    Use of discrete choice to obtain urban freight evaluation data

    The ex-ante evaluation of urban freight solutions is a complex task, due to the interference of different stakeholder groups with different views and objectives. The multi-actor multi-criteria methods have developed as a response to this scenario, but the determination of the weights required by them remains an unclear and controversial task. We propose the use of discrete choice methods as a powerful tool to confront these multi-faced evaluation problems, since the resulting surveys are flexible and easy to respond, and do not give away the final quantitative results. We have applied this methodology to the selection of urban freight solutions in the city of Seville, in Spain, followed by the determination of the relative weights associated to different objectives, both analyses carried out from the side of the carriers stakeholder group.Ministerio de EconomĂ­a y Competitividad TEC2013-47286-C3-3-

    Investigation to enhance sustainable improvements in high speed rail transport

    Transport systems are essential for the life of modern societies and economies. A sustainable transport system can shape a sustainable development pattern and socio-economic attributes of urban centres and regions. The use of private cars and trucks is increasing in most countries, creating more congestion, accidents, pollution and energy consumption. Many governments desire to achieve growth in public transport to overcome these adverse trends. A massive shift toward an environmentally sound type of transport is crucial and railways are deemed to be one of the most sustainable modes. All over the world the railway industry is involved in a renewal to reform and up-date rail, prompted largely by environmental concerns. The trend is to develop speed-competitive systems to expand transportation capacity. The focus of the current research, which is at its commencing stages, is to investigate the opportunities to apply an alternative approach to railway operations to overcome the difficulty of high speed transport in servicing larger amounts of demand, while achieving minimum point to point travel time, in a viable and integrated environment for both passenger and freight services. The expected outcome of the research project is to present a framework that may be used to identify and evaluate the most cost-effective transport solution to service not only major cities, but also regional centres along an interregional rail corridor, thus providing greater benefits on local economies and to build a spine for future development

    Data collection framework for understanding UFT within city logistics solutions

    Urban Freight Transport (UFT) is a fundamental component of city life. It involves a vast range of activities resulting from relationships among different actors with conflicting needs and goals. Manufacturers are interested in fast and on-time deliveries, retailers require complete assortment and frequent deliveries, citizens wish to have easy access to goods while not losing their quality of life and City Authorities have to face negative externalities related to UFT (i.e. congestion, air and noise pollution, and safety). Concretely, few cities have a well-developed and comprehensive city logistics strategy because authorities generally focus their attention on passenger transport. When city logistics measures have been conceived and implemented, frequently private requirements have not been considered sufficiently. The European Commission includes the lack of data and understanding of freight flows among the main obstacles to the improvement of operational efficiency and planning process for a sustainable UFT in economic, social and environmental terms. Also, the research community raises the issue of the unavailability or the low quality of data on urban freight and the need to identify effective data collection methods in order to understand processes and actors' behavior and then define appropriate city logistics solutions. The NOVELOG EU project is providing city authorities and practitioners with a new framework aimed at systematizing all data to be collected, directly or indirectly, and to be elaborated in order to understand and represent the different aspects of the UFT sector. In order to achieve a complete knowledge, the framework approaches this sector according to four main thematic pillars: 1) profile of major supply chains served in the urban area under study; 2) mapping of urban freight and service trips activity; 3) organizational and legal framework; 4) procedural and technological methods and innovations.     Criteria for assessment of welfare impacts within regional planning of transport

    Regional transport system plans present the wide framework for local transport planning, and are the means of applying the national high-level objectives regionally. Transport system plans are usually created interactively with the regional land use planning. Prediction and appraisal of the potential impacts of the alternatives under discussion form an important part of the planning process. This paper presents Finnish experience in defining criteria for assessing the potential welfare impacts of a transport plan or policy. These criteria are to be used co-operatively by the planners and decision-makers. An important issue is the link between the formation of the objectives and the actual evaluation of impacts, as well as the underlying values and views that influence the selection of planning methods and practises. The criteria were drafted based on a literature review and preliminary discussions with national transport authorities. The preliminary criteria were selected and put into order by using the multi-criteria method MACBETH. The process involved active co-operation with the national transport authorities, as well as with other interest groups. The draft criteria were prioritised based on the opinions of selected representatives of national and regional authorities and transport planners. In this paper we focus on the priorisation process of the criteria, as well as discuss the validity and usability of the criteria created. Furthermore, the suitability of multi-criteria analysis in the context of regional transport planning is discussed, in addition to the consistency requirements between the criteria and the multi-criteria model. The criteria have been created in an ongoing Finnish study that aims at supporting regional transport planning, concerning the impacts that changes in the transport system may have on the welfare of the communities and individuals. Furthermore, the suitability of certain Multi-Criteria Decision Aid (MCDA) methods in creating consensus in the planning process is tested.

    Operationalizing the circular city model for naples' city-port: A hybrid development strategy

    The city-port context involves a decisive reality for the economic development of territories and nations, capable of significantly influencing the conditions of well-being and quality of life, and of making the Circular City Model (CCM) operational, preserving and enhancing seas and marine resources in a sustainable way. This can be achieved through the construction of appropriate production and consumption models, with attention to relations with the urban and territorial system. This paper presents an adaptive decision-making process for Naples (Italy) commercial port's development strategies, aimed at re-establishing a sustainable city-port relationship and making Circular Economy (CE) principles operative. The approach has aimed at implementing a CCM by operationalizing European recommendations provided within both the Sustainable Development Goals (SDGs) framework-specifically focusing on goals 9, 11 and 12-and the Maritime Spatial Planning European Directive 2014/89, to face conflicts about the overlapping areas of the city-port through multidimensional evaluations' principles and tools. In this perspective, a four-step methodological framework has been structured applying a place-based approach with mixed evaluation methods, eliciting soft and hard knowledge domains, which have been expressed and assessed by a core set of Sustainability Indicators (SI), linked to SDGs. The contribution outcomes have been centred on the assessment of three design alternatives for the East Naples port and the development of a hybrid regeneration scenario consistent with CE and sustainability principles. The structured decision-making process has allowed us to test how an adaptive approach can expand the knowledge base underpinning policy design and decisions to achieve better outcomes and cultivate a broad civic and technical engagement, that can enhance the legitimacy and transparency of policies

    Towards the adoption of technological innovations: decision processes in transport policy definition

    The widespread of technological innovations is rapidly changing the way modern societies are organized. Such phenomenon highly affects the economy of most developed countries (and, more recently, of developing countries, too), influencing work organization and habits. Besides, technological innovations modify the way in which transport systems are organized, by introducing new transport solutions as well as by upgrading the performances of the existing transport systems, in accordance to a more efficient organization. Several tools have been designed to predict the effects of the adoption of technological innovations in transport. The aim of this paper is to deal with the decision processes involved in the definition of the transport policies for the introduction of such technological solutions. To do this the way in which the new transport solutions affect the local context is analysed. In particular, this work aim to identify the most relevant attributes which influence the decision processes on the adoption of such technological solutions, with reference to their impact on the territory and on the economic activities. To do this, the analysis focuses on the effects involved by the use of wireless technologies and radio frequency identification into seaport infrastructures. Such technologies enable an easier identification of goods in transport terminals; this implies advantages in the organization of the terminal activities, allowing lower time and costs for handling, and at the same time it ensures a greater compliance to security requirements, thus upgrading the level of the performances in these transport systems. On the other hand, the effects of the improvements in transport systems affect the economic context in which transport infrastructures are set. Thus, the adoption of such a technological innovation can represent the chance for local development of the region, due to the better performances of the transport system and to the consequent increased territorial accessibility.

    This paper assesses the economic justification for the selection of priority projects defined under the auspices of the Trans-European transport network. In analyzing the current list of 30 priority projects, we apply three different transport models to undertake a cost-benefit comparison. We find that many projects do not pass the cost-benefit test and only a few of the economically justifiable projects would need European subsidies to make them happen. Two remedies are proposed to minimize the inefficiencies in future project selection. The first remedy obliges each member state or group of states to perform a cost-benefit analysis (followed by a peer review) and to make the results public prior to ranking priority projects.     The evaluation of E-business related technologies in the Railway Industry

    For the purposes of this paper, e-business is defined as: "the performance, automisation and organisation of transactions, or chains of them, and the gathering and publishing of data, electronically over a communication protocol" Little research has been conducted either into how e-business technology can be successfully evaluated, or into the associated costs and benefits specifically related to the transportation and railway industries. Based upon a review of the current literature and a series of interviews held with railway operators, track managers and transportation customers from the Australian Fortune 100, the paper puts forward a framework for the evaluation of e-business investments within the railway industry. The research reported here is aimed at developing a flexible interface that enables the decision maker to assess and evaluate a wide variety of complex interacting variables. The proposed approach uses a variety of evaluation methods, as opposed to searching for a single "best" approach. Additionally, an attempt is being made to include the complex interaction between the implementation of the new technology and the changing organisational setting. A model is proposed using fuzzy logic to handle incomplete and uncertain knowledge; as well as to combine criteria within a conceptual model from which "real-worth" evaluations can be performed. This model provides a systematic approach to guide the decision maker in the deployment of e-business and emerging technologies in the industry. After discussing the main findings from a literature review on the use of evaluation frameworks in IT related projects, the paper deals with the proposed framework in detail. The use of empirical data, which was obtained transportation customers to help define the main framework factors, is also discussed. Finally, the paper summarises the main implications for rail freight of customers’s perceptions and stated needs in the e-business domain
