    Impacts of local human activities on the Antarctic environment

    We review the scientific literature, especially from the past decade, on the impacts of human activities on the Antarctic environment. A range of impacts has been identified at a variety of spatial and temporal scales. Chemical contamination and sewage disposal on the continent have been found to be long-lived. Contemporary sewage management practices at many coastal stations are insufficient to prevent local contamination but no introduction of non-indigenous organisms through this route has yet been demonstrated. Human activities, particularly construction and transport, have led to disturbances of flora and fauna. A small number of non-indigenous plant and animal species has become established, mostly on the northern Antarctic Peninsula and southern archipelagos of the Scotia Arc. There is little indication of recovery of overexploited fish stocks, and ramifications of fishing activity oil bycatch species and the ecosystem could also be far-reaching. The Antarctic Treaty System and its instruments, in particular the Convention for the Conservation of Antarctic Marine Living Resources and the Environmental Protocol, provide a framework within which management of human activities take place. In the face of the continuing expansion of human activities in Antarctica, a more effective implementation of a wide range of measures is essential, in order to ensure comprehensive protection of the Antarctic environment, including its intrinsic, wilderness and scientific values which remains a fundamental principle of the Antarctic Treaty System. These measures include effective environmental impact assessments, long-term monitoring, mitigation measures for non-indigenous species, ecosystem-based management of living resources, and increased regulation of National Antarctic Programmes and tourism activities

    Unfinished Business: a Review of the Implementation of the Provisions of United Nations General Assembly Resolutions 61/105 and 64/72, Related to the Management of Bottom Fisheries in Areas Beyond National Jurisdiction

    In 2006 the General Assembly adopted resolution 61/105, based on a compromise proposal offered by deep-sea fishing nations, which committed States and regional fisheries management organisations [RFMOs] to take specific measures to protect vulnerable marine ecosystems [VMEs] from the adverse impacts of bottom fisheries in the high seas and to ensure the longterm sustainability of deep-sea fish stocks. These measures included conducting impact assessments to determine whether significant adverse impacts[SAIs] to VMEs would occur, managing fisheries to prevent SAIs on VMEs, and closing areas of the high seas to bottom fishing where VMEs are known or likely to occur, unless regulations are in place to prevent SAIs and to manage sustainably deep-sea fish stocks. Based on a review in 2009 of the actions taken by States and RFMOS, the UNGA adoptedresolution 64/72 that reaffirmed resolution 61/105 and strengthened the call for action through committing States, inter alia, to ensure that vessels do not engage in bottom fishing until impact assessments have been carried out and to not authorise bottom fishing activities until the measures in resolutions 64/72 and 61/105 have been adopted andimplemented

    Setting a precautionary catch limit for Antarctic krill

    A revised precautionary catch limit for Antarctic krill (Euphausia superba) in the Scotia Sea of 4 million tons was recently adopted by the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR). The limit was based on a total biomass of 44.3 million tons, as estimated from an acoustic and net survey of krill across the Scotia Sea sector of the Southern Ocean, and a harvest rate of 9.1%, as determined from an analysis of the risks of exceeding defined conservation criteria. We caution, however, that before the fishery can expand to the 4-inillion-ton level it will be necessary to establish mechanisms to avoid concentration of fishing effort, particularly in proximity to colonies of land-breeding krill predators, and to consider the effects of krill immigrating into the region from multiple sources

    Economically optimal management strategies for the South Georgia Patagonian toothfish fishery

    The fishery for Patagonian toothfish (Dissostichus eleginoides) around the island of South Georgia in the Southern Ocean is a profitable operation targeting a high-value, slow-growing species. We substituted the complex Bayesian age-structured model currently used for assessments with a Schaefer production model, which performs equally well as an operating model for management strategy evaluation. A number of potential effort reduction strategies are investigated, several of which would achieve better conservation objectives and higher future profits from the fishery than those predicted using the current management strategy.     An Independent Review of the E.U. Illegal, Unreported, and Unregulated Regulations

    Illegal, unregulated and unreported (IUU) fishing refers to fishing activities that do not comply with national, regional, or international fisheries conservation or management legislation or measures . IUU fishing is complex and affects many stakeholders from the individual artisanal fisher in national waters, to fishing fleets in Exclusive Economic Zones (EEZ) and the High Seas, to fish processor and fisheries managers in developed and developing countries. Illegal fishing occurs in every ocean in the world, resulting in the loss of individual jobs and income, depletion of existing fish stocks, damage to the marine environment, and loss of state revenue . It affects activities both at sea and onshore, such as shipment, transportation, landing, importation and exportation, sale, and distribution of fish products . IUU fishing also has the potential to reduce the amount of fish available to subsistence fishers and communities who rely on fish as their staple diet. For example in Sierra Leone, fish provides approximately 65% of the protein source consumed by the under-nourished population. Thus people's livelihoods and food security may be seriously threatened by the possibility of losing access to this food source as result of IUU fishing

    The scientific workshop to review fisheries management, held in Lisbon in May 2011, brought together 22 scientists and fisheries experts from around the world to consider the United Nations General Assembly (UNGA) resolutions on high seas bottom fisheries: what progress has been made and what the outstanding issues are. This report summarises the workshop conclusions, identifying examples of good practice and making recommendations in areas where it was agreed that the current management measures fall short of their target

    The impact of predation by marine mammals on Patagonian toothfish longline fisheries

    Predatory interaction of marine mammals with longline fisheries is observed globally, leading to partial or complete loss of the catch and in some parts of the world to considerable financial loss. Depredation can also create additional unrecorded fishing mortality of a stock and has the potential to introduce bias to stock assessments. Here we aim to characterise depredation in the Patagonian toothfish (Dissostichus eleginoides) fishery around South Georgia focusing on the spatio-temporal component of these interactions. Antarctic fur seals (Arctocephalus gazella), sperm whales (Physeter macrocephalus), and orcas (Orcinus orca) frequently feed on fish hooked on longlines around South Georgia. A third of longlines encounter sperm whales, but loss of catch due to sperm whales is insignificant when compared to that due to orcas, which interact with only 5% of longlines but can take more than half of the catch in some cases. Orca depredation around South Georgia is spatially limited and focused in areas of putative migration routes, and the impact is compounded as a result of the fishery also concentrating in those areas at those times. Understanding the seasonal behaviour of orcas and the spatial and temporal distribution of “depredation hot spots” can reduce marine mammal interactions, will improve assessment and management of the stock and contribute to increased operational efficiency of the fishery.
