    The paper offers a frame for investigating the extent to which decentralisation, and subsequent locally chosen institutions shape private organisational and institutional innovation. To include the numerous locally based “economic regimes†matters as the resulting business system reflects political institution setting and private organisational innovation.     Neural End-to-End Learning for Computational Argumentation Mining

    We investigate neural techniques for end-to-end computational argumentation mining (AM). We frame AM both as a token-based dependency parsing and as a token-based sequence tagging problem, including a multi-task learning setup. Contrary to models that operate on the argument component level, we find that framing AM as dependency parsing leads to subpar performance results. In contrast, less complex (local) tagging models based on BiLSTMs perform robustly across classification scenarios, being able to catch long-range dependencies inherent to the AM problem. Moreover, we find that jointly learning 'natural' subtasks, in a multi-task learning setup, improves performance.Comment: To be published at ACL 201

    The proceedings of the third Workshop on Change of representation and Problem Reformulation is presented. In contrast to the first two workshops, this workshop was focused on analytic or knowledge-based approaches, as opposed to statistical or empirical approaches called 'constructive induction'. The organizing committee believes that there is a potential for combining analytic and inductive approaches at a future date. However, it became apparent at the previous two workshops that the communities pursuing these different approaches are currently interested in largely non-overlapping issues. The constructive induction community has been holding its own workshops, principally in conjunction with the machine learning conference. While this workshop is more focused on analytic approaches, the organizing committee has made an effort to include more application domains. We have greatly expanded from the origins in the machine learning community. Participants in this workshop come from the full spectrum of AI application domains including planning, qualitative physics, software engineering, knowledge representation, and machine learning

    We advance a conceptual frame for explaining economic transformation in China that combines a dynamic and a comparative perspective by taking the analysis of Fiscal Federalism one step further. Using insights from the comparative business systems literature we show that devolution of power at the beginning of the reform process introduced local autonomy, which stimulated a diversity of local regulatory regimes. As the central political leadership is no longer the sole supplier of institutional change, local governments become equal contributors to the formation of local business systems. Yet, local governments only partially define emerging local business systems. Local governance at the enterprise level is defined by the interaction between political and economic entrepreneurship, or, phrased in institutional terms, local business systems emerge from the interplay between the formal architecture of local autonomy and the informal institution of networking. In a comparative perspective this interaction, and its underlying driving forces for co-operation, namely: procedural uncertainty, relational risk and institutional change, will lead to diversity in outcomes. In a dynamic perspective both market competition and networking will ensure further competition between business systems, while political unification, imitation or scale economies will ask for convergence of local business systems beyond the local nexus

    The Qualification Problem: A solution to the problem of anomalous models

    AbstractIntelligent agents in open environments inevitably face the Qualification Problem: The executability of an action can never be predicted with absolute certainty; unexpected circumstances, albeit unlikely, may at any time prevent the successful performance of an action. Reasoning agents in real-world environments rely on a solution to the Qualification Problem in order to make useful predictions but also to explain and recover from unexpected action failures. Yet the main theoretical result known today in this context is a negative one: While a solution to the Qualification Problem requires to assume away by default abnormal qualifications of actions, straightforward minimization of abnormality falls prey to the production of anomalous models. We present an approach to the Qualification Problem which resolves this anomaly. Anomalous models are shown to arise from ignoring causality, and they are avoided by appealing to just this concept. Our theory builds on the established predicate logic formalism of the Fluent Calculus as a solution to the Frame Problem and to the Ramification Problem in reasoning about actions. The monotonic Fluent Calculus is enhanced by a default theory in order to obtain the nonmonotonic approach called for by the Qualification Problem. The approach has been implemented in an action programming language based on the Fluent Calculus and successfully applied to the high-level control of robots

    Hypersonic Research Vehicle (HRV) real-time flight test support feasibility and requirements study. Part 2: Remote computation support for flight systems functions

    The requirements are assessed for the use of remote computation to support HRV flight testing. First, remote computational requirements were developed to support functions that will eventually be performed onboard operational vehicles of this type. These functions which either cannot be performed onboard in the time frame of initial HRV flight test programs because the technology of airborne computers will not be sufficiently advanced to support the computational loads required, or it is not desirable to perform the functions onboard in the flight test program for other reasons. Second, remote computational support either required or highly desirable to conduct flight testing itself was addressed. The use is proposed of an Automated Flight Management System which is described in conceptual detail. Third, autonomous operations is discussed and finally, unmanned operations
