Strengthening the U.S.-Japan Alliance: Pathways for Bridging Law and Policy, Columbia Law School, 2020

During the three years leading up to this year ’s 60th anniversary of the signing of the 1960 U.S.-Japan Security Treaty, a series of workshops were held under the joint sponsorship of Columbia Law School’s Center for Japanese Legal Studies and the National Defense Academy of Japan’s Center for Global Security. Bringing together experts in international law and political science primarily from the United States and Japan, the workshops examined how differing approaches to use of force and understandings of individual and collective self-defense in the two countries might adversely affect their alliance. The workshop participants explored the underlying causes of the gap in understanding between the United States and Japan with respect to these issues, and they considered the alliance in the conte xt of each state’s interpretation of international law and policy positions regarding its rights and obligations under such law. In doing so, they also examined how the differing approaches could be applied to possible crisis situations of current concern in East Asia, and what that might mean for alliance relations

Prospects for Deterrence, Escalation, Coercion and War in the Indo-Pacific

NPS NRP Technical ReportThis project will provide an assessment of the prospects for war in the Indo-Pacific to inform the Navy strategy in this theater. The project will examine how regional actors assess the prospects for war, specifically their attitudes towards deterrence, escalation management on the use of force at sea, and the implications for possible conflict with Indo-Pacific competitors. The findings in this study will be used to assess the implications for US maritime strategy throughout the region. Australia and Cyberwarfare

This book explores Australia’s prospective cyber-warfare requirements and challenges. It describes the current state of planning and thinking within the Australian Defence Force with respect to Network Centric Warfare, and discusses the vulnerabilities that accompany the use by Defence of the National Information Infrastructure (NII), as well as Defence’s responsibility for the protection of the NII. It notes the multitude of agencies concerned in various ways with information security, and argues that mechanisms are required to enhance coordination between them. It also argues that Australia has been laggard with respect to the development of offensive cyber-warfare plans and capabilities. Finally, it proposes the establishment of an Australian Cyber-warfare Centre responsible for the planning and conduct of both the defensive and offensive dimensions of cyber-warfare, for developing doctrine and operational concepts, and for identifying new capability requirements. It argues that the matter is urgent in order to ensure that Australia will have the necessary capabilities for conducting technically and strategically sophisticated cyber-warfare activities by the 2020s. The Foreword has been contributed by Professor Kim C. Beazley, former Minister for Defence (1984–90), who describes it as ‘a timely book which transcends old debates on priorities for the defence of Australia or forward commitments, [and] debates about globalism and regionalism’, and as ‘an invaluable compendium’ to the current process of refining the strategic guidance for Australia’s future defence policies and capabilities

Hybrid Warfare

Hybrid Warfare refers to a military strategy that blends conventional warfare, so-called ‘irregular warfare’ and cyber-attacks with other influencing methods, such as fake news, diplomacy and foreign political intervention. As Hybrid Warfare becomes increasingly commonplace, there is an imminent need for research bringing attention to how these challenges can be addressed in order to develop a comprehensive approach towards Hybrid Threats and Hybrid Warfare. This volume supports the development of such an approach by bringing together practitioners and scholarly perspectives on the topic and by covering the threats themselves, as well as the tools and means to counter them, together with a number of real-world case studies. The book covers numerous aspects of current Hybrid Warfare discourses including a discussion of the perspectives of key western actors such as NATO, the US and the EU; an analysis of Russia and China’s Hybrid Warfare capabilities; and the growing threat of cyberwarfare. A range of global case studies – featuring specific examples from the Baltics, Taiwan, Ukraine, Iran and Catalonia – are drawn upon to demonstrate the employment of Hybrid Warfare tactics and how they have been countered in practice. Finally, the editors propose a new method through which to understand the dynamics of Hybrid Threats, Warfare and their countermeasures, termed the ‘Hybridity Blizzard Model’. U.S.-China Economic and Security Review Commission: Emerging Factor in Western Pacific Strategic Policy Analysis

Those studying and analyzing Western Pacific strategic trends and develop- ments have access to multiple unclassified analyses of security trends in this region covering these waters and adjacent countries. These information resources are produced by military and government agencies from multiple countries, multinational public policy research institutions, popular and scholarly journals, and Internet resources featuring text, data, webcasts, and imagery. One of these resources is the U.S.–China Economic and Security Review Commission established in the 2001 National Defense Authorization Act. This article argues that this organization’s analyses should be considered essential reading by civilian and military policymakers and individuals and organizations interested in under- standing the continually developing and evolving factors making the Western Pacific an increasingly important factor in U.S. and international geopolitical interests. Contents of this work include scrutiny of commission annual reports, hearings, and studies produced by commission professional staff and contractors covering Western Pacific strategic issues. This bipartisan commission has achieved relative unanimity in its conclusions and its work should be consulted by all interested in Western Pacific strategic and economic issue

Geopolitical Implications of the Sino-Japanese East China Sea Dispute for the U.S.

Much analysis on Asian strategic challenges facing the U.S. has justifiably emphasized the South China Sea (SCS). This has also been reflected in 2016 presidential campaign debate on the SCS as an emerging area of U.S. foreign and national security policy concern. The East China Sea (ECS) is at least as important for the strategic interests of the U.S. and its allies given the tension between China and Japan over the Senkaku/Diaoyu islands, potential energy resources in this body of water, increasing defense spending by adjacent geographic powers, the area’s importance as a maritime international trade route, and the possibility that communication failures and miscalculation by interested powers could result in military conflict. This work will examine the historical background of this conflict, international legal issues and claims, public opinion within China and Japan, the response of U.S. presidential administrations to this conflict, and how the U.S. Congress has examined it and sought to influence U.S. diplomatic and military responses to this event, and includes recommendations for U.S. and allied military action against China if war occurs. It concludes by making recommendations for the U.S. to maintain candid communications with China, support its strategic interests and those of our allies against Chinese assertiveness, and how to justify an assertive geopolitical stance to domestic and international opinion
