    A primer on governance and performance in small and medium-sized enterprises

    This paper is a primer on corporate performance, corporate governance, and their interrelationships and measurement systems, with particular focus on Small and Medium- Sized Enterprises (SMEs). This is the first report of a larger on going research project. In the domain of performance measurement the paper describes the trend from financial to non-financial measures, as well as a taxonomy of measures and the impact of the TQM movement on measurement practices. In the domain of governance, governance as a general concept is presented, followed by the more specific concept of corporate governance.     E-government is a multidisciplinary field of research based initially on empirical insights from practice. Efforts to theoretically found the field have opened perspectives from multiple research domains. The goal of this chapter is to review evolution of the e-government field from an institutional and an academic point of view. Our position is that e-government is an emergent multidisciplinary field of research in which focus on practice is a prominent characteristic.     Public sector reforms and the notion of 'public value': implications for egovernment deployment

    Governments are increasingly investing in information and communication technologies (ICT) as tool to foster the rationalization of public administration. This paper discusses e-government within the context of governmental reforms heavily influenced by the New Public Management (NPM), which suggests that the use of ICT within the public sector will enhance efficiency, effectiveness and accountability. Based on the concept of ‘public value’ developed by Moore (1995), we propose to question the overall impact e-government initiatives may have on governments’ ability to deliver social and economic outcomes that correspond to citizens’ expectations. Our central argument is presented as follows: while ICT can help to achieve the main NPM values, e-government initiatives do not guarantee to have a positive effect on broader public values. Even when this argument is not new, in this paper we aim to strengthen the need for a deeper discussion of the implications of e-government programs in the context of public values. To do so, we propose a framework that distinguishes between clusters of public values: those that are related to managerial practices and those related to democratic values. We draw on descriptive examples to illustrate our main arguments

    Towards Synthetic and Balanced Digital Government Benchmarking

    Reliable benchmarking is essential for effective management of the government digitalization efforts. Existing benchmarking instruments generally fail to support this target. One problem is the diversity of instruments, resulting in a split image of digital progress and adding ambiguity to policy decisions. Another problem is disconnect in assessing progress between digital and traditional “analog” governance, lending support to a dangerous idea that countries can compensate for lack of progress in their governance systems by simply digitalizing them. This paper provides a path to addressing both problems by: aggregating relevant indicators of the World Economic Forum’s Network Readiness Index (NRI) to obtain a single synthetic measure of digital government, balancing this measure with progress in analog governance using World Bank’s Worldwide Governance Indicators (WGI), calculating new measures for the latest editions of NRI and WGI, and discussing results.     E-government in the making: socio-economic development in the Akshaya project

    This paper discusses the Akshaya E-Government project. The paper uses general concepts borrowed from actor network theory to discuss the ongoing negotiation that shapes E-Government projects. We aim at shedding light on the importance of the dynamic interactions that shape the impact of ICT on government polices. In particular, we show that the nature of the service delivered and the socioeconomical development supported by the project are constantly shaped by the negotiation that occurs among the different actors involved and the consequent changes the project itself experiences. We therefore suggest to study e-Government in its making and not as results of planned action and sequential evolutionary phases

Today, the trend is spreading worldwide, as public funding is made available for the exploration of the potential of new technologies to provide new channels of access to political information and participation in decision-making. Nevertheless, whereas e-democracy in Western nations is a tool for resolving the perceived crisis of liberal democracies, in the developing countries it is a tool to build democracy. This assumption is clearly important in the action plans and policies of International Organizations (World Bank, OECD, United Nations) which have assumed a leadership role in the reform of political institutions. This paper will focus on theoretical and methodological issues, such as the prevalent meaning(s) of e-government and e-democracy and their ideological roots in the context of political development

    The relationship between needs and instruments of innovation policy in different regions: the Matrix INT - Instruments and Needs of Technology

    The methodology, which is described in this study, aims to evaluate the gap between the characteristics of the demand and the supply of technology transfer (TT) services to small and medium size firms in a wide international framework, comprising both developed countries and less developed countries. The study focuses on a "demand led" and strategic approach. It underlies that the problems and opportunities of development of the small and medium size firms in the various individual countries are different and that determines a different structure of the demand of technology transfer services. Moreover, this study aims to identify the role and characteristics of the TT intermediaries in the wider framework of the strategies and instruments of innovation policies. In fact, the instruments of innovation policy are not only those, which operate directly on the individual firms, but also those, which can operate on the "selection environment", within which the firms are embedded.
