    Assessing Emission Allocation in Europe: An Interactive Simulation Approach

    Implementation of an EU-wide emissions trading system by means of National Allocation Plans is at the core of European environmental policy agenda. Member States are faced with the problem of allocating their national emission budgets under the EU Burden Sharing Agreement between energy-intensive sectors that are eligible for international emissions trading and the remaining segments of their economies that will be subject to complementary domestic emission regulation. The country-specific segmentation of national emission budgets between trading sectors and non-trading sectors will determine the cost efficiency of the EU emissions trading system and the gains for each Member State vis-?-vis domestic abatement policies. We present an interactive simulation model where users can specify the design of National Allocation Plans for each EU Member State and then evaluate the induced economic effects. Our numerical framework is based on marginal abatement cost curves for (emissions) trading and non-trading sectors of the EU-15 economies. Illustrative simulations highlight the importance of a coordinated design of National Allocation Plans in order to avoid substantial excess costs of regulation and drastic burden shifting between nontrading and trading sectors. --emissions trading,allowance allocation,National Allocation Plans

    Issues Arising on the Interface of MPAs and Fisheries Management

    One of 6 background papers presented at The Expert Workshop on Marine Protected Areas and Fisheries Management: Review of Issues and Considerations held in Rome from June 12-14, 2006. The workshop was a response to the FAO Committee on Fisheries' call for technical guidelines for marine protected areas (MPAs) to assist Members to establish representative networks of MPAs by 2012, as agreed at the World Summit on Sustainable Development. This paper focuses on three key themes. First, it highlights the commonalities between discussions of marine protected areas and of fisheries management, with emphasis on their mutual use of spatial measures and ecosystem approaches. Second, the paper draws on the other Background Papers prepared for the Workshop, as well as a range of additional literature, to produce a substantial compilation of issues and considerations relating to the development and implementation of MPAs, within a fisheries management context. The third key theme of the paper is a focus on the 'preliminary steps' of decision-making, in which scoping of needs, gaps and feasibility takes place from the dual perspectives of MPAs and fisheries management. A relative paucity of information and analysis on this topic is noted, along with a consequent need for additional work on the subject.     The application of multi-objective robust design methods in ship design

    When designing large complex vessels, the evaluation of a particular design can be both complicated and time consuming. Designers often resort to the use of concept design models enabling both a reduction in complexity and time for evaluation. Various optimisation methods are then typically used to explore the design space facilitating the selection of optimum or near optimum designs. It is now possible to incorporate considerations of seakeeping, stability and costs at the earliest stage in the ship design process. However, to ensure that reliable results are obtained, the models used are generally complex and computationally expensive. Methods have been developed which avoid the necessity to carry out an exhaustive search of the complete design space. One such method is described which is concerned with the application of the theory of Design Of Experiments (DOE) enabling the design space to be efficiently explored. The objective of the DOE stage is to produce response surfaces which can then be used by an optimisation module to search the design space. It is assumed that the concept exploration tool whilst being a simplification of the design problem, is still sufficiently complicated to enable reliable evaluations of a particular design concept. The response surface is used as a representation of the concept exploration tool, and by it's nature can be used to rapidly evaluate a design concept hence reducing concept exploration time. While the methodology has a wide applicability in ship design and production, it is illustrated by its application to the design of a catamaran with respect to seakeeping. The paper presents results exploring the design space for the catamaran. A concept is selected which is robust with respect to the Relative Bow Motion (RBM), the heave, pitch and roll at any particular waveheading. The design space is defined by six controllable design parameters; hull length, breadth to draught ratio, distance between demihull centres, coefficient of waterplane, longitudinal centre of floatation, longitudinal centre of buoyancy, and by one noise parameter, the waveheading. A Pareto-optimal set of solutions is obtained using RBM, heave, pitch and roll as criteria. The designer can then select from this set the design which most closely satisfies their requirements. Typical solutions are shown to yield average reductions of over 25% in the objective functions when compared to earlier results obtained using conventional optimisation methods

    Within the European Community both the environmental and safety costs of road transport are unacceptably high. ‘Foot-LITE’ is a UK project which aims to encourage drivers to adopt ‘greener’ and safer driving practices, with real-time and retrospective feedback being given both in-vehicle and off-line. This paper describes the early concept development of Foot-LITE, for which a Cognitive Work Analysis (CWA) was conducted. In this paper, we present the results of the first phase of CWA – the Work Domain Analysis, as well as some concept interface designs based on the WDA to illustrate its application.
