The Challenge of Ensuring Business Security in Information Age

Every day, thousands of businesses rely on the services and information ensured by information and communication networks. As the dependence on information systems grows, so the security of information networks becomes ever more critical to any entity, no matter if it is a company or a public institution. The asymmetrical threat posed by cyber attacks and the inherent vulnerabilities of cyberspace constitute a serious security risk confronting all nations. For this reason, the cyber threats need to be addressed at the global level. Given the gravity of the threat and of the interests at stake, it is imperative that the comprehensive use of information technology solutions be supported by a high level of security measures and be embedded also in a broad and sophisticated cyber security culture. This paper provides arguments regarding the need to implement coherent information security policies at national level, based on cooperation between public and private sectors and in coordination with international initiatives in the field. The Internet in India and China

This article compares the diffusion of the Internet in China and India. Using a six–dimension framework for characterizing the state of the Internet in a nation, we observe that, while both nations have made significant progress since our last comparison (in 1999), China enjoys a substantial lead over India. We also examine determinants of Internet diffusion. We find that the Chinese Internet has benefited from economic and trade reform begun in the late 1980s, a strong government commitment to the Internet, complementary human and capital resources, etc. The two nations have very different governments and policies, leading to differing approaches to the introduction of telecommunication competition and infrastructure development. China has pursued a strategy of competition among government–owned organizations while India has set policy via recommendations of publicly visible task forces. It remains to be seen whether India’s relatively transparent and market driven approach to Internet policy (and access) will prove effective in the long run. India and China have approximately 40 percent of the world population, and most of their inhabitants live in rural villages that lack basic telephone service. If the Internet is to succeed in raising the level of human development and curtailing migration to teeming urban centers, it must succeed in India and China. Renewable Electric Energy Integration: Quantifying the Value of Design of Markets for International Transmission Capacity

Integrating large quantities of supply-driven renewable electricity generation remains a political and operational challenge. One of the main obstacles in Europe to installing at least 200 GWs of power from variable renewable sources is how to deal with the insufficient network capacity and the congestion that will result from new flow patterns. We model the current methodology for controlling congestion at international borders and compare its results, under varying penetrations of wind power, with a model that simulates an integrated European network that utilises nodal/localised marginal pricing. The nodal pricing simulations illustrate that congestion - and price - patterns vary considerably between wind scenarios and within countries, and that a nodal price regime could make fuller use of existing EU network capacity, introducing substantial operational cost savings and reducing marginal power prices in the majority of European countries.Power market design, renewable power integration, congestion management, transmission economics

Mobile banking and financial inclusion : the regulatory lessons

Mobile banking is growing at a remarkable speed around the world. In the process it is creating considerable uncertainty about the appropriate regulatory response to this newly emerging service. This paper sets out a framework for considering the design of regulation of mobile banking. Since it lies at the interface between financial services and telecoms, mobile banking also raises competition policy and interoperability issues that are discussed in the paper. Stakeholders’ perceptions of digital health platform ecosystem generativity

This paper discusses findings from a study of healthcare stakeholders’ perceptions of the enablers and barriers of core-periphery systems and solutions in the digital platform of a Private Tertiary Health Service (PTHS). Using critical realism as a lens, the study involved an embedded case study of three departments in PTHS. The findings show that the platformisation of digital health infrastructure enhanced generativity, including innovation, adoption, and scaling. Further, the research identified platform governance as the area that requires enhancements. This research adds to the limited literature on digital health platform ecosystems by revealing healthcare stakeholders’ perceptions. Our findings can inform strategy for health organisations seeking platformisation of their digital infrastructures. Further, state and national digital healthcare policymakers can use this research to address digital health platform ecosystems challenges, especially in the private sector

Is the Nationwide Health Information Network Feasible?

Nationwide Health Information Network (NHIN) use in healthcare facilities was examined for utilization and efficacy, although the advantages are abundant, healthcare facilities have been reluctant to adopt it due to associated costs. The purpose of this study was to analyze the feasibility of a U.S NHIN by exploring and determining the benefits of and assessing the barriers to its implementation. The results of this study suggest that implementation and utilization of NHIN by healthcare industry stakeholders leads to an increased quality of patient care, increased patient-provider communication, and cost savings opportunities. Increased quality of care is achieved by reducing adverse drug events and medical errors. Cost savings opportunities are generated by a reduction in spending and prices that is attributable to electronic health record systems’ increased efficiency and effectiveness
