    Information spreading during emergencies and anomalous events

    The most critical time for information to spread is in the aftermath of a serious emergency, crisis, or disaster. Individuals affected by such situations can now turn to an array of communication channels, from mobile phone calls and text messages to social media posts, when alerting social ties. These channels drastically improve the speed of information in a time-sensitive event, and provide extant records of human dynamics during and afterward the event. Retrospective analysis of such anomalous events provides researchers with a class of "found experiments" that may be used to better understand social spreading. In this chapter, we study information spreading due to a number of emergency events, including the Boston Marathon Bombing and a plane crash at a western European airport. We also contrast the different information which may be gleaned by social media data compared with mobile phone data and we estimate the rate of anomalous events in a mobile phone dataset using a proposed anomaly detection method.Comment: 19 pages, 11 figure

    Flooding through the lens of mobile phone activity

    Natural disasters affect hundreds of millions of people worldwide every year. Emergency response efforts depend upon the availability of timely information, such as information concerning the movements of affected populations. The analysis of aggregated and anonymized Call Detail Records (CDR) captured from the mobile phone infrastructure provides new possibilities to characterize human behavior during critical events. In this work, we investigate the viability of using CDR data combined with other sources of information to characterize the floods that occurred in Tabasco, Mexico in 2009. An impact map has been reconstructed using Landsat-7 images to identify the floods. Within this frame, the underlying communication activity signals in the CDR data have been analyzed and compared against rainfall levels extracted from data of the NASA-TRMM project. The variations in the number of active phones connected to each cell tower reveal abnormal activity patterns in the most affected locations during and after the floods that could be used as signatures of the floods - both in terms of infrastructure impact assessment and population information awareness. The representativeness of the analysis has been assessed using census data and civil protection records. While a more extensive validation is required, these early results suggest high potential in using cell tower activity information to improve early warning and emergency management mechanisms.Comment: Submitted to IEEE Global Humanitarian Technologies Conference (GHTC) 201

    Community health workers and stand-alone or integrated case management of malaria: a systematic literature review.

    A systematic literature review was conducted to assess the effectiveness of strategies to improve community case management (CCM) of malaria. Forty-three studies were included; most (38) reported indicators of community health worker (CHW) performance, 14 reported on malaria CCM integrated with other child health interventions, 16 reported on health system capacity, and 13 reported on referral. The CHWs are able to provide good quality malaria care, including performing procedures such as rapid diagnostic tests. Appropriate training, clear guidelines, and regular supportive supervision are important facilitating factors. Crucial to sustainable success of CHW programs is strengthening health system capacity to support commodity supply, supervision, and appropriate treatment of referred cases. The little evidence available on referral from community to health facility level suggests that this is an area that needs priority attention. The studies of integrated CCM suggest that additional tasks do not reduce the quality of malaria CCM provided sufficient training and supervision is maintained

    Mental health services required after disasters: Learning from the lasting effects of disasters

    Extent: 13p.Disasters test civil administrations’ and health services’ capacity to act in a flexible but well-coordinated manner because each disaster is unique and poses unusual challenges. The health services required differ markedly according to the nature of the disaster and the geographical spread of those affected. Epidemiology has shown that services need to be equipped to deal with major depressive disorder and grief, not just posttraumatic stress disorder, and not only for victims of the disaster itself but also the emergency service workers. The challenge is for specialist advisers to respect and understand the existing health care and support networks of those affected while also recognizing their limitations. In the initial aftermath of these events, a great deal of effort goes into the development of early support systems but the longer term needs of these populations are often underestimated. These services need to be structured, taking into account the pre-existing psychiatric morbidity within the community. Disasters are an opportunity for improving services for patients with posttraumatic psychopathology in general but can later be utilized for improving services for victims of more common traumas in modern society, such as accidents and interpersonal violence.A.     Public Response to a Catastrophic Southern California Earthquake: A Sociological Perspective

    This paper describes a hypothetical scenario of public response to a large regional earthquake on the southern section of the San Andreas Fault. Conclusive social and behavioral science research over decades has established that the behavior of individuals in disaster is, on the whole, controlled, rational, and adaptive, despite popular misperceptions that people who experience a disaster are dependent upon and problematic for organized response agencies. We applied this knowledge to portray the response of people impacted by the earthquake focusing on actions they will take during and immediately following the cessation of the shaking including: immediate response, search and rescue, gaining situational awareness through information seeking, making decisions about evacuation and interacting with organized responders. Our most general conclusion is that the actions of ordinary people in this earthquake scenario comprised the bulk of the initial response effort, particularly in those areas isolated for lengthy periods of time following the earthquake
