Combining Event- and State-based Norms:Extended Abstract
agents without the need for these agents to internalise thenorms of the system. Current formalisms can be dividedin two groups depending on whether norms are expressedon the state of the normative structure or the events thatbring about normative change. This paper argues that forcomplex systems both types are needed.To this extend, we introduce ESI, a formal model for institutionsincorporating the concepts for both event- andstate-based normative modelling. InstAL: An Institutional Action Language
nstAL denotes both a declarative domain-specific language for the specification of collections of interacting normative systems and a framework for a set of associated tools. The computational model is realized by translating the specification language to AnsProlog (Baral 2003), a logic programming language under the answer set semantics (ASP) (Gelfond and Lifschitz 1991), and is underpinned by a set-theoretic formal model and a formalized translation process
