    Electronic governance for context-specific public service delivery: a survey of the literature

    Based on the latest trends of government digitization efforts, this paper presents a survey of the literature illustrating how governments are using Information and Communication Technologies (ICT) to deliver public services pursuing concrete development goals and taking into account specific needs of the local context. Based on the survey, we illustrate examples of context-specific public service delivery and propose a research framework to guide future research on the area. The relevance of this work relies on the latest commitment of governments to pursue the 2030 development agenda, since the framework provides a roadmap to further investigate how to locally design public services to achieve sustainable development goals leveraging on ICT.This research received support from the Fundação para a Ciência e Tecnologia, Government of Portugal (Grant n.º PEst-OE/CJP/UI0758/2013).     The Impact of Library Outreach Services on Elder Users in Rural Virginia: A Case Study of the Washington County Public Library

    Outreach services provided by rural public libraries are crucial to fulfilling their mission to provide information access to the widest array of user groups. Particular socioeconomic and geographic factors in rural areas present challenges of access to information resources, yet there exists only a limited amount of published scholarly work examining outreach services provided specifically by rural public libraries. This case study of outreach services to elder users provided by the Washington County Public Library (WCPL), located in Washington County, Virginia, offers contextual evidence for the centrality of social equity and access to the larger work of rural public libraries. Primary data were collected through four semi-structured focus group meetings conducted with elder users of the agency’s outreach services as well as through narrative interviews with six agency staff members. Secondary data were collected through content analysis of agency documents, such as internal reports and handouts, informational brochures and fliers, annual programming reports, strategic planning documents, and assessment and evaluation reports related to WCPL and the services it provides.The case study of WCPL’s outreach services answered three research questions: what are the particular information needs of the elder users served by WCPL; what impact do the WCPL outreach services have on the lives of elder users; and how might WCPL outreach services to elder users be improved? Principal findings showed that elder users had particular information needs related to entertainment and intellectual stimulation, challenges of transportation, and a limited access to technology and Internet service. WCPL outreach services were found to positively impact the lives and general well-being of elder users by providing vital social and community connections and serving as a key link for elder users to an institution understood to be central to the life of the community in general. Findings also indicated that outreach services to elder users could be improved by expanding the general reach and effectiveness of the services

    A Grant Proposal to Fund Prevention Education for Teen Pregnancy, HIV, and Other Sexually Transmitted Infections in Targeted High Schools in Gwinnett County, Georgia

    INTRODUCTION: This capstone project is a grant proposal to provide prevention services to adolescents using a comprehensive risk reduction approach modeled after the federal Personal Responsibility Education Program that supports abstinence and also provides medically accurate information regarding the use of birth control and condoms for the prevention of pregnancy and sexually transmitted infections, including HIV. NEED: Teen births result in poorer outcomes for babies and mothers and have a negative impact on our economy. There are disparities in teen birth rates among racial and ethnic population groups, with young Hispanic and black girls having rates that are three to four times higher than young white girls. Sexually transmitted infections can lead to premature death and have negative impacts on sexual health. Adolescents and young adults are disproportionately impacted by HIV, as well as other sexually transmitted infections, such as chlamydia, gonorrhea, and syphilis. PROPOSED PROGRAM: The proposed program consists of four main components, 1) implementation of the Reducing the Risk curriculum for all ninth-grade students in the Health Education course, 2) implementation of the Be Proud! Be Responsible! Be Protective! curriculum with pregnant and parenting teens, 3) presentation of adult preparation topics, and 4) referral to health services inclusive of family planning and STI/HIV testing as needed. TARGETED POPULATION: The two targeted high schools serve a high proportion of minority and underserved youth in Gwinnett County. All ninth-grade students will be targeted for the main intervention and additional intervention will be provided for pregnant or parenting teens, as well as youth who have any of the following risk factors: sexual minority, students living in foster care, homelessness, and youth living with HIV/AIDS
