    Building the Beginnings of a Beautiful Partnership

    The authors describe the process leading to, and the outcome of, their partnership to build and operate a 76,000 square foot public/ community college joint use library. Located in Westminster, Colorado, the College Hill Library serves a population of approximately 70,000 Westminster residents and 6,000 Front Range Community College faculty and staff. The partnership began in 1994 to investigate the feasibility of building the facility, which opened in April 1998 and continues to be successful today. The authors provide information on the main points of the Intergovernmental Agreement to build and operate the facility and relate their experiences during the planning, construction, and initial year of operation of the library. They discuss issues relating to combining staff, automation systems, and collections as well as special challenges in publicizing the library to the community.     Green noise or green value? Measuring the price effects of environmental certification in commercial buildings

    This paper investigates the price effects of environmental certification on commercial real estate assets. It is argued that there are likely to be three main drivers of price differences between certified and non-certified buildings. First, certified buildings offer a bundle of benefits to occupiers relating to business productivity, image and occupancy costs. Second, due to these occupier benefits, certified buildings can result in higher rents and lower holding costs for investors. Third, certified buildings may require a lower risk premium. Drawing upon the CoStar database of US commercial real estate assets, hedonic regression analysis is used to measure the effect of certification on both rent and price. We first estimate the rental regression for a sample of 110 LEED and 433 Energy Star as well as several thousand benchmark buildings to compare the sample to. The results suggest that, compared to buildings in the same metropolitan region, certified buildings have a rental premium and that the more highly rated that buildings are in terms of their environmental impact, the greater the rental premium. Furthermore, based on a sample of transaction prices for 292 Energy Star and 30 LEED-certified buildings, we find price premia of 10% and 31% respectively compared to non-certified buildings in the same metropolitan are

    Connecting British Columbia (Canada) school libraries and student achievement: A comparison of higher and lower performing schools with similar overall funding

    Research over time has established associations between components of the school library and student achievement. This study was designed to investigate these associations in schools in British Columbia (Canada) where the government provides equitable funding of public schools while allowing individual school districts and schools to determine individual funding priorities. Findings replicated what numerous previous studies have shown: higher student standardized test scores were associated with a school library that is more accessible, better funded, professionally staffed, managed, stocked, integrated and used. Findings moreover pointed to higher student achievement in those schools where greater resources, from the same limited allocation were assigned to school libraries. Results of this study are of practical interest to policy makers, school and library administrators, and educators with a vested interest in student achievement and the future of school libraries.     Target Acquisition in Multiscale Electronic Worlds

    Since the advent of graphical user interfaces, electronic information has grown exponentially, whereas the size of screen displays has stayed almost the same. Multiscale interfaces were designed to address this mismatch, allowing users to adjust the scale at which they interact with information objects. Although the technology has progressed quickly, the theory has lagged behind. Multiscale interfaces pose a stimulating theoretical challenge, reformulating the classic target-acquisition problem from the physical world into an infinitely rescalable electronic world. We address this challenge by extending Fitts’ original pointing paradigm: we introduce the scale variable, thus defining a multiscale pointing paradigm. This article reports on our theoretical and empirical results. We show that target-acquisition performance in a zooming interface must obey Fitts’ law, and more specifically, that target-acquisition time must be proportional to the index of difficulty. Moreover, we complement Fitts’ law by accounting for the effect of view size on pointing performance, showing that performance bandwidth is proportional to view size, up to a ceiling effect. The first empirical study shows that Fitts’ law does apply to a zoomable interface for indices of difficulty up to and beyond 30 bits, whereas classical Fitts’ law studies have been confined in the 2-10 bit range. The second study demonstrates a strong interaction between view size and task difficulty for multiscale pointing, and shows a surprisingly low ceiling. We conclude with implications of these findings for the design of multiscale user interfaces

    Detecting Hate Speech in Social Media

    In this paper we examine methods to detect hate speech in social media, while distinguishing this from general profanity. We aim to establish lexical baselines for this task by applying supervised classification methods using a recently released dataset annotated for this purpose. As features, our system uses character n-grams, word n-grams and word skip-grams. We obtain results of 78% accuracy in identifying posts across three classes. Results demonstrate that the main challenge lies in discriminating profanity and hate speech from each other.
