Toward the Integration of Economics and Outdoor Recreation Management
The general theme of this bulletin is that improved management of
public-sector recreational resources is a multidisciplinary task. To this
end, we attempt to integrate elements of outdoor recreation management
theory and economics. The bulletin is written for both resource managers
and researchers. For the former, our intent is to emphasize the importance
of being aware of economic implications-at least conceptually-of
management actions that influence the character and availability of recreational
opportunities. To researchers involved in developing recreation
management theory, we draw attention to the parallel between recreation
management theory and the traditional managerial economic model
of the firm. To economists, particularly those involved in developing
and applying nonmarket valuation techniques, we draw attention to the
types of decisions faced by resource managers.
We argue that the most important resource allocation issues are of
the incremental variety, so nonmarket valuation should also yield incremental
values. These values alone, however, are not sufficient
economic input into rational public choice analysis. The missing link ,
or nexus, between outdoor recreation management theory and economic
analysis is the integration of supply and demand, as called for by traditional
managerial economics. Collaborative research to develop recreation
supply response functions akin to agricultural production functions
is an essential step that is missing from both literatures. Theoretical and
applied work assume greater practical importance if they feed information
into this broadened framework. It is our hope that this bulletin will
bring the disciplines closer to that realization
A cross-layer approach to enhance QoS for multimedia applications over satellite
The need for on-demand QoS support for communications over satellite is of primary importance for distributed multimedia applications. This is particularly true for the return link which is often a bottleneck due to the large set of end-users accessing a very limited uplink resource. Facing this need, Demand Assignment Multiple Access (DAMA) is a classical technique that allows satellite operators to offer various types of services, while managing the resources of the satellite system efficiently. Tackling the quality degradation and delay accumulation issues that can result from the use of these techniques, this paper proposes an instantiation of the Application Layer Framing (ALF) approach, using a cross-layer interpreter(xQoS-Interpreter). The information provided by this interpreter is used to manage the resource provided to a terminal by the satellite system in order to improve the quality of multimedia presentations from the end users point of view. Several experiments are carried out for different loads on the return link. Their impact on QoS is measured through different application as well as network level metrics
Vision 2020: The Role and Scope of Operations Research Models
In this theme article, we summarize the broad characteristics of Vision 2020 (a document which outlines the transformation process related to evolution of India as a developed nation by 2020) as envisaged by Dr. A.P.J. Abdul Kalam. We discuss the enabling role of our discipline related to this critical national (social) transformation process. This theme article is organized in three segments. The first segment, which is drawn heavily based on the published work by Dr. A.P.J. Abdul Kalam introduces the salient features of Vision 2020 and a road map related to realizing this national dream. The second segment sketches the evolution of operations research as a scientific discipline in the international and Indian context. The third and final segment of the article relate OR tools and techniques that can facilitate the planning and implementation of several projects / activities / policies in the overall context of Vision 2020.
The Economics of Water Resource Allocation: Valuation Methods and Policy Implications
In this chapter a ‘watershed economics approach’ that could be applied in Cyprus is proposed which is composed of two important stages. In Stage I economic valuation techniques are used to establish the economic value of the competing
demands for surface and groundwater, incorporating where necessary an analysis of water quality. The valuation exercise allows the objective balancing of demands based upon the equi-marginal principle to achieve economic efficiency. In Stage II a policy impact analysis is proposed which addresses issues of social equity and the value of water for environmental/ecological purposes. The analysis is undertaken within the confines of the watershed; the most natural unit for the analysis of water allocation and scarcity since it determines the hydrological links between competing users and thus the impacts of one user upon another. The methodology is encapsulated by a case study of the Kouris watershed in Cyprus
Distributed Services with Foreseen and Unforeseen Tasks: The Mobile Re-allocation Problem
In this paper we deal with a common problem found in the operations of security and preventive/corrective maintenance services: that of routing a number of mobile resources to serve foreseen and unforeseen tasks during a shift. We define the (Mobile Re-Allocation Problem) MRAP as the problem of devising a routing strategy to maximize the expected weighted number of tasks served on time. For obtaining a solution to the MRAP, we propose to solve successively a multi-objective optimization problem called the stochastic Team Orienteering Problem with Multiple Time Windows (s-TOP-MTW) so as to consider information about known tasks and the arrival process of new unforeseen tasks. Solving successively the s-TOP-MTW we find that considering information about the arrival process of new unforeseen tasks may aid in maximizing the expected proportion of tasks accomplished on time.location;reliability;routing;distributed services
