Taser and Social, Ethnic and Racial Disparities research programme
Report from the 'Taser use and its association with social, ethnic and racial disparities in policing (TASERD)' research project. Spelling it out, making it count : functional skills in vocational training
Spelling It Out, Making It Count explores whether FSQs are still serving their intended purpose as practical, real-world alternatives to GCSEs that focus on developing essential life and work skills.
Through interviews, focus groups, and detailed analysis of FSQ content, performance, and costs, the research uncovered several issues:
- Pass rates for FSQs have fallen significantly in recent years, despite the difficulty of exams remaining largely unchanged. This appears linked to reduced contextualization of exam questions.
- Funding rates for FSQs have remained static since 2014 and are now insufficient to cover delivery costs, forcing providers to operate at a loss. For FSQs taken within apprenticeships, the financial burden can be as high as £440 per qualification.
- The mandatory requirement for apprentices to pass Level 2 FSQs, despite failure to do so not necessarily reflecting deficiencies in applied skills, continues to hinder apprenticeship completion rates and will hamper government efforts to raise achievement rates from 52% to 67%.
To remedy these issues, the ‘Spelling It Out, Making It Count’ report makes 7 key recommendations, including:
- Maintaining the applied, real-world focus of FSQs to differentiate them from GCSEs
- Increasing contextualization of exam questions
- Reviewing maths exam structure and breadth of topics
- Promoting diverse assessment methods beyond exams
- Incorporating FSQ training within apprenticeship off-the-job hours
- Reconsidering FSQs as a mandatory exit requirement for apprenticeships
- Uplifting FSQ funding immediately by at least 10% to cover delivery costs
The Spelling It Out, Making It Count report argues these changes are urgently needed to restore FSQs as effective demonstrations of functional literacy and numeracy vital for life and work

today as a desirable commodity that must become an important part of massifying digital
skilling efforts. Governments amass even more critical data that, if leveraged, could
change the way public services are delivered, and even change the social and economic
fortunes of any country. Therefore, smart governments and organisations increasingly
require data skills to gain insights and foresight, to secure themselves, and for improved
decision making and efficiency. However, data skills are scarce, and even more
challenging is the inconsistency of the associated training programs with most curated for
the Science, Technology, Engineering, and Mathematics (STEM) disciplines.
Nonetheless, the interdisciplinary yet agnostic nature of data means that there is

Talking about personal recovery in bipolar disorder: Integrating health research, natural language processing, and corpus linguistics to analyse peer online support forum posts
Background: Personal recovery, ‘living a satisfying, hopeful and contributing lifeeven with the limitations caused by the illness’ (Anthony, 1993) is of particular value in bipolar disorder where symptoms often persist despite treatment. So far, personal recovery has only been studied in researcher-constructed environments (interviews, focus groups). Support forum posts can serve as a complementary naturalistic data source. Objective: The overarching aim of this thesis was to study personal recovery experiences that people living with bipolar disorder have shared in online support forums through integrating health research, NLP, and corpus linguistics in a mixed methods approach within a pragmatic research paradigm, while considering ethical issues and involving people with lived experience. Methods: This mixed-methods study analysed: 1) previous qualitative evidence on personal recovery in bipolar disorder from interviews and focus groups 2) who self-reports a bipolar disorder diagnosis on the online discussion platform Reddit 3) the relationship of mood and posting in mental health-specific Reddit forums (subreddits) 4) discussions of personal recovery in bipolar disorder subreddits. Results: A systematic review of qualitative evidence resulted in the first framework for personal recovery in bipolar disorder, POETIC (Purpose & meaning, Optimism & hope, Empowerment, Tensions, Identity, Connectedness). Mainly young or middle-aged US-based adults self-report a bipolar disorder diagnosis on Reddit. Of these, those experiencing more intense emotions appear to be more likely to post in mental health support subreddits. Their personal recovery-related discussions in bipolar disorder subreddits primarily focussed on three domains: Purpose & meaning (particularly reproductive decisions, work), Connectedness (romantic relationships, social support), Empowerment (self-management, personal responsibility). Support forum data highlighted personal recovery issues that exclusively or more frequently came up online compared to previous evidence from interviews and focus groups. Conclusion: This project is the first to analyse non-reactive data on personal recovery in bipolar disorder. Indicating the key areas that people focus on in personal recovery when posting freely and the language they use provides a helpful starting point for formal and informal carers to understand the concerns of people diagnosed with bipolar disorder and to consider how best to offer support

Policy options for food system transformation in Africa and the role of science, technology and innovation
As recognized by the Science, Technology and Innovation Strategy for Africa – 2024 (STISA-2024), science, technology and innovation (STI) offer many opportunities for addressing the main constraints to embracing transformation in Africa, while important lessons can be learned from successful interventions, including policy and institutional innovations, from those African countries that have already made significant progress towards food system transformation. This chapter identifies opportunities for African countries and the region to take proactive steps to harness the potential of the food and agriculture sector so as to ensure future food and nutrition security by applying STI solutions and by drawing on transformational policy and institutional innovations across the continent. Potential game-changing solutions and innovations for food system transformation serving people and ecology apply to (a) raising production efficiency and restoring and sustainably managing degraded resources; (b) finding innovation in the storage, processing and packaging of foods; (c) improving human nutrition and health; (d) addressing equity and vulnerability at the community and ecosystem levels; and (e) establishing preparedness and accountability systems. To be effective in these areas will require institutional coordination; clear, food safety and health-conscious regulatory environments; greater and timely access to information; and transparent monitoring and accountability systems
