    Technology and Foreign Direct Investment in Ireland

    Two routes by which foreign multinational enterprises (MNEs) may transfer technology - direct R&D undertaken in Ireland or through the transfer of the fruits of R&D work undertaken by the parent firm - are examined. Direct R&D undertaken by MNEs in Ireland now accounts for two-thirds of all R&D in Ireland but does not appear to differ significantly, in terms of application or orientation, from the R&D work undertaken by Irish-owned industry. Using US tax rules on the allocation of parent firm R&D expenditures between the parent firm and the host firm, technology transfer from US parent firms is estimated. It is found that incorporating technology transfer from parent firms doubles the level of R&D expenditure attributable to US firms for use in Ireland.

    A Management Maturity Model (MMM) for project-based organisational performance assessment

    Common sense suggests that organisations are more likely to deliver successful projects if they have systems in place that reflect a mature project environment based on a culture of continuous improvement. This paper develops and discusses a Management Maturity Model (MMM) to assess the maturity of project management organisations through a customisable, systematic, strategic and practical methodology inspired from the seminal work of Darwin, Deming, Drucker and Daniel. The model presented is relevant to organisations, such as construction and engineering companies, that prefer to use the Project Management Body of Knowledge (PMBOK™ Guide) published by the Project Management Institute (PMI), but without the disadvantages of excessive time and cost commitments and a ‘one size fits all’ approach linked to rigid increments of maturity. It offers a game-changing advance in the application of project-based organisational performance assessment compared to existing market solutions that are unnecessarily complex.     A sustainable Australian naval industry

    Executive Summary: Australia, as an island continent, is a maritime nation. Our way of life is enabled by the sea.Our security and prosperity vests in a Navy that can fight and win at sea. For the Navy to be effective, the Australian naval industry must be able to continuously deliver and sustain capable warships and submarines.This paper puts forward an industry perspective on how to develop a sustainable and productive Australian naval industry. Australia has the ability to develop a naval industry that approaches or exceeds international benchmarks for efficiency and performance. This advanced industrial capability would be available without additional cost should the Government implement policies that enable higher industry performance.Five key recommendations are proposed:1.    implement rolling ship and submarine building programs to sustain industry throughput2.    build a capable in-country naval ‘value chain’ built on domestic and international sources ofsupply3.    implement best commercial practice across the value chain for greater productivity4.    increase in-country capability in submarine and ship integration to include warship design5.    establish, maintain and execute a strategic science and technology program.Significant benefits follow. Simply put, the most important benefit of a sustainable and productive Australian naval industry is an improvement in Navy capability. The Government also receives more cost effective products and services. A wider value is realised through greater military and industrial self-reliance, jobs growth, and development of human capital, innovation and economic growth

    Safety-Critical Systems and Agile Development: A Mapping Study

    In the last decades, agile methods had a huge impact on how software is developed. In many cases, this has led to significant benefits, such as quality and speed of software deliveries to customers. However, safety-critical systems have widely been dismissed from benefiting from agile methods. Products that include safety critical aspects are therefore faced with a situation in which the development of safety-critical parts can significantly limit the potential speed-up through agile methods, for the full product, but also in the non-safety critical parts. For such products, the ability to develop safety-critical software in an agile way will generate a competitive advantage. In order to enable future research in this important area, we present in this paper a mapping of the current state of practice based on {a mixed method approach}. Starting from a workshop with experts from six large Swedish product development companies we develop a lens for our analysis.     As consumption patterns become increasingly sophisticated and manufacturers strive to improve their competitiveness, not only offering higher quality at competitive costs, but also by providing broader mix of products, and keeping it attractive by launching successively new products, the turbulence in the markets has intensified. This has impelled leading manufacturers to search the development of alternative production systems supposed to enable them operate more responsively. This paper discusses the trend of abandoning the strategy of relying on factory automation technologies and conveyor-based assembly lines, and shifting towards more human-centered production systems based on autonomous work-cells, observed in some industries in Japan (e.g. consumer electronics, computers, printers) since mid-1990s. The purpose of this study is to investigate this trend which is seemingly uneconomic to manufacturers established in a country where labor costs are among the highest in the world, so as to contribute in the elucidation of its background and rationality. This work starts with a theoretical review linking the need to cope with nowadays' market turbulence with the issue of nurturing more agile organizations. Then, a general view of the diffusion trend of work-cell based assembly systems in Japanese electronics industries is presented, and some empirical facts gathered in field studies conducted in Japan are discussed. It is worthy mentioning that the abandonment of short cycle-time tasks performed along conveyor lines and the organization of workforce around work-cells do not imply a rejection of the lean production paradigm and its distinctive process improvement approach. High man-hour productivity is realized as a key goal to justify the implementation of work-cells usually devised to run in longer cycle-time, and the moves towards this direction has been strikingly influenced by the kaizen philosophy and techniques that underline typical initiatives of lean production system implementation. Finally, it speculates that even though the subject trend is finding wide diffusion in the considered industries, it should not be regarded as a panacea. In industries such as manufacturing of autoparts, despite the notable product diversification observed in the automobile market, its circumstances have still allowed the firms to rely on capital-intensive process, and this has sustained the development of advanced manufacturing technologies that enable the agile implementation and re-configuration of highly automated assembly lines.

    Towards design of prognostics and health management solutions for maritime assets

    With increase in competition between OEMs of maritime assets and operators alike, the need to maximize the productivity of an equipment and increase operational efficiency and reliability is increasingly stringent and challenging. Also, with the adoption of availability contracts, maritime OEMs are becoming directly interested in understanding the health of their assets in order to maximize profits and to minimize the risk of a system's failure. The key to address these challenges and needs is performance optimization. For this to be possible it is important to understand that system failure can induce downtime which will increase the total cost of ownership, therefore it is important by all means to minimize unscheduled maintenance. If the state of health or condition of a system, subsystem or component is known, condition-based maintenance can be carried out and system design optimization can be achieved thereby reducing total cost of ownership. With the increasing competition with regards to the maritime industry, it is important that the state of health of a component/sub-system/system/asset is known before a vessel embarks on a mission. Any breakdown or malfunction in any part of any system or subsystem on board vessel during the operation offshore will lead to large economic losses and sometimes cause accidents. For example, damages to the fuel oil system of vessel's main engine can result in huge downtime as a result of the vessel not being in operation. This paper presents a prognostic and health management (PHM) development process applied on a fuel oil system powering diesel engines typically used in various cruise and fishing vessels, dredgers, pipe laying vessels and large oil tankers. This process will hopefully enable future PHM solutions for maritime assets to be designed in a more formal and systematic way

    Nordic small countries in the global high-tech value chains: the case of telecommunications systems production in Estonia

    In this paper we focus on the electronics industry, and more specifically on the production of telecommunications systems, which is characterised both by very rapid growth of the global trade and very high ratio of R&D investments in the sales revenues (Moncada-Paternoo-Castello et al 2010). More specifically, we analyse the distinctly different development paths of the three major telecommunications systems producers in the Nordic countries: Ericsson, Elcoteq and Skype. Ericsson was established in 1876, and has been a well-known brand name for decades. By contrast, Elcoteq grew from a small company into a global multinational corporation in less than a decade only in the 1990s. As a global company, Skype is still less than ten years old, but it facilitates today more international calls than any other telecommunications operator on the planet.

    From new to the firm to new to the world. Effect of geographical proximity and technological capabilities on the degree of novelty in emerging economies

    This paper investigates empirically what it takes for a firm to move from new to the firm to new to the domestic market and new to the world innovations. More specifically, the paper analyses the relationship between, on the one hand, the degree of novelty of product innovation and on the other hand the accumulation of technological capabilities at firm level as well as the geographical spread of the innovation activities of the firm. The analysis is based on a unique firm level data collected in Pune(India) and Beijing (China) in 2008. The paper shows that the role of the region supporting the move from new to the firm to new to the world is limited.
