-wide LMP system is desirable, it appears politically problematic, so an integrated system of market coupling, possibly evolving by voluntary participation, should have high priority. Merchant investors may be able to increase interconnector capacity, although this is not unproblematic and raises new regulatory issues. A key issue that needs further research is how to better incentivize TSOs, especially with respect to cross-border issues
Unsplittable Load Balancing in a Network of Charging Stations Under QoS Guarantees
The operation of the power grid is becoming more stressed, due to the
addition of new large loads represented by Electric Vehicles (EVs) and a more
intermittent supply due to the incorporation of renewable sources. As a
consequence, the coordination and control of projected EV demand in a network
of fast charging stations becomes a critical and challenging problem.
In this paper, we introduce a game theoretic based decentralized control
mechanism to alleviate negative impacts from the EV demand. The proposed
mechanism takes into consideration the non-uniform spatial distribution of EVs
that induces uneven power demand at each charging facility, and aims to: (i)
avoid straining grid resources by offering price incentives so that customers
accept being routed to less busy stations, (ii) maximize total revenue by
serving more customers with the same amount of grid resources, and (iii)
provide charging service to customers with a certain level of
Quality-of-Service (QoS), the latter defined as the long term customer blocking
probability. We examine three scenarios of increased complexity that gradually
approximate real world settings. The obtained results show that the proposed
framework leads to substantial performance improvements in terms of the

Electricity Network Investment and Regulation for a Low Carbon Future
The requirement for significantly higher electricity network investment in the UK seems certain as the capacity of distributed generation and large scale renewables increases on the system. In this paper, which forms a chapter in the forthcoming Book âDelivering a Low Carbon Electricity System: Technologies, Economics and Policyâ, the authors make a number of significant suggestions for improvement to the current system of network regulation. First, they suggest that the RPI-X system needs to be overhauled in favour of a simpler yardstick based system and which allows for more merchant transmission investments. Second, future regulation should involve more negotiated regulation involving agreements between network owners and purchasers of network services. This would be particularly advantageous for decisions on new network investments. Third, more extensive use needs to be made of locational pricing within the transmission and distribution system in order to facilitate the least cost expansion of low carbon generation, including micropower. Fourth, consideration needs to be given to ownership unbundling of distribution networks from retail supply. This would better facilitate the entry of distributed generation and the development of appropriate competition between grid and off-grid generation supply and demand side management. Finally, there needs to be a significant increase in R&D expenditure in electricity networks supported by customer levies

values of the same type of signal such as different ECN marking
values based on the same actual link congestion level. Unlike in a
homogeneous network, the bandwidth allocation now depends on
router parameters and flow arrival patterns. It can be non-unique,
suboptimal and unstable. In Tang et al. (âEquilibrium of heterogeneous
congestion control: Existence and uniqueness,â IEEE/ACM
Trans. Netw., vol. 15, no. 4, pp. 824â837, Aug. 2007), existence and
uniqueness of equilibrium of heterogeneous protocols are investigated.
This paper extends the study with two objectives: analyzing
the optimality and stability of such networks and designing control
schemes to improve those properties. First, we demonstrate the
intricate behavior of a heterogeneous network through simulations
and present a framework to help understand its equilibrium
properties. Second, we propose a simple source-based algorithm
to decouple bandwidth allocation from router parameters and
flow arrival patterns by only updating a linear parameter in the
sourcesâ algorithms on a slow timescale. It steers a network to
the unique optimal equilibrium. The scheme can be deployed
incrementally as the existing protocol needs no change and only
new protocols need to adopt the slow timescale adaptation
